SAN DIEGO (CNS) - San Diego City Council members Monica Montgomery and Georgette Gomez called on state officials Monday to open an independent investigation into the in-custody death of 24-year-old Aleah Jenkins. Montgomery and Gomez requested the inquiry in a joint statement in response to a news conference last Friday from District Attorney Summer Stephan in which she released body-camera video of Jenkins' time in police custody and said that Jenkins' death was caused by a lack of judgment rather than criminal negligence. The two officials called on the state's Department of Justice and Attorney General Xavier Becerra to open an investigation into the circumstances of Jenkins' death. Montgomery and Gomez also urged the San Diego Police Department to reform its policies regarding the treatment of people in custody. Stephan announced Friday that medical examiners found upward of 17 times the lethal dose of methamphetamine in Jenkins' blood system. Her official cause of death, according to the District Attorney's Office, was hypoxic-ischemic encephalopathy, a lack of blood and oxygen flow to the brain. SAN DIEGO (CNS) - Testimony wrapped up Wednesday in the murder trial of two men accused in the stabbing death of a Chula Vista music producer whose body was found in a drum floating in San Diego Bay.Timothy John Cook, 54, is charged with the Sept. 30, 2017, murder of his housemate Omar Medina, 28. Somerville alleged that a barrel matching the one containing Medina's body can be seen in the bed of the pickup in the footage.She also said a search of the McIntosh Street home yielded additional indications that Cook was covering up the murder, such as removal of his home's kitchen sink and stripping down Medina's room, which was located in an attached building on the property.Oien said Cook was merely fixing up the home, and that he had an agreement with his landlord to make occasional repairs in exchange for lower rent.Spurgeon's attorney, Roland Haddad, said there was no evidence that his client had any knowledge that he was assisting Cook in disposing a body, if Cook even committed the murder at all. SAN DIEGO (CNS) - San Diego County's Air Pollution Control District selected projects from 49 organizations Wednesday to receive .3 million in grants for projects designed to keep 692 tons of greenhouse gas and pollution out of the skies.The grants, part of the county's Clean Air for All campaign, will reimburse the selected businesses, local governments, schools and utilities for swapping out high-polluting, heavy-duty equipment for low-polluting or zero- polluting vehicles, boats and machinery.The district has notified all the organizations that their projects have been selected to receive the grants funded by California's Air Resources Board and Department of Motor Vehicles.All the organizations must sign contracts to start their projects; seven of the projects must still receive final approval from the California Air Resources Board. The organizations are reimbursed once their projects are completed.District officials estimate that if all 138 selected projects are completed they would improve local air quality over their lifetime by preventing the emission of 562.5 tons of nitrogen engine emissions, 103.5 tons of reactive organic gases that affect ozone production and 26.1 tons of diesel particulate matter -- small particles of carbon like soot. All told, the weight is roughly equal to six space shuttles.The majority of the grant money, roughly .3 million, is targeted to help the county's portside environmental justice neighborhood communities and projects from other state-designated disadvantaged communities. Those include the portside communities of Barrio Logan, Logan Heights, Sherman Heights and western National City as well as El Cajon and San Ysidro.The state Air Resources Board selected those portside neighborhoods as part of its Community Air Protection Program. That program provides special funding for neighborhoods that are disproportionately harmed by air pollution because they're near ports, shipping, freeways, rail yards, freight, warehouses and industries. The board created its program in response to California's 2017 passage of Assembly Bill 617, which aimed to help local communities threatened the most by air pollution.Some of the selected portside and disadvantaged communities' projects include truck, school bus, port equipment and marine replacements.The remaining money comes from a mixture of state air quality improvement funds and will primarily be spent to upgrade off-road vehicles, agricultural equipment and marine equipment for 36 organizations. 2530

SAN DIEGO (CNS) - The San Diego Legion Major League Rugby team announced Tuesday that it released recently signed player Steffon Armitage in the wake of his conviction for sexually assaulting a woman in France.On Monday, a French court found Armitage guilty of groping a woman's breasts outside a bar last year in the town of Pau, where he was playing at the time of the assault. Armitage, 34, admitted he had also been drinking heavily that night.The court handed Armitage a suspended prison sentence and ordered him to compensate the victim with 5,000 euros, roughly ,500 in U.S. dollars.The Legion signed Armitage in July. Earlier in the decade, Armitage won three European Rugby Champions Cup titles with France's FC Toulannais and was named the European Rugby Cup's 2013-2014 player of the year.He had been expected to join the team at the beginning of pre-season training in December."Armitage's conduct does not reflect the values of the Legion and therefore, the team is going to go in a different direction for the 2020 season," the team said in a statement released Tuesday.The Legion launched with Major League Rugby in 2018 as one of the league's seven founding teams. SAN DIEGO (CNS) - The San Diego County Board of Supervisors Tuesday unanimously signed off on a program that will provide quick access to help for first responders dealing with a mental health crisis. The Captain Ryan J. Mitchell First Responder Behavioral Health Program will offer confidential mental and behavioral health support by connecting first responders with a clinical professional via a dedicated phone line, website or smartphone app. The program will be open to first responders in any jurisdiction or branch of public safety. Supervisor Nathan Fletcher proposed the program after speaking with firefighters and law enforcement officials around the county during a listening tour earlier this year. The program is named after Cal Fire Capt. Ryan Mitchell, who took his own life in 2017. Mitchell's father thanked the board for approving the program. William Mitchell, who is a fire department chaplain, said sharing his son's legacy ``brings healing to our broken hearts.'' Fletcher said the board ``took an important step in furthering its commitment to behavioral health services'' with their support of the program. ``First responders across San Diego County in the midst of a mental health crisis will be able to quickly access clinician assistance confidentially without the barriers that today are preventing them from getting the help they need,'' he said.
