Dockless bike ridesharing companies were ready to go once the City Attorney's Office said they could operate. The city says LimeBike, Ofo, Mobike and Bird Scooter all have the proper licenses to operate here.LimeBike says in just two weeks they've logged 30,000 rides.The San Diego Bike Coalition supports the companies and believes the accessibility and affordability will help the city in its climate action plan. However, some residents have major concerns with the bikes, reporting that they're being left in the middle of sidewalks and on people's property. They've also witnessed scooter riders not wearing a helmet and people riding where they're not supposed to.Zack Bartlett, the general manager for LimeBike in San Diego, says they have an operations team patrolling the city 24/7 to run safety checks and reposition bikes improperly parked. And the feds don't look kindly on late payments."I always tell people: if you owe money, the first step is don't panic," says Ariel Jurow-Kleiman an Assistant Professor of Law at the University of San Diego. Jurow-Kleiman should know. She's helped people in this situation many times before as a tax attorney and now teaches tax law at USD. Here's the problem."The Federal tax laws were changed in a way that will dramatically affect California residents," explains Professor Kleiman.And that's probably what hit you, too. Many itemized deductions you used to get were either tossed out or capped. "It used to be you could deduct all of your state income taxes," adds Jurow-Kleiman.Now those California income taxes are capped at ,000. And your house, the interest on the mortgage was capped too - double whammy. So, if you owe, here's the first step: do not put off filing. "Absolutely, it is so important to file your taxes on time even if you think you're going to owe," says Professor Kleiman, emphasizing the point. There are penalties for filing late: 5% of your tax liability and up to a maximum of 25%. So, let's say you owe 00 and didn't file for a month, that alone will cost you at least an extra . So, file right away, and pay what you can now."There is interest, it fluctuates, right now it's 6%. It compounds daily so every day, every week that you owe there is a little bit more interest that's added on," warns Jurow-Kleiman.That compound interest can accrue quickly but Professor Kleiman says there are options. You could file for an extension and pay the full amount later. Or you could work out an installment agreement but know some fees could be tacked on. In some cases, paying off your taxes with a credit card could be cheaper than the interest from the government."If you're considering owing money to the government versus owing money to a private lender,” adds Professor Kleiman, “It's very often better to borrow money from a private lender and pay your taxes."However, Professor Kleiman adds that’s not always the case. She advises avoiding payday lenders or someone who charges very high-interest rates. SAN DIEGO (KGTV) - Investors are watching carefully to see if interest rates keep dropping, or if they may eventually dip below zero in the United States.Recently, former Chairman of the Federal Reserve Alan Greenspan said it's a possibility, as rates have remained historically low for the past few years.In San Diego, the results of a negative interest rate would be good news for some and bad news for others."Low rates are a double-edged sword," says Dennis Brewster of SagePoint Financial. "If you're a borrower, if you're looking to buy a house today, mortgage rates have never been lower. But if you're a saver and you have money in the bank or in a CD, your rates are pretty poor."Brewster says the interest rate tends to drop when growth in the US is slow, both for the population and the Gross Domestic Product. He says that's what's happening now, as the baby boomer generation is getting older and later generations have fewer children. Brewster says slower population growth leads to slower economic growth because there are fewer people in the workforce, which means company production is down, and so is spending. He says that is happening despite record low unemployment.As for negative interest, Brewster says the average San Diego shouldn't worry since it's unlikely to happen."I wouldn't change your long term plans," he says. SAN DIEGO (KGTV) - Military families told 10News they are without heating and A/C due to mold in their air ducts.The families live in Tierrasanta and say housing came into their homes mid-October.Nancy Irvin has lived in the same home for six years with her military husband, 2-year-old son and 5-year-old daughter.She said problems with the home started day one, "the upstairs was leaking down from the tub to the garage so all of our stuff that was in boxes was flooding.""It's been sickness after sickness, cold, bronchitis, double ear infections everything," Irvin explained her children have been sick since they moved in and doctors haven't been able to tell them what's wrong."He's been coughing until he throws up at night," Irvin said while holding her crying toddler, Easton. She said even the dog developed a rash. She blames mold in their home.Mid-October Irvin said housing came in, tested for mold, removed her vents an taped over the holes. She said the lack of heating is keeping her children awake at night.She said a cleaning company came in to work on the vents but she wants more, "housing is doing nothing, they're not talking to anyone, they're not giving any information and it's just stressful."Neighbors said they are dealing with the same issues, posting photos of black fluffy mold in the air vents.In September, 10News reported on the Charvat family, who won a -million lawsuit against Lincoln Military Housing, saying mold also made their family sick at their home near the Marine Corps Recruitment Depot.Their lawsuit is in the middle of the appeals process.
