Chinese film star Fan Bingbing has appeared in public for the first time since she vanished without a trace three months ago, sparking rumors that she had been disappeared by the Chinese Communist Party.In a video posted by Baidu News and shared on Weibo, Fan was shown leaving Beijing Capital International Airport on Monday night, wearing dark glasses to hide her face and followed by a man with a large black umbrella.Despite her attempts to slip in under the radar, the 37-year-old actress was caught on camera by paparazzi photographers.CNN has not been able to independently confirm the veracity of the photos.Fan is among China's best known film stars, commanding million-dollar contracts for her performances in dozens of Chinese productions. She has also appeared in large international film franchises such as X-Men.But after allegations of tax avoidance by Fan were aired on Chinese social media in June, the high-profile actress disappeared from public life without a statement or explanation.Experts speculated she had been put into detention by the Chinese government while the tax allegations against her were investigated, a worrying development given her huge public profile and international standing."That China feels so emboldened to disappear even one of its most famous actresses ... should be a real wake up call that anyone within China could be next," human rights advocate Michael Caster wrote for CNN in September.On October 2, the Chinese government announced Fan had been fined for tax evasion, using multiple contracts to hide large secret additional salaries for her performances.Fan had to pay 0 million, according to the government, which included million in late taxes and fees. CHULA VISTA, Calif. (KGTV) — Firefighters worked Friday to extinguish a brush fire that sparked in the Otay Ranch area of Chula Vista.Officials said the fire started sometime around 12 p.m. near Heritage Rd. and Olympic Parkway, according to Chula Vista Fire Department. The fire began not far from the Republic Services Otay Landfill.Firefighters said the forward rate of the fire had been stopped at 10 acres just before 2:30 p.m. No structures were lost and no injuries were reported.Neighbors came out to watch firefighters work and monitor the blaze.Some were concerned, thinking of past fires that charred neighborhoods, while others like Jessica Rojas had faith in the firefighters, "we've been hearing like a lot of firetrucks and so we figured they were doing a good job of putting out the fires."In addition to CVPD crews on the ground, SDG&E's Sky Maverick helicopter was called to help battle the flames from above with water drops.Chula Vista Fire Captain Linda D'Orsi said this is a great reminder of the importance of defensible space, saying it's not too late in the year to do that yard work. She suggests working in the morning while it's cool and less likely to spark a fire.The cause of the fire was not immediately known. 1254

CHULA VISTA (KGTV) - A DUI/Driver's License checkpoint at one of Chula Vista's busiest intersections led to three arrests, police said.The Chula Vista Police Department said officers screened 751 vehicles at the checkpoint which was was conducted between 7 p.m. Friday and 1 a.m. Saturday in the 600 block of Palomar Street.Police said the three drivers were arrested for driving under the influence of alcohol. In addition to the three arrests, police impounded nine vehicles and issued 21 citations for people driving without licenses or on suspended licenses. No other details were released.A total of 51 citations were issued for "various vehicle code violations," according to police."DUI/Drivers License checkpoints have been shown to lower DUI deaths and injuries. A major component of these checkpoints are the deterrent effects it has on those who might drive drunk or drugged impaired, bringing about more awareness and encouraging everyone to use sober designated drivers," the Chula Vista Police Department said in a release.More than 1,300 cars traveled through the checkpoint, police said.The checkpoint was funded by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration."The Chula Vista PD will be conducting additional DUI/Drivers License Checkpoints through out the remainder of the year in our ongoing commitment to lowering deaths and injuries upon our streets and highways," police said. 1505

  

CHULA VISTA, Calif. (KGTV) -Students and parents in the South Bay are demanding the Sweetwater Union High School District bring back their buses.In a cost-cutting move, the district announced last May that it would eliminate dozens of bus routes throughout the district. Four of the district's high schools were impacted. Eastlake and Olympian High Schools each lost four routes, Otay Ranch lost one, but San Ysidro High School took the biggest hit; with twenty out of twenty-two routes cut.Olga Espinoza attended Monday night's school board. She said her son has to walk more than three miles each way to get to school. She said it's simply not safe."Since we are on the border, I feel like he could get kidnapped. It's a really dark road, there's no benches, no water, there's coyotes out there, tarantulas, bugs, it's not a nice road for children to be walking, " Espinoza said. A couple dozen parents and students marched into the meeting holding cardboard school buses. They chanted, "Cut from the top, not our buses!" Many of them were with The San Ysidro Students United and Madres Unidas. A district spokesman said school leaders are trying to address their concerns. "We are not in terms of putting back any routes because the policy does stand in terms of our 3 and a half mile polic, but we are looking at potentially adding a couple of routes that will support some of the routes that currently exist, part of the issue is drivers, we don't have the drivers," said Communications Director Manny Rubio. Rubio estimated roughly seven-hundred students use buses, and that included kids who live right down the street from their school. He also said enrollment and attendance are up this year at San Ysidro High School. Parents paid 0 for a bus pass, but Rubio said the cost to the district was closer to ,000 a student."We're one of the few districts who still offers home to school transportation, even San Ysidro Elementary, which is right down the street, does not offer home to school transportation," said Rubio.Routes for special education students are not impacted.The district also said it would not have made the cuts without the completion of Old Otay Mesa Road which was finished in May. 2223

  

CINCINNATI -- Kroger Co. has joined Dick's Sporting Goods and Walmart in tightening its policy on gun sales after a school shooting killed 17 in Parkland, Florida. The Wall Street Journal reports the Cincinnati-based grocery chain will stop selling guns to anybody under 21 at 43 Fred Meyer locations, mostly located in western states."Recent events demonstrate the need for additional action on the part of responsible gun retailers," the company wrote in a statement to CNBC. "We believe these are common sense steps we can take immediately that are in line with our values and our vision." On Wednesday morning, Dick's Sporting Goods, the nation's largest sporting goods retailer, announced it would?stop selling assault-style weapons and raise its minimum age for gun purchases to 21.
