SAN DIEGO (KGTV) – At a press conference on Wednesday afternoon, San Diego Police Chief David Nisleit and San Diego Mayor Kevin Faulconer announced new policies on de-escalation and an officer's duty to intervene.Mayor Faulconer said the changes come three weeks after he called for a series of public meetings for feedback on community and police relations.“These policies are meant to protect the officer as much as the subject and prevent escalation whenever possible before force is used,” he told reporters.The first of SDPD'S two new stand-alone policies requires officers, when safe and reasonable, to use techniques that can resolve situations either through lower levels of force or no force at all.The second new stand-alone policy requires officers to step in if another officer is using unreasonable force and mandates that they report the incident to a supervisor.“Let me be clear. It's not as though the SDPD was operating without de-escalation tactics before but now the department has separate, expanded stand-alone policies that don't just suggest de-escalation, they require it,” added Mayor Faulconer.“It's an absolute. SAN DIEGO (KGTV) — County health officials say they are taking aggressive measures to contain a flu outbreak at San Diego's migrant shelter. At least 16 migrants have shown flu-like symptoms; all were recently flown to San Diego from Texas by the U.S. Department of Homeland Security Immigration and Customs Enforcement.Three migrants tested positive with a rapid influenza test."In order to take steps to prevent the spread of the disease we've become more aggressive in treating everyone with symptoms, regardless of when those symptoms started," said Dr. Dean Sidelinger, Deputy Public Health Officer for the County.RELATED: Flu outbreak sickens over 30 migrants at border centerBefore being admitted to the shelter, migrants undergo medical screenings.Migrants with flu-like symptoms are being isolated off-site in hotel rooms, along with their family members who are receiving preventative medicine.On Thursday, County Supervisors Dianne Jacob and Nathan Fletcher expressed their continued frustration with the federal government's handling of the migrant crisis. "Had we not taken these steps these migrant families would have been released by ICE at bus stops or transit centers without the medical screenings, without the treatment, without the attention, and without the help and support that we have provided. This could have proved disastrous for our region," said Fletcher. Fletcher says while they don't know how many people may develop flu-like symptoms in the days and weeks ahead, they are actively monitoring the population. SAN DIEGO (KGTV) — Customs and Border Protection officers seized more than .4 million over three months across San Diego County's ports of entry, according to the agency.CBP says the undeclared money bound for Mexico was seized between April and June at ports of entry including Calexico, Otay Mesa, Cross Border Xpress, San Ysidro, and Tecate, CBP says.One of the largest stops occurred in May when a vehicle was stopped in Otay Mesa and discovered money hidden in boxes with other items in the cargo area of the vehicle."These various interdictions by our vigilant officers are just a fraction of the regular attempts we see during the year," said Pete Flores, Director of Field Operations for CBP in San Diego. SAN DIEGO (KGTV) - Creating a future has its hurdles, and can be especially tricky for people facing poverty or with criminal backgrounds. A San Diego organization is making sure the future is within reach. “I was on probation… I had to go to sober living to get my life right,” said Anthony Johnson. Johnson is a recent graduate of Second Chance, an organization in Encanto that helps kids and adults who have criminal backgrounds or are facing poverty get back on the right track through their programs and job training. “They changed my life," said Johnson. Covering the walls of the classrooms at Second Chance are notes illustrate the hope and want students have for a better future. “Our mission statement starts with the word disrupt. If we can break the past now, then the future has a chance to come into that person’s life,” said Robert Coleman.Coleman is the President and CEO of Second Chance and has been helping people create a future where they can provide for themselves and their families. “Isn’t it better to have people in our community who have hope and have a sense of direction and career and housing and not a journey of crime? SAN DIEGO (KGTV) — As cities nationwide remove landmarks named after Confederate or racially-charged figures, an online petition is demanding San Diego do the same at Mount Hope Cemetery.A Change.org petition is asking Mayor Kevin Faulconer to remove a memorial to Confederate soldiers at Mount Hope Cemetery."Why does the City of San Diego expect black citizens, literal descendants of the very people the monument celebrates enslaving, oppressing, and terrorizing, to maintain such a horrific monument?" the petition says.The petition has nearly 900 or 1,000 requested signatures.The monument was erected in 1948 on a plot owned by the United Daughters of the Confederacy, who supporters call such markers, testaments to history.Both Union and Confederate soldiers are buried in the cemetery.10news found the monument stone heavily damaged, with pieces scattered around the monument. Sources tell us the vandalism is a recent and ongoing issue.The monument isn't the only one in San Diego that has been subject to Change.org efforts. In 2017, the city removed a marker from Horton Plaza Park that commemorated the Jefferson Davis Highway, named for the Confederate leader.
