SAN DIEGO (KGTV) -- A man was arrested Sunday morning after police say he crashed into a police car during a chase in La Mesa.The crash happened around 1 a.m. on Spring Street and University Avenue. Police say they were called to an area bar when a man involved in a fight got into his car and drove away.The chase was brief and ended when the suspect struck the police car. The driver was taken into custody for weapons charges and driving under the influence, police say.No one was injured in the crash. 513

SAN DIEGO (KGTV) - A Mission Hills business complex plagued by homeless loiterers for weeks posted videos on Ring Neighbors Sunday, receiving sympathy and frustration from the community.The latest video, taken Saturday night at 10:20 p.m. shows a man walking away from a business's door. The caption said the man was trying the door handle.The first of six videos is dated June 26th. Just before 1 a.m. it shows what looks like a man walking a bike into an alcove where the mailboxes hang on the wall, and setting up a walker.Then, July first just before 2 a.m. a different man walks a bicycle in, surveys the mailboxes with a flashlight, talking with a friend who walks in behind him carrying two bags. The second man said he stays there a lot.July 16th, around 3 a.m. a man looks like he's arranging an area to sleep. July 24th, at 11:44 p.m. a woman comes in sits down and charges her phone. The caption on the video says the landlord removed the electrical outlet after the video was recorded.July 31st around 10:15 p.m. the owner spoke through the Ring doorbell, asking if she could help the homeless man who was sleeping in front of her business. He replied, "No you can't help me with anything, thank you though, I'm just sitting here for a minute, thank you for interrupting my peace and quiet, thank you. I hate humanity, I hate people." She responded, "Well you're actually on private property right now," he fired back, "I'm on private property everywhere I go, I don't care." He then told her to burn in hell, packed up and left."It's infectious for every neighborhood," neighbor Jeff Olson said. He moved into the neighborhood in April and says he doesn't see as many homeless people in Mission Hills compared to El Cajon."It's a shame. What do you do? They have nowhere to go, you can't arrest them, that would tax another system, you know?" Olson wishes there was a solution for them. 1907

SAN DIEGO (KGTV) -- A man with San Diego ties who worked for the U.S. government is accused of drugging and sexually assaulting multiple women, according to federal court documents.An FBI spokesperson confirmed Brian Jeffrey Raymond was arrested in La Mesa earlier this month.The arrest was first reported by The Daily Beast.Team 10 learned his arrest on October 9th took place in the parking lot of a La Mesa gym. Currently, he faces one charge related to sexual assault, but prosecutors said he is under investigation for crimes against 21 other women.Raymond, who most recently worked for the U.S embassy in Mexico City, had worked for the government for 23 years."For years, he has exerted power and control over unconscious women, undressing them, sexually assaulting them, photographing them, and recording them without their knowledge or consent," prosecutors wrote in court documents. They called him an "experienced sexual predator."He is currently at the Metropolitan Correctional Center in downtown. In a hearing this week, he was ordered to be transferred to Washington D.C. The investigation showed in May 2020, police in Mexico City responded to Raymond's apartment to reports of a "naked, hysterical woman desperately screaming for help." The woman said she met Raymond on Tinder. Their date eventually led to his apartment, where they ate snacks and drank "from a wine glass [Raymond] provided in his residence," documents showed. The victim said she suddenly blacked out. A sexual assault examination showed several injuries.On Raymond's devices and iCloud, investigators said they found approximately 400 photos and videos, some dating back to 2011. They showed at least "21 different unconscious women." Some of the women were fully nude.Law enforcement said they found his internet searches included "passed out black girl," "deep sleep," and "Ambien and alcohol side effects."The alleged assaults took place from Mexico City to Virginia, according to prosecutors. Raymond's parents live in La Mesa. Documents showed he moved back to their home in June after he resigned from his job. In an interview with federal agents, his parents said "they feel like they do not know their son" and were surprised when he came to visit. Prosecutors said his behavior was escalating, even after his arrest. A week before he was arrested in La Mesa, they said Raymond met another women who could only remember small fragments of their sexual encounter.Raymond's attorney did not return Team 10's request for comment. 2531

California roads ranked on the list as the 48th worst in the nation while the state took the 36th spot for premium increases after adding a teen driver to a policy. California placed first on the list when it comes to state regulations like the presence of occupant-protection laws and the presence of distracted driving laws. SAN DIEGO (KGTV) - A San Diego law student is making parking less expensive downtown. The city approved to lower rates and extend parking hours along Third Avenue and Cedar Street on Thursday. It's no secret downtown parking is tough. "Sometimes it’s just hard to find one," said Oday Yousif. "That’s the problem. It’s never guaranteed."For students at Cal Western Law School, it's not any easier. "8 o'clock in the morning, that’s when the meters start running. That’s when most classes start; they’re already full," said Yousif. There are 26 metered spots on Third Avenue and Cedar Street right next to the school. "My bank statement is just filed 'City of San Diego parking'. .25 an hour for a max of two hours. So, after those two hours, you have to move your car or you’ll get a ticket," said Yousif.He got three tickets in one year. "They’re about 60 to 70 dollars, and then there’s a fee. I've appealed every single one I've got."Yousif wrote an email to the city to try to fix the situation. He worked on a resolution with the Downtown Parking Management Group for ten months. They proposed lowering the rate to 50 cents per hour for up to four hours of parking. "Giving us 50 cents an hour is not only beneficial to help students, but doing it at four hours is the perfect combination to help students who are just trying to have an ideal parking scenario," said Yousif. That proposal was approved unanimously by the City Transportation Engineering Division on Thursday. The change will go into effect over the next few weeks.  1631
