NANPING, Fujian, March 25 (Xinhua) -- Four of the five injured school children in a stabbing attack in southeast China's Fujian Province Tuesday, which left eight dead, became conscious Thursday, local authorities said.The four were in a relatively stable condition but still faced uncertainties and were all under intensive care, said Liu Bin, an official with the health bureau of Nanping City, where the bloodshed occurred.Zheng Minsheng, a former community doctor in the city, stabbed 13 children at the entrance of a primary school Tuesday morning in Nanping when crowds of students were arriving, leaving eight dead and five injured.One senior doctor and several chest surgeons arrived in Nanping from Beijing Wednesday to treat the children.The Procuratorate of Yanping District in Nanping City approved the arrest of Zheng Wednesday afternoon, on charges of intentional homicide, said Ye Xianjin, director of the Yanping District procuratorate office Wednesday.Zheng committed the attacks as he felt frustrated after breaking up with his girlfriend last year. WASHINGTON, April 21 (Xinhua) -- Powered by strong domestic demand, China's economy is expected to grow by 10 percent in 2010, said the International Monetary Fund (IMF) on Wednesday."In China, GDP growth exceeded the government's 8 percent target in 2009 and is expected to be close to 10 percent in both 2010 and 2011. What has been so far mainly a publicly driven growth path, built on infrastructure investment, is expected to turn toward stronger private consumption and investment," said the IMF in its latest World Economic Outlook report."Boosting domestic consumption will be a priority in China, through improved access to finance for small enterprises and households and stronger corporate governance and social safety nets to reduce precautionary saving," said the IMF.According to the report, in which the IMF said Asia's GDP is projected to grow by 7 percent in both 2010 and 2011, the strength in final domestic demand in China is expected to have positive spillovers for other Asian economies, particularly exporters of commodities and capital goods.In the report, the IMF said "the global recovery has evolved better than expected, with activity recovering at varying speeds, tepidly in many advanced economies but solidly in most emerging and developing economies."The world economy, which declined by 0.6 percent in 2009, will recover gradually in 2010 and 2011, growing by 4.2 percent and 4.3 percent respectively, said the IMF.

BEIJING, May 31 (Xinhua) -- The People's Bank of China (PBOC), China's central bank, issued a circular Monday requiring banks to curb lending to energy-intensive industries, a move echoing government energy-saving and pollution-reduction measures.Banks must strictly review loan applications from companies in energy-consuming industries, the circular said, adding that only bank headquarters can extend loans to finance capacity expansion projects in energy-guzzling sectors.It also banned new credit to any projects not complying with government energy-saving policies.According to the circular, banks should conduct an overall review of loans to energy-intensive industries and report the results to the central bank by the end of June.The State Council, China's Cabinet, urged in early May all government departments make efforts to cut emissions and conserve energy to meet the country's target set in the 11th Five-Year Plan (2006-2010), according to which China will cut its per unit GDP energy consumption by 20 percent compared with 2005 levels by the end of 2010.
