SAN DIEGO (CNS) - A pair of thieves stole a safe and pistol-whipped a woman during a home-invasion robbery in the Jamacha-Lomita neighborhood, police said Tuesday.The robbery happened shortly before 5:10 p.m. Monday at a group home on Blackstone Court, a short, dead-end street off Meadowbrook Drive south of Jamacha Road, San Diego police Officer John Buttle said.A man and a woman entered through the back door of the home, then began asking around for the manager of the home, Buttle said. When a 40-year-old woman told them the manager lived upstairs, the pair began looking around and the male suspect spotted a safe.The man picked up the safe and an altercation ensued, during which he pistol-whipped the 40-year-old victim, the officer said. The man then carried the safe outside to a black Ford Escape SUV.The pair of thieves were last seen in the Ford heading north on Meadowbrook Drive toward Jamacha Road, Buttle said.No detailed suspect descriptions were immediately available. 997

SAN DIEGO (CNS) - Authorities reached out to the public Friday for help in identifying a pair of thieves who have swindled San Diego-area senior citizens out of thousands of dollars in recent weeks via a lottery scam. The crimes occurred on at least a half-dozen occasions during March and victimized retirement-age Hispanic women in various local communities, including Vista and the city of San Diego, said Sgt. Karl Miller of the sheriff's Financial Crimes/Elder Abuse Unit. To con the victims, one of the perpetrators, calling herself Francisca, approaches them at grocery stores and initiates conversations in Spanish, according to investigators. During the interactions, the crook claims to have a friend with a winning lottery ticket who cannot claim the prize because he or she is not a U.S. citizen. At that point, a man who goes by the name Jose wanders up and pretends to overhear the women. He chimes in, saying he knows of a way to get the lottery winnings, if the victims are willing to provide upfront money. If they do, he promises, they will get a portion of the monetary prize. At that point, the swindlers drive the victims' banks or homes to get cash. Once the thieves have the money, they drop the victims off in an unfamiliar location, leaving them stranded until they can get help. The targeted women have lost between ,500 and ,000 each, according to sheriff's investigators. The female perpetrator is described as 40 to 65 years old, with dark hair and a medium build. Her accomplice stand about 5 feet, 6 inches tall, has short black hair and is heavyset. Both are Hispanic, with accents that do not sound Mexican in origin. Surveillance cameras have captured images of the thieves. Gavin Newsom announced Friday that the city of San Diego is one of four cities in the state that will receive 0,000 in state funding to support residents affected by power shutoffs due to the threat of wildfires.While visiting Sonoma County emergency responders, local officials and residents affected by the Kincade Fire, Newsom announced the establishment of the Local Government Public Safety Power Shutoffs Resiliency Program, which will provide funding to local governments to maintain power service to high- risk areas affected by power shutoffs.San Diego, Los Angeles, San Jose and Oakland will each receive 0,000 in state funding through the program and all 58 counties in the state will receive at least 0,000 each. An additional million will be made available through a competitive grant process for incorporated areas of the state and .5 million will be available for tribal governments.The state included million in one-time funding in the state's 2019 budget to maintain public safety and limit the effects of power shutoffs by companies like San Diego Gas & Electric and Pacific Gas & Electric. SAN DIEGO (CNS) - Father Joe's Villages and Connections Housing Downtown will accommodate nearly 300 additional homeless residents on Christmas Eve due to forecasted overnight rain, the San Diego Housing Commission announced Monday. The commission activates the Inclement Weather Shelter Program when temperatures drop below 50 degrees, the chance of rain is higher than 40 percent or in the case of sustained high winds. The program is a partnership between the commission, the city of San Diego, Father Joe's and Connections Housing. The commission also funds the program. Father Joe's can shelter an additional 250 residents throughout the night while Connections Housing can add up to 30 residents. Check-in at Father Joe's begins at 4 p.m. and residents are expected to check out by 5 a.m. the next morning.
