SAN DIEGO (KGTV) -- A compromise in San Diego’s short-term rental debate may help the city get answers.In a news conference, San Diego City Councilmember Jennifer Campbell announced a compromise between “United Here,” which represents more than 6,000 local hotel, gaming, and hospitality workers, and Expedia Group, which is the parent company for short-term rental brands.Both sides have agreed on rules that Campbell said could help regulate the short-term rental industry -- by providing a balance between the hospitality industry and preserving the right of homeowners to use their property to help make ends meet.Under this agreement, it would cap the number of short-term rental permits that were granted and also establish a 2-night minimum stay.In turn, residents will be allowed to home share and those who rent out their homes part time -- usually during big events like Comic-Con, Pride, or December Nights -- wouldn’t have to pay the full permit costs.There will also be strict enforcement of the Good Neighbor Policy, which would include fines for those who violate it and possibly having permits revoked for repeat violations.This plan will be sent to the full council for further review. 1210

SAN DIEGO (KGTV) -- A man died Saturday night following an officer-involved shooting in El Cerrito. Police say they received a call just before 8 p.m. from a 70-year-old woman who said her 52-year-old nephew attacked her with a brick at a home on the 5800 block of Adelaide Avenue. Two officers responded to the scene and found the woman, who they say had been hit in the head and chest. Officers found the man in the backyard of the home and tried to arrest him, but they say he struggled.Witnesses say the suspect then picked up a shovel and started swinging at police. "He continued quickly advancing on the officers while swinging the shovel, prompting one officer to fire his Taser, while the second officer fired his service weapon," San Diego Police said in a news release. The suspect was struck by gunfire at least once and died at the scene, police say. The man's identity isn't being released at this time. The suspect’s aunt is expected to be okay and no officers were injured in the incident. The department says one of the officers is a four-year veteran of the department while the other is a 16-year veteran. SAN DIEGO (KGTV and CNS) -- Opening statements will likely begin Thursday morning in the retrial of Kellen Winslow II, who is charged with raping a woman in Encinitas and an unconscious teen in Scripps Ranch in 2003. Winslow was previously convicted of raping a homeless woman and exposing himself to two others. After a week of deliberations, the Vista jury found Winslow guilty of raping a woman in Encinitas and exposing himself to two others, but deadlocked on eight other charges. Those charges included rape and kidnapping in connection with two other women. SAN DIEGO (KGTV) - A 29-year-old Cal Fire firefighter who died Monday after a training hike is being remembered. Yaroslav Katkov was hiking Sunday with his crew from Cal Fire / San Diego County Fire Station 16 in De Luz when he had a medical emergency, Cal Fire Director Thom Porter said. Katkov was flown to Temecula Valley Hospital in Riverside, where he died Monday morning. His cause of death was not specified. “On behalf of all Californians, Jennifer and I extend our sincere condolences to CAL FIRE Firefighter Yaroslav Katkov’s family, friends and colleagues during this difficult time. It’s the work of brave firefighters like Yaroslav that keep our communities safe, and we are deeply grateful for his service,” said Governor Gavin Newsom. Newsom and Porter ordered flags at the Capitol and Cal Fire facilities to be flown at half staff.Porter said Katkov joined Cal Fire as a seasonal firefighter in August 2018. SAN DIEGO (KGTV) -- A group of ladies in the North County are part of a nonprofit group that has focused on philanthropic projects for 20 years. Since April, however, six of the women in the group have been on a new mission. "We all go in separate cars and are in a horseshoe line, and someone will ring the doorbell. When the person answers then we're in good shape to sing, ask them how they're doing and tell them we love them and care about them."The group, who call themselves Masquerade Brigade, sing to those who are elderly and vulnerable to COVID-19 on their birthdays. "Just the human connection means a lot to them and it makes them feel like they're not forgotten," said Sophia Bouvier, a member of the singing group.The individuals they sing to are people who they volunteered with before we entered a COVID world."They've texted us after, 'I've been visited by the Masquerade Brigade. You can't believe how uplifting it is to see their faces and listen to their smiles as they sing,'" described Bouvier.Their gift of singing, small gifts, and presence isn't something you can put a price tag on they said, "Kindness is free and it takes so little to make a big difference."The group is out singing every Tuesday at 2:30 p.m., and have visited over 25 people since April.
