SHANGHAI: The children of migrant workers in Shanghai are turning against their hometowns and becoming arrogant, it has been claimed.Kids brought up in Shanghai have a feeling of superiority when they return to their birthplaces, Zhang Yichao, the founder of a chorus group who has been organizing trips for the young migrants to the countryside, said.The 35 chorus group members are aged from 11 to 16, born in rural areas and are growing up in Shanghai. They were making 12-day trips to their hometowns of Anhui, Jiangxi and Jiangsu provinces last month.Zhang set up the chorus in February last year with an American. It is the first troupe in Shanghai comprising the children of migrant workers.Following an 18-month training course by voluntary teachers they put on performances at venues such as the Shanghai Oriental Art Center and Jinmao Tower, China's second-highest building.On their visits to the countryside the kids held chorus and solo shows, with electric instruments, for the farmers. They also played games with local children and collated information to write reports."Few of these children maintain their affection for their hometowns and they don't like the countryside. I hope these trips will help them remember their early childhood and the rural areas where they were born," Zhang said.For the first few days, he said, the kids kept their distance from farmers, complained about dirty toilets, muddy sidewalks and shabby housing. They even hid the fact they were from rural areas themselves."It's obvious these children liked the feeling of superiority in front of their country fellows," Zhang said."What we can do, however, is help them face up to the fact they were born in rural areas and perhaps then they will be more fond of these places."They are still young and innocent and I believe they will build up a positive life philosophy and make their own contributions to society," chorus volunteer Liu Jing said."Children of migrant workers need more education in all aspects of life. This trip to the countryside is just a small part and we are organizing other activities," Zhang said.

National guidelines on economically affordable housing were released on Friday night along with new State measures on housing for low-income families, which come into effect on Saturday.Economically affordable houses ought to be around 60 sq m per unit, said the guidelines jointly released by the Ministry of Construction, the National Development and Reform Commission, and five other ministries.It said eligible purchasers will "have limited property rights", and that the apartments can only be directly sold after five years.Moreover, the document limited fundraising for cooperative housing units to independent mining corporations on the outskirts of cities and enterprises with a significant number of employees with housing problems, while stressing that they must do so with their own properties.Eligible applicants of the Measure on Low-rent Housing Security, meanwhile, are no longer limited to city households with the lowest income, but will also include all lower-income urban families with housing issues.Government subsidies, the usual means of securing housing for these social groups, are to be gathered from rental fees on low-rent housing, credit risk reserves, housing provident funds, social donations and security funds. Local governments must also spend 10 per-cent of the local land-use fees on developing low-rent housing, said the measure, released by nine ministries on Monday.Because situations vary across the 656 cities that had adopted the mechanism as of October, the measure allows special funds to be allocated to central and western regions that find it financially difficult to support the construction of low-rent homes.Additionally, the construction area of these apartments, limited to 50 sq m per unit, should be granted preferential status on a stand-alone basis in land supply schemes and annual land-use applications.Months earlier, the central government urged local governments to reserve at least 70 percent of the land designated for residential construction for units under 90 sq m. China's input into education is kept increasing in recent years, with more to be injected into the fundamental career, the government said on Sunday.A senior official with the Department of Education, Science and Culture of the Ministry of Finance, said in an interview with Xinhua on Sunday that education has been listed as the priority area for the central government to increase input in the coming years.The official's words echoed what the Chinese President Hu Jintao said on August 31. BRUSSELS - Javier Solana, European Union top diplomat, expressed here on Thursday his concern over Taiwanese leaders' comments on the Chinese province's application for UN membership."I have noted with concern the comments made by Taiwan's leadership on October 24 concerning Taiwan's application for UN membership under the name of Taiwan," Solana said in a statement."The EU has a substantial interest in peace and stability in East Asia. It has a particular interest in the continued prosperity and security of Taiwan and in the maintenance of peaceful relations across the Taiwan Strait," he said.    The fundamental position of the EU is that the Taiwan question must be solved peacefully through cross-Strait negotiations between all concerned parties."We have concerns about the current policy of Taiwan's authorities to pursue a referendum on the question of UN membership in the name of Taiwan," Solana said, adding "This concern flows from the EU's conviction that both sides of the Strait should refrain from statements or actions which might raise tension across the Strait and which might be perceived as a unilateral change in the status quo."The proposed referendum would risk making it harder for Taiwan to enjoy the pragmatic participation in the activities of specialized multilateral fora, "when there are clear public interests for this and when statehood is not required." he said"I therefore want to encourage both sides to take further initiatives aimed at promoting dialogue, practical cooperation and confidence-building," he concluded.
