SAN DIEGO, California — An 18-year-old San Diego woman died and her 16-year-old cousin were injured in a crash on Interstate 10 on the way to the Coachella Music Festival in Indio, a friend told KGTV television station in San Diego.Federico Pedrazzini confirmed Ginevra Gallone-Latte died in the crash in Banning early Thursday morning. Her cousin Manuela was injured.The California Highway Patrol said 21-year-old Cesar Hernandezozuna was speeding when his BMW drifted onto the dirt shoulder. The driver tried to get back onto the freeway but went over an embankment and hit two trees, officers said.The crash split the car in two. Gallone-Latte was thrown and died at the scene, according to the CHP.Her cousin was taken to the hospital with serious injuries. Hernandezozuna suffered a facial injury, according to the CHP.Both teens had previously attended La Jolla High School.Officers ruled out alcohol and drugs as contributing factors in the crash but had not determined the cause, the CHP said. 1019

SAN DIEGO, Calif. (KGTV) - Christmas morning, more than 700 families drove through a toy and food distribution at the Jacobs Center on Euclid Avenue in San Diego. Families were given boxes of food from the San Diego Food Bank, plus every child was able to get out of their car to receive at least three wrapped gifts. There were also free gift cards available.“My little one smiled. He was so happy,” said Elsa Sarabia, a mom of five who drove through.Sarabia said she works as a chef, and both she and her husband have lost hours at work this year. This event meant more gifts for her children that she might not have otherwise been able to afford.“We don’t have a lot of money to buy stuff for the kids and we appreciate everything you do for us,” she said, thanking the organizers.This is the fourth time this event was held. It’s hosted by Shane Harris and the People’s Alliance for Justice, with support from Supervisor Kristin Gaspar and the San Diego Lifeguards.The event had to adapt this year to be safe due to coronavirus, but Harris said they knew they had to make those changes to continue to fill this need. The breakfast would usually take place in a big hall, but organizers designed a drive-through format for 2020.“Really just trying to make sure the needs of the community are met particularly at a time where COVID-19 has made it really difficult for a lot of families economically,” said Harris.One volunteer was dancing through the whole morning as she distributed food, saying she was glad to give up her Christmas morning if it meant helping those in her community who needed it this year."A lot of these people do appear to be in great need. COVID has hit people that I’m sure never expected to be in this position," said volunteer Sharon Klatt, taking a pause from yelling 'Merry Christmas!' to everyone driving through. 1853

SAN DIEGO (KGTV) -- Dozens of civilian police officers working on San Diego County military bases continue to worry about how they will pay back thousands of dollars the federal government says they owe after a payroll glitch resulted in them being overpaid. Michael Neil, a retired Brigadier General and attorney who also served as commander at Camp Pendleton, says if the officers were indeed paid what they were initially offered they had no reason to suspect anything was wrong. "To me, it's an offer and acceptance and I have a real difficult time seeing the federal government being entitled to get any of the money back," he said. According to the Department of Defense Finance and Accounting services, the Navy mistakenly paid the officers the rate for San Diego  "city" instead of "county". The error began in 2008 but wasn't caught until 2016.Last year, thousands of National Guard soldiers who mistakenly received bonuses and other payments had their debts forgiven. Neil thinks these officers have a stronger case.  In the meantime, Neil also thinks the officers should reach out to lawmakers.Congressman Darrell Issa's office sent this statement to 10News.  1223

  

SAN DIEGO, Calif (KGTV) - A series of problems at a handful of California gas refineries have caused prices to surge over the last month.According to the Automobile Club of Southern California, the average cost of gas in California is .955 per gallon. That's more than a dollar more than the national average of .811. Alabama has the lowest gas prices in the country at .499 per gallon.Because of strict environmental regulations, most of the gas in California has to be made in state. So when local refineries go off-line, it directly impacts prices.AAA says at least 6 of the 12 gas producing plants in the state have had problems in the last month, leading to shut-downs.On March 15, a fire shut down the Wilmington Phillips 66 refinery.Ten days later, the Valero refinery in the Bay Area shut down when a scrubber malfunctioned, sending black smoke into the air.Flaring issues caused outages at two plans in Southern California, the Chevron plant in El Segundo and the Valero in Wilmington.Meanwhile, PBF Energy in Torrance had routine maintenance scheduled, which decreased production."We don't have pipelines that can pipe relatively cheap gasoline to use from other states," says Marie Montgomery with the Automobile Club of Southern California. "We have to rely on shipping of gasoline when our refineries have problems."According to the California Energy Commission, refineries in Washington and the US Gulf Coast can produce gas for California, as can refineries in Eastern Canada, Finland, Germany, the US Virgin Islands, the Middle East and Asia. But it takes time for those shipments to arrive.In the first week of April, the state didn't receive a single drop of imported gasoline.As we wait, local refineries have dipped into their reserves to meet demand, taking two million barrels out of reserves."The imported gas is going to be coming here, there's no doubt about that," says Montgomery. "We've got the highest prices in the country by far right now. SAN DIEGO, Calif (KGTV) - Doctors are warning that this winter's wet weather means an early start to allergy season."We anticipate that it could get pretty bad," says Dr. Dana Ger, the Clinical Director of Scripps Health Express.She says her offices have already seen people with all the symptoms; sneezing, runny noses, scratchy throats, coughs and congestion.Dr. Ger says you can blame it on the rain. All the wet weather in January and February kept the pollen close to the ground instead letting it disperse into the atmosphere. It's also creating a perfect environment for allergies to develop."We get mold because we have a warm and wet environment," she says. "With that we have these allergy symptoms."The rain is also bringing a high likelihood of a super bloom, with wildflowers throughout the state. Those will add more pollen to the air.And because allergy season is starting sooner, it could make symptoms worse as the spring moves along."If you have mild allergies when it's a mild spring, or a small amounts of pollen, you can have increasing allergies when there is significantly more amounts of allergies or mold," says Dr. Ger.To treat the symptoms, Dr. Ger recommends a nasal irrigation with salt water or a spray. She also says over the counter medicines will usually take care of the problem.If they don't, Dr. Ger says you should see a doctor to make sure there isn't a bigger problem, like Sinusitis."That's when it becomes critical that we have diagnosis," she says. "We'll determine if they need an antibiotic or if it's truly viral. We can help determine that." 1595
