(KGTV) - A new study claims Californians are dishing out extra cash due to the condition of the state's roads while supporters of an effort to repeal the gas tax slammed the study for neglecting to tell the whole truth. The study, conducted by TRIP, claims that driving on California roadways costs motorists statewide an estimated billion per year. The estimate is based on vehicle operating costs as a result of driving on rough roads, time and gas lost due to traffic, and the costs of traffic accidents.The study claims 64 percent of San Diego’s major roads and highways are in either poor or mediocre condition.When it comes to San Diego’s bridges, the study claims 64 of them are deemed structurally deficient and in need of improvement.Meanwhile, supporters of the gas tax repeal slammed the study as being a PR stunt by lawmakers to get more money out of California residents. “Don’t be fooled by a PR stunt by politicians of a few projects being approved in the middle of the Gas Tax Repeal campaign. Only a fraction of the existing gas tax goes to any road projects currently with the rest stolen and wasted by politicians. (KGTV) – A California bill co-authored by San Diego-based Assemblywoman Lorena Gonzalez would limit the use of so-called “less lethal” weapons against protesters.Leslie Furcron said she will never forget the pain she felt May 30 when she was hit in the head with a rubber bullet during a protest in La Mesa."My head was on fire," she remembers, “they should never be shot at somebody's head like they did to me."Furcron joined several other victims of so-called "less lethal" weapons used by law enforcement on protesters throughout the state in recent months, on a call Tuesday to discuss their support for Assembly Bill 66.Victim stories prompted Gonzalez to draft AB 66. It would create the country's first standards for how and when law enforcement agencies can deploy so-called “less lethal” weapons, like rubber bullets and pepper spray.It would also ban the use of tear gas for crowd control and set minimum standards for the weapons’ use by law enforcement; for example, when a person's life is at risk. It would also require data be collected on the use of those weapons and any resulting injuries.Gonzalez also claimed that one of the rubber bullet manufacturers has indicated that firing them at random into crowds goes against their intended use, citing a study in the medical journal BMJ Open.The sentiment was echoed by victims who described serious, and in some cases, potentially lifelong injuries, including loss of eyesight, traumatic brain injury and PTSD.AB 66 passed through a committee in early August and the state Senate is expected to vote on the bill this week. 1595

(KGTV) — Crews were searching for a Marine who hasn't returned from a skiing and hiking trip to the Sierras. First Lt. Matthew Kraft began his trip on Feb. 23 at the Kearsarge Pass trailhead, just west of the Independence, Calif., in Inyo County, according to the 1st Marines Division. He was scheduled to end in Bridgeport, Calif., on March 5. Kraft's skiing and hiking trip was set to cover the Sierra High Route, the Marines Division said.Crews are also trying to locate Kraft's rental car, a gray 2006 two-door Jeep Wrangler. A search and rescue effort involving Inyo County, Mono County, and Fresno County sheriff's departments was underway Saturday. 664

(CNN) -- Teen clothing retailer Forever 21 is preparing for a potential bankruptcy filing, according to several published reports.Forever 21, which is privately held, has more than 800 stores in 57 countries. And while many retailers have been paring back their network of stores in recent years, Forever 21 was adding stores as recently as 2016. It still has as many stores as it reported at that time.The ability to get out of leases and close stores at a lower cost is one of the advantages that the bankruptcy process affords to retailers.The company did not respond to requests for comment.Traditional brick-and-mortar retailers that specialize in selling clothes to teens and young adults have had a particularly hard time in recent years as younger buyers shift from mall visits to online purchases.Among the retailers in the segment that filed for bankruptcy and closed all their stores during the last five years are Wet Seal, American Apparel and Delia's. Aeropostale also filed for bankruptcy in 2016 but has kept some of its stores open.Many retailers have run into trouble due to being purchased by private equity firms or hedge funds. But Forever 21 is still owned by its founders, Do Won and Jin Sook Chang.
