HONG KONG, April 23 (Xinhua) -- The Hong Kong Special Administrative Region held Friday a grand funeral ceremony to say goodbye to well-known businessman Tsui Tsin-tong, who was also a noted social activist, philanthropist and a close friend to the Communist Party of China.Tsui was also a member of the Standing Committee of the Chinese People's Political Consultative Conference (CPPCC) National Committee before he died of an illness on April 2 this year in the Chinese capital of Beijing at the age of 69.Jia Qinglin, chairman of the National Committee of the CPPCC, the country's top advisory body, and Chinese Vice President Xi Jinping had both sent messages of condolences to Tsui's family after Tsui's death.In their messages of condolences, Jia and Xi praised Tsui for his great contributions to Hong Kong's stable transition, smooth handover from Britain to China and Hong Kong's lasting prosperity, as well as Tsui's contributions to Chinese mainland's reform-and- opening-up drive and modernization.Tsui's funeral ceremony was held at Hong Kong's landmark Convention and Exhibition Center in the day. URUMQI, May 21 (Xinhua) -- China's support package for the far-west Xinjiang Uygur Autonomous Region unveiled Thursday has become a hot topic for residents of the region who hailed the strategic plans that help bring prosperity to their hometown.Chinese President Hu Jintao said during a central work conference held in Beijing from Monday to Wednesday the region should undergo a spurt in development so that by 2015 its per capita gross domestic product reaches the national average.Incomes and access to basic public services should reach the average level of the country's western regions, he said."I have noticed that 'People's livelihood' is mentioned several times in the package. BEIJING, April 3 (Xinhua) -- China's Purchasing Managers' Index (PMI) of the non-manufacturing sector rose to 58.4 percent in March, a rebound of12 percentage points from February, when the index fell below the boom-bust line of 50 percent for the first time since a year earlier, an industrial association said Saturday.The PMI, designed to provide a real-time snapshot of business conditions, includes a package of indices including new orders, inventory levels, production and others that measure economic performance. A reading of above 50 percent suggests expansion, while one below 50 percent indicates contraction.The rise of the index indicated robust market activities in service sectors, which combined with an optimistic outlook that would encourage private investment and promote healthy and coordinated development of national economy, said the China Federation of Logistics and Purchasing (CFLP) vice president Cai Jin.According to the CFLP survey, the new order sub-index for China's non-manufacturing sector climbed to 54.6 percent last month, up 8.4 percentage points than February. The outlook sub-index was 70.4 percent, up 2.4 percentage points.The CFLP survey covers 20 non-manufacturing industries, including logistics, wholesale, hospitality, supermarkets and construction.The PMI for manufacturing sectors rose to 55.1 percent in March, the 13th straight month that the index was above 50 percent.

BEIJING, April 27 (Xinhua) -- The Chinese government announced Tuesday the lifting of the 20-year-old ban on entry for foreigners with HIV/AIDS, sexually transmitted diseases and leprosy.According to a statement released Tuesday by the State Council, after gaining more knowledge about the diseases, the government has realized that such ban has a very limited effect in preventing and controlling diseases in the country. It has, instead, caused inconvenience for the country when hosting various international activities.The revision comes days ahead of the opening of the Shanghai World Expo. The government temporarily lifted the ban for various large-scale events, including the 1990 Beijing Asian Games, the Fourth World Conference on Women in 1995 and the 2008 Beijing Olympics.Mao Qun'an, spokesman for the Ministry of Health, said the groundwork for the lifting of the ban began years ago. The ministry had been advocating lifting the restriction since the Beijing Olympic Games. It took a few more years only because of the necessary procedures.The two decisions altered regulations for the Border Quarantine Law and the Law on Control of the Entry and Exit of Aliens, which set down the ban in the 1980s.The previous ban was made in accordance with the "limited knowledge about HIV/AIDS and other diseases," the statement said.Zhang Beichuan, a medical professor with Qingdao University and a front-runner in advocating the rights of people living with HIV (PLWHIV), said it's the move is huge progress."Previously, China viewed HIV/AIDS as an imported disease related to a corrupted lifestyle. But now the government handles it with a public health perspective," he said.He Tiantian, a woman in her 30s living with HIV and an AIDS activist, said, "This revision shows us a silver lining, because we have been advocating for the rights of PLWHIV for years, and now we know we didn't do it in vain.""However, it still takes time to end discrimination, but the change in the government's stance will help change the public's attitude towards this group of people," she added.According to the health ministry, the estimated number of people living with HIV in China had reached 740,000 by October 2009, with deaths caused by AIDS totalling 49,845 since the first case was reported in 1985.The statement said the lifting of the ban won't bring an outbreak of disease in the country as scientific research has proved daily contact doesn't cause infection.HIV/AIDS is usually transmitted through blood, sex and from mother to infant. Leprosy is usually transmitted through skin injuries.Meanwhile, the government also narrowed the restrictive scope for mentally ill and tuberculosis patients to only "severe mental patients" and those with infectious tuberculosis.According to the statement, not all tuberculosis diseases are infectious and mental patients won't harm the country's social order and personal safety.Statistics show that currently 110 countries and regions around the world have no ban on entry for HIV/AIDS carriers. The United States and Republic of Korea both lifted the ban in January.
