BEIJING, June 21 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee Monday approved an education reform plan for the next decade, which aims for greater education investment and fairer distribution of resources.Presided over by the CPC Central Committee General Secretary Hu Jintao,a meeting of the Politburo approved the final version of the Medium- and Long-term National Educational Reform and Development Plan (2010-2020).The Politburo, the CPC's top decision-making body, said in a statement that education was the fundamental cause for the revitalization of China and social progress in the future.China had established the largest education system in the world since the founding of the People's Republic, which ensured education rights for millions of people, the statement said.The government promote educational fairness as a basic policy and increase education investment in rural, remote and ethnic minority areas, the Politburo agreed.According to the plan, government investment will increase steadily to support the education sector, with the ratio of education expenditure in terms of gross domestic product (GDP) to be 4 percent by 2012.In 2008, the ratio stood at 3.48 percent, compared with the average international level of 4.5 percent.The plan, released at the end of February for public scrutiny, was seen as setting the tone for the development of the education sector in China, which has long suffered from funding shortages and unbalanced development in rural and urban areas.The plan said giving students fairer access to quality education would be a "fundamental policy," with more public education resources for rural, impoverished and ethnic areas.The reforms would also encourage private organizations and individuals to play a greater role in the education system, said the statement.The plan took one year and nine months to draw up, during which public submissions were invited on two separate occasions.

BEIJING, June 25 (Xinhua) -- Floods in China have killed 377 people this year, as of Friday, and left 142 others missing, the Office of State Flood Control and Drought Relief Headquarters said Friday in a statement on its website.Further, flooding in 2010 has affected 64.57 million people in China's 22 provinces, municipalities and regions, as well as inundating about 4 million hectares of crops, the statement said.A total of 4.35 million people have been evacuated due to the flood waters, which destroyed 368,000 homes and caused economic losses reaching 75.6 billion yuan (11.13 billion U.S. dollars), according to the statement.Chinese Premier Wen Jiabao visited flood-hit Fuzhou City in the eastern province of Jiangxi Thursday to inspect the fight against flooding and review disaster relief efforts. Wen also asked local officials to send more relief funds and materials to ensure that basic living needs of flood victims are met.

ENSHI, HUBEI, Aug. 18 (Xinhua) -- China's most difficult mountain railway was linked up in Enshi Prefecture, central China's Hubei Province, and is expected to open within the year, according to officials at the railway's construction headquarters Wednesday.The Yichang-Yiwan Railway, totalling 377 km in length, runs from the Yiwan District in southwest China's Chongqing Municipality to Yichang City of Hubei Province.It was designed to greatly shorten the journey between the mountainous regions in the southwest and the eastern parts of China, according to Zhang Mei, head of the engineering administration center of the Ministry of Railway.The railway trip from Chongqing to Wuhan, the capital of Hubei Province, for example, will take only five hours once the link is open to rail traffic, instead of the previous 22 hours, said Zhang.The railway was first laid out in 1903 by Sun Yat-sen, founder of the Kuomintang party, over 100 years ago.The reason the construction had not begun till 2003 is that the railway must travel one of the most mountainous regions in China's southwest, whose difficult terrain made the construction work the most difficult in China's railway history, said Zhang."Beneath the luxuriant mountains we encountered myriad natural barriers, such as underground rivers, limestone caves, and coal seams," said Zhang.To link the line, workers had to build 253 bridges and dig 159 tunnels, which account for 74 percent of the total railway length, winning the railway the title of the "tunnel and bridge museum."Starting in late 2003, it took seven years for the construction to be completed, said Zhao Hui, project manager of China Tiesiju Civil Engineering Group, which undertook the construction."I joined the project at the age of 25, and now I'm 32. HUAYIN, Shaanxi, July 25 (Xinhua) -- Rescuers failed to close a breach of a flooding river embankment in northwest China's Shaanxi Province Sunday,rescue headquarters said.More than 3,000 soldiers and militiamen have been filling the gap of the embankment of Luofu River with stones and sand bags, and managed to narrow the 80-meter gap into 2 meters, said a spokesman at the headquarters.But the breach expanded again to eight meters wide as stones and sand bags ran out, he said.Luofu River, a tributary of Weihe River, breached Saturday morning.A total of 6,404 people from 1,587 households in Huayin had been evacuated before the flood early Saturday. No casualties have been reported.Torrential rains pounded Huayin City from 8 a.m. Friday to 6 a.m. Saturday.

BEIJING, Aug. 7 (Xinhua) -- The All-China Journalists Association (ACJA) voiced its support on Saturday for journalists' rights of supervision after a reporter was beaten when attempting to interview a stand-up comedian."It is imperative to safeguard journalists' legitimate rights to interview and stop any misconduct that interferes with journalists' legitimate interviews," read a brief announcement posted on the ACJA's website."To have supervision in accordance with the law is the legitimate rights of news organizations," it added.The move came after Zhou Wenfu, a Beijing Television (BTV) reporter, was repeatedly punched Sunday when attempting to interview Guo Degang, China's most famous stand-up comedian at his villa, according to clips of the beating that have been widely circulated on the Internet and broadcast on BTV.Zhou was trying to verify reports that Guo had illegally extended his property onto the public green space.
