SAN DIEGO (KGTV)- The DMV is apologizing for long wait times as they work through a new queuing system and problems with the REAL ID.Wait times (without an appointment) used to be under two hours, now they're closer to 4-5 hours. The DMV issued this statement to 10News:The issue is employees have to manually enter the ID number given to each customer, since a new system went online two weeks ago. The ID number consists of your initials and the last four digits of your phone number.The process prior was completely automatic.The other issue relates to the REAL ID. Employees are taking more time to explain to customers what they need to have in order to get the ID. SAN DIEGO, Calif. — For months, we’ve seen face masks in places they shouldn’t be: storm drains, streets, beaches, and parks.Now, we’re learning just how many could be flooding our oceans.“Once plastic enters the marine environment, it’s very difficult to move," said Dr. Teale Phelps Bondaroff, director of research for OceansAsia. The marine conservation group has been tracking the number of face masks washing up on a remote island south of Hong Kong since the pandemic started. “About six weeks after COVID hit Hong Kong, so late February, we began finding masks, and lots of masks," said Bondaroff. “What’s remarkable is we weren’t finding face masks before COVID.”Masks are made with polypropylene, which Bondaroff describes as thin fibers of plastic."The fact that we are starting to find masks that are breaking up indicates that this is a real problem, that microplastics are being produced by masks," he said.These tiny pieces of plastic can remain in the ocean for hundreds of years, threatening fish and even polluting the air.“The question that we couldn’t answer was how many are entering our oceans? We just didn’t know," said Dr. Bondaroff. OceansAsia launched a study to find the answer and recently shared its findings. Of the estimated 52 billion masks manufactured globally in 2020, it's believed 1.56 billion will enter our oceans this year, resulting in an additional 4,680 to 6,240 metric tonnes of marine plastic pollutionBondaroff says the report used a conservative loss rate of 3 percent, and the average weight of 3 to 4 grams for a single-use polypropylene surgical face mask, to arrive at the estimate.“The 1.56 billion face masks that have entered our oceans in 2020 are there for the long run. They will remain in the ocean for 450 years or more, and they’ll break into smaller pieces.”The report notes global sales of face masks surged from around 0 million in 2019 to 6 billion in 2020.“That’s important, we need to keep people safe, but at the same time that has a lasting impact on our environment, and we’re seeing that on the beaches," said Bondaroff. And he says, unfortunately, this problem makes up only a small fraction of the plastic pollution invading our oceans.The report asks people to wear reusable masks whenever possible, dispose of masks responsibly and reduce their overall consumption of single-use plastic. It also calls on governments to:Implement policies designed to encourage the use of reusable masks, such as releasing guidelines regarding the proper manufacture and use of reusable masks.Foster innovation and the development of sustainable alternatives to single-use plastic masks.Discourage littering by increasing fines, and educate the public about responsible ways to dispose of masks.Repair and improve waste management systems to reduce losses and spillage. 2840

SAN DIEGO (KGTV): The San Diego Sheriff's Department has a new tool to help keep deputies safe as they fight the war on drugs.The department just bought 15 TruNarc devices. The hand-held scanners can detect and identify drugs without the deputies having to come into physical contact.Previously, to determine what kind of drug was present at a crime scene, law enforcement would have to scoop a small amount into a kit for testing. The TruNarc uses laser technology to scan through plastic bags.This technology has become increasingly important with the rise of drugs like Fentanyl. Just a microscopic amount can cause an overdose, which has made first responders wary of handling it.The TruNarc can identify more than 200 different drugs and takes less than 2 minutes to complete the scan and give a presumptive result.San Diego Sheriff's Deputies used it earlier this month when they encountered an unconscious man in San Marcos. He was covered in white powder. Deputies called for the scanner and found the powder was Fentanyl. They called for a hazmat team to clean the scene. Officials with the department say the device likely saved the man's life, as he was able to get the medical help he needed. They say it also may have saved the officers, who didn't have to touch the man or the powder until after the scene had been made safe.The devices cost ,400 each. A grant from the Honorary Deputy Sheriff's Association helped pay for them. One has been given to each sub-station around the county. There is also one at every jail and another at the High-Intensity Drug Trafficking Area office. 1617
SAN FRANCISCO (AP) — California has joined nearly two dozen states and municipalities in suing the federal government to stop a new rule that lets health care clinicians decline to provide abortions and other services that conflict with their moral or religious beliefs.California's Attorney General Xavier Becerra filed a lawsuit Tuesday in San Francisco that calls the rule unlawful, reckless and contradictory to laws that seek to protect patients from discrimination and ensure access to care.It says the new rule effectively authorizes discrimination and could curb access to health care for LGBTQ Californians, among others.A similar lawsuit filed in New York federal court on Tuesday was brought by 23 states and municipalities.The city of San Francisco sued over the regulation on May 2, hours after President Trump announced it. 845
SAN DIEGO (KGTV)— In the wake of two serious e-scooter accidents over the weekend, San Diego city leaders are working to update e-scooter regulations. While the scooters are off-limits on all city sidewalks, they are allowed on beach boardwalks. While some believe they are instrumental in freeing up car traffic and parking, others believe scooters just bring the congestion straight onto the boardwalks.Chase McKenna enjoys riding e-scooters at Pacific Beach. He says it is the best way to enjoy the boardwalk."Cruise around the strip right here and that's fun,” McKenna said. “They're convenient because down here, they're everywhere."But what is fun and convenient for McKenna, is a total nightmare for Paul Thackery."PB's great. The scooters are out of control,” Thackery said. He says some areas along the boardwalk are beginning to look like a scooter graveyard. He has also been hit by several intoxicated scooterists in the last several months. "I can't stand them. I ride my bike down here every day, and scooters are in the way, it's dangerous,” Thackery said. “I think they should get rid of them all together. "This weekend alone, at least two e-scooterists in San Diego were sent to the hospital for severe injuries. San Diego Police said a 39-year-old man fell off a scooter just before 10 pm Saturday in Mission Beach. He suffered life-threatening head injuries. Then at 12:30 am Sunday, just a mile away, a 62-year-old man lost control of his scooter, and crashed into a sidewalk. He suffered a neck fracture and facial abrasions.Since February 2018, two people in San Diego County have even died in scooter crashes. The city of San Diego is now defending against four e-scooter lawsuits that claim the city needed to enforce stronger regulations to prevent collisions and accidents.But in a crowded place like a boardwalk, McKenna says scooters are not the only issue."A person on their bicycle can be just as inconsiderate,” McKenna said. That is why McKenna says it is vital that each rider regulates themselves. We met Tracy Grimmett, a visitor from Modesto, doing a few practice laps before taking off for the first time. “Yes, without running into all the people around here. Yes, trying!” she laughed. She hopes to have fun while being considerate, as they share the busy boardwalk with thousands of weekenders."Be courteous around people, go slow,” McKenna said. “If there's a lot of people, you have to slow down, and you have to give other people the right of way."The city of San Diego is now considering making companies install “geo-fencing” on the scooters. That would automatically slow down the maximum speed of the scooters to 8mph in designated zones, including Mission Beach and Pacific Beach boardwalks. 2750
