SAN DIEGO (KGTV) - The City of San Diego is rolling out the second phase of the polystyrene foam and single-use plastics ordinance as the Memorial Day weekend kicks off. Starting May 24, a ban on the sale and distribution of egg cartons, food service ware and food trays made from polystyrene foam begins. The ban includes bowls, plates, trays, cups, lids and other similar items designed for single-use. According to the city, polystyrene foam doesn’t biodegrade and can be mistaken for food by marine life and other animals. Acceptable alternatives include recyclable plastic, aluminum and recyclable paper products, the city says. Some businesses that make less than 0,000 are exempt until 2020. “The City’s goal is to achieve zero waste by 2040,” said the City’s Environmental Services Department Director, Mario X. Sierra. “This ordinance not only helps in achieving that goal, but also improves water quality, reduces pollution and keeps our environment healthy.” 980

San Diego Union-Tribune staff members, who occupy space in the building, were forced to evacuate, 10News learned."We’ve seen some different tragedies in newsrooms around the country so I don’t think this is 100% a surprise for any newsroom to face something like this. She said she noticed the packages at 6am when she opened her stand. She thought nothing of them until she was suddenly forced to close her shop.“I had some people in line. It was a really busy time, so it wasn’t a good time to leave," Otis said. At 8:15 am, a passerby had flagged down Lt. Kevin Wadham, saying this cannot be a coincidence. Hours earlier, news of the Secret Service intercepting suspicious packages addressed to Former First Lady Hillary Clinton, President Obama, and CNN broke. The boxes in San Diego were at the SanDiego Union-Tribune headquarters, Senator Kamala Harris’ office, and other businesses.“Out of an abundance of caution, this building at 6th and B was evacuated, and all the neighboring businesses," Lt. Kevin Wadhams said. San Diego Police immediately called their Bomb Unit. They X-Rayed the boxes and found they contained nothing suspicious. The contents were a shoe, a football, an empty bag of chips, two children’s books, and a hat. An hour later, and after a whirlwind of emotions, Otis was able to re-open her shop.“It was kind of scary. I’ve been here for 15 years. And nothing like that has ever happened," Otis said.Following an inspection by a bomb squad, evacuation order was lifted.None of the packages were addressed to anyone specific or implied a threat. The packages were not sealed and also had a mixture of writing on them. Surveillance video showed an unknown person placing the packages at the location at about 1:45 a.m., according to San Diego Police. Police added that the area is frequented by transients at night.SDPD, ATF, and FBI officials were all taking part in the investigation.10News spoke to Threat Assessment Professional, Wendy Patrick. She said the FBI investigators are now focusing on profiling the senders.“What do the targets have in common? This case appears to be political ideology. But is it more than that" Patrick said. These acts of terror can be inspired by a variety of things, Patrick said. It could be a stab at a political party, a news organizations, or a personal vendetta or grievance. While this morning’s incident at the San Diego Union-Tribune headquarters turned out to be non-threatening, Patrick said the heavy police presence and bomb squad response were appropriate."We want to make sure that we never let our guard down and we take every report as serious as we can," Patrick said. Unlike political figures, regular citizens do not have the luxury of having the secret service monitoring our mail. So Patrick said it is essential that we be extra vigilant, especially during the season of giving. “Even rudimentary bombs can explode in your face," Patrick said. "Unfamiliar packages should be treated with caution. Is there a return address and is it a name you don’t recognize? "Anybody can sell anything, anywhere."He's partially correct. A new state law, Senate Bill 946, went into effect in 2018. Passed by the legislature and signed by Gov. Jerry Brown, it decriminalizes street vending, telling cities that they can create their own guidelines and can only enforce them with tickets for vendors who violate the rules, instead of criminal charges.Several cities in San Diego County, including Carlsbad and Vista, were quick to establish their regulations. San Diego still hasn't.As more vendors set up shop, the Pacific Beach Town Council is asking city leaders to move the process along."We're calling on city leaders to end the swap meet on our boardwalks now," says Brian White, the President of the Pacific Beach Town Council. "We have lots of pedestrian traffic, bicycles, skateboards. There really is no room for this type of vending activity."Earlier this month, the Town Council sent a letter to Mayor Kevin Faulconer and the City Council asking for specific rules.The San Diego City Council started to establish new rules for vendors in 2019. Faulconer sent a draft ordinance to the Economic Development Committee.It would have prohibited vendors on the boardwalk and other high traffic areas. It also would require business permits, set hours for vending, establish distances from public facilities, require vendors to follow health and safety rules, and several other rules.That ordinance passed the committee unanimously on July 25, 2019.The city then held three public forums about it in October. But it never went to the full council for approval."It is an issue that's becoming a real problem. We definitely need to get some regulations going with this," says City Councilmember Jennifer Campbell, who represents Pacific Beach and Mission Beach."It's really up to the mayor's office to bring us these recommendations to City Council," says Campbell.ABC 10News reached out to Faulconer to see why there has been a delay in moving the draft ordinance forward. SAN DIEGO (KGTV) - The community is rallying around a North Park Church that provides shelter for homeless youth, Lead Pastor Brandan Robertson said Thursday night at their prayer vigil.The Missiongathering Christian Church was slapped with 29 violations from the City, and told it needed to re-zone to accommodate their music venue, "The Irenic". They were also told to shut down their homeless youth shelter that provides a hot meal and place to sleep Tuesday nights, unless they purchase a conditional use permit."...because the Code says churches can only host shelters 30 times a year without a permit, and we host our shelter 50. A CUP could cost an upwards of ,000 just to cover the 20 extra nights per year that we provide a safe space for homeless youth," the Gofundme raising money for the church stated.The church quickly remedied 7 of the violations, "new fire extinguishers, we put in fire and smoke and CO2 detectors in the area where the youth sleep. We've gone around and fixed panels that are down, put in new exit signs, posted the occupancy in all the rooms," Robertson said.Robertson said they didn't know they were in violation and the fire department completes an inspection every year.Robertson said their concerts pay the mortgage. The church has lived at the corner of Polk Ave. and Illinois St. for 10 years. The concerts end by 10 p.m. to keep in accordance with city noise restrictions, a supporter added.Robertson said the trouble started when a neighbor complained about the noise and the shelter. Robertson said police came to the church multiple times, even on Easter Sunday and one morning, in the end of July, Robertson said eight City inspectors showed up. He said he got a message in the mail August 31st to shut down.The Gofundme raised more than ,000 in two days to help with legal fees. Robertson said they have hundreds of signatures on a petition and community members filled Councilman Chris Ward's voicemail.Dozens showed up to the church's prayer vigil Thursday, praying, singing and donating to the cause."The city hasn't been doing what they need to do, the church is leading in that area and we need to support them on every end," Aeiramique Glass Blake, Executive Director of Generation Justice said.Robertson said he was saved by the church when he was 12, "[I] grew up in an abusive alcoholic family in Maryland... went to this Baptist church and discovered a god who was a better parent than mine was." He said it's heartbreaking they can't help kids in similar situations.Blake said the community will show up to protect the church if they wish to keep their doors open next Tuesday night.Robertson said the city is working to find another place for the youth.Robertson said other groups are already planning benefits for Missiongathering and says he is touched by the outpouring of support.
