UNITED NATIONS, Oct. 5 (Xinhua) -- China stressed on Monday the importance of following "capacity to pay" principle while the United Nations considers the scale for determining member states' dues to the organization's budget.     Liu Zhenmin, China's deputy permanent representative to the United Nations, made the statement to the meeting of the Fifth Committee of the 64th Session of the UN General Assembly on the scale for determining member states' dues to the organization's budget in 2010-2012.     "China stands ready to make an even greater contribution to the UN on the basis of capacity to pay, as our economy continues to grow," he said.     But, despite its rapid economic development and impressive gross domestic product figures, China was the country with the largest population, which still faced enormous challenges at home, Liu said.     In 2008, China's per capita gross domestic product stood at 3,000 U.S. dollars, ranked around the 100th place in the world and still a far cry from the average per capita Gross National Income (GNI) of 7,119 U.S. dollars (the threshold), he said.     "By the standard of the World Bank which considers those living on less than .25 a day as poor, China's poverty population will total 250 million, the second largest in the world," he said.     "Economic development, poverty eradication and the realization of modernization remain daunting challenges for China," Liu said. "The evaluation of China's capacity to pay should not be conducted without taking into account China's specificities."

ROME, Sept. 13 (Xinhua) -- China and EU agreed here Sunday to continue their dialogue in order to strengthen the important cooperation with each other.     Hua Jianmin, vice chairman of the Standing Committee of the National People's Congress (NPC), or China's legislature, met with President of the European Parliament Jerzy Buzek in Rome, before attending a summit for parliament speakers of the Group of Eight (G8) and emerging economies on behalf of top Chinese legislator Wu Bangguo. PYONGYANG, Sept. 17 (Xinhua) -- Kim Yong Nam, president of the Presidium of the Supreme People's Assembly of the Democratic People's Republic of Korea (DPRK), met with Dai Bingguo, Chinese state councilor and special envoy of Chinese President Hu Jintao, here Thursday to discuss relations between their two countries.     Kim asked Dai to convey his greetings to his Chinese counterpart, Wu Bangguo, and offered congratulations on the 60th anniversary of the founding of the People's Republic of China.     Kim expressed his wish that the Chinese people, under the leadership of the Communist Party of China, will continue the country's modernization drive.     Kim reiterated that it is the unshakable stand of the Worker's Party of Korea and the DPRK government to consolidate and further promote the traditional DPRK-China friendship.     He said the DPRK side would work with the Chinese side to push forward DPRK-China relations.     Dai conveyed Wu Bangguo's greetings, saying the Chinese government and the Chinese people treasured the friendship with the DPRK, and would strengthen the exchange and cooperation with the DPRK side to write together a new chapter of the friendship.     This year also marks the 60th anniversary of the establishment of diplomatic ties between the two countries and has been named the Year of China-DPRK Friendship.     After the meeting, Dai and Kim watched the debut of the opera, "The Dream of the Red Chamber" at the Pyongyang Grand Theater. The opera, based on a Chinese classic, was staged first in the 1960s under the initiative and instruction of late DPRK president Kim IlSung.     The opera has been renovated and re-staged as a major event in the Year of China-DPRK Friendship. DPRK top leader Kim Jong Il has taken a strong interest in its development and has watched a rehearsal.

BEIJING, Sept. 1 (Xinhua) -- Chinese Premier Wen Jiabao said here Tuesday China would not change the orientation of its stimulating economic policy as the country is at a critical stage in the recovery of the economy. Wen said, when meeting with World Bank President Robert Zoellick, that China's government would continue to pursue proactive fiscal and moderately easy monetary policies.     "We will not change the orientation of our policy," Wen said.     Wen said China would fully implement and continue to enhance and perfect policy in response to the international financial crisis to achieve the goals of economic and social development. The Ministry of Commerce predicts China's exports will slow their decline or even grow on a monthly basis.     "The macro-economic policy and measures that China adopted in response to the international financial crisis have been proved inconformity with reality, prompt, forceful and effective," Wen said.     Wen said the world economy was now showing signs of stabilizing, but an all-round recovery would be a slow, difficult and complicated process. It would require long-term, concerted efforts by every country in the world in strengthening dialogue, coordinating policy and deepening cooperation.     Wen said imbalances in the global economy were rooted in disparity in development. He urged the international community to pay special attention to difficulties faced by developing countries, especially the least developed ones. He said the gap should be lessened by increasing aid, writing off debts, opening markets and transferring technology.     Wen said China was ready to strengthen cooperation with the World Bank and make new contributions to achieving the UN Millennium Goals and sustainable development of the world.     This is the third time Zoellick has visited China since becoming World Bank President. Following his arrival Monday afternoon, Zoellick exchanged views on the major topics of his agenda in Beijing, the international financial crisis and climate change, with Chinese officials. Besides Beijing, Zoellick will visit Anhui province in east China.     Zoellick said the World Bank was willing to develop cooperation with China in areas such as international development aid, reform of international financial organizations and climate change.

BEIJING, Aug. 27 (Xinhua) -- China's top political advisor Jia Qinglin has called for deep recognition of the historic necessity and enormous advantages of China's political system of multiparty cooperation and political consultation under the leadership of the Communist Party of China (CPC).     The natural difference between the political systems of China and the West must be deeply recognized, said Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and member of the Standing Committee of the CPC Central Committee Political Bureau at Thursday's meeting of the presidium of the CPPCC National Committee.
