Also, SDSU has no reports of any hospitalizations as a result of any positive cases. However, the COVID-19 risk remains within our community, and researchers are still trying to understand potential rebound illness for those who have tested positive but have since recovered," the school said. The extension of the stay-at-home order for on-campus students asks that they stay at the current residences except for essential needs, like medical care, food, exercising, work, or shopping for essentials. With Monday's announcement, a COVID-19 Advisory was also extended until the same time for students living in the College Area. Off-campus students are asked to maintain physical distance and avoid any gatherings.Students can call 2-1-1 or their medical providers and stay home if they become ill. SAN DIEGO (KGTV) -- San Diego’s City Council unanimously approved several measures Tuesday they hope will make it easier for businesses to stay open amid the coronavirus pandemic. The first measure cements Mayor Kevin Faulconer’s executive order allowing some businesses to operate outdoors. The measure allows gyms, barber shops, churches and nail salons to expand business to private parking lots, sidewalks, and on-street parking.“Employees can return to work and families can again participate in programs and support our businesses, if they so desire,” said City Councilmember Chris Cate.Businesses will need to apply for a permit to operate outside, the city says. The second measure reallocates 0,000 from the city’s Small Business Relief Fund toward helping businesses in underserved communities. Certain businesses will be elidgable for grants ranging from ,000 to ,000.The city provided the list below of eligible businesses:Be self-employed, an independent contractor, a sole proprietor, or a corporation with revenues less than 0,000Have 10 or fewer employeesDocument a decline in revenue due to COVID-19“Mom-and-pop shops, especially in communities of concern, are struggling to keep up with changing rules despite doing everything they can just to survive this economic crisis,” Mayor Faulconer said. “Whether it’s allowing a barber to set up shop in a parking lot or providing a grant that helps a restaurant make payroll, we know small changes can make a big difference between closing for now or closing for good.”For more information on the relief, click here. 1593

SAN DIEGO (KGTV) -- Shoppers in Del Mar Heights are checking their receipts after learning through a social media app that some merchants are charging more sales tax than they should. Last year the City of Del Mar raised its sales tax to 8.75 percent, but the tax rate only applies to businesses within the city.  The problem arose when some businesses that share Del Mar's zip code, but get San Diego services, mistakenly charged the higher Del Mar rate. San Diego's sales tax is 7.75 percent. David did not want to give his last name, but he checked his receipt for the Jack in the Box restaurant in the beachside shopping center and discovered he'd been charged the higher tax rate, an extra 8-cents. David didn't complain to management and told us 8-cents wasn't a big set-back but did say he believed the problem should be corrected.  Several of his neighbors posted comments on the Nextdoor social media site about other establishments doing the same thing. 10News made purchases at three stores and found they charged the correct sales tax, but when we bought a salad and iced tea from Jack in the Box, we were charged at the Del Mar rate of 8.75 percent, just like David.  Another customer who did not want his name used also shared a receipt showing he paid at the higher rate. He also had a receipt dated April 24 of this year, showing he overpaid sales tax to the Del Mar Wine Company in the same shopping center. A spokesman for Jack in the Box told 10News the franchise made an honest mistake and re-set its cash registers to reflect the correct sales tax. A clerk at the wine store told 10News to email the manager.  As of this posting, he had not responded. 10News Contacted the California Department of Tax and Fee Administration.  Spokesman Paul Cambra explained that Del Mar was one of the few pockets of California that have a "zip code split".  Cambra called it a common problem when zip code boundaries don't match city boundaries. In an email to 10News Cambra wrote:"If a taxpayer overcharges, we will tell them to either return it to the customer or remit it to the CDTFA. If they have undercharged, they will still owe the tax, and depending on when they remit it, they may also be charged interest and penalties." Cambra noted that no consumer complaints about being overcharged had come from the 92014 zip code. Consumers are encouraged to know the sales tax in the communities where they shop. SAN DIEGO (KGTV) -- Steele Canyon High School is one of two evacuation sites run by the American Red Cross for people affected by the Valley Fire, but they're not housing people like they normally would. Instead, they're acting as a resource facility for families like the Roberts'."Mine was one of the only houses in the neighborhood that went up," Alana Roberts said. Her weekend was turned upside down when she got word of the Valley Fire, which went from 100 to more than 10,000 acres in less than 48 hours, claimed her home. "I was in Oceanside and we raced to get in and as soon as we were in our truck, cops said 'you need to go now'", Roberts recalled. She was able to gather just a few belongings. "It was me and my husband who went in and grabbed what we could and let animals free. I had chickens and I couldn’t get them all."And now, she's one of the dozens of people seeking relief and a place to sleep at one of American Red Cross' evacuation sites."Someone gave me dog food, food for the kids, and we have the restrooms so we can kind of wash up." These sites typically provide shelter for families seeking relief, this time around, they couldn't."Outdoor sheltering is basically what we’re doing, people are in the lots in their cars and are acquiring hotel vouchers to put people in lodging," said Earl Potts with the American Red Cross. So far, 60 people have received hotel vouchers but last night they ran out, forcing people like Roberts to hunker down in their cars, trailers, and RVs. "We figure the family will stay together, and hunker down together."The Red Cross said as the holiday weekend comes to an end, they're hoping to get at least 200 more rooms available. "We’re able to provide meals at certain times of day and a place to park and sleep which makes it less but more of a priority situation."Alana said she's just thankful her family is safe and is going to return to what's left of her home once they're given the go-ahead."I don’t know if its truly set in. This morning my husband made me coffee and I thought about my brand new coffee maker I got for Christmas. I get camping coffee to drink now, I don't think it's really set in." 2179
