The number of incidents has increased significantly over the last few weeks, with an average of 2,000-2, 500 new cases reported each week.Southern Ho Chi Minh City and Binh Duong, Long An and Quang Ngai were the most-hit localities, said the report.Meanwhile, dengue was also reported on the rise. In the first ten months of the year, there were more than 41,200 infected cases and 32 fatalities. RIO DE JANEIRO, Dec 15 (Xinhua) -- Brazilian President Dilma Rousseff Thursday signed a law banning smoking in public spaces and tobacco advertising at sale places in his country.Smoking in all enclosed public spaces, defined as free access areas used simultaneously by several people, is forbidden in the new law.It also prohibits tobacco advertising such as posters or banners at sale places. Previously the ban was only imposed on TV, radio and billboards advertising.In addition, the law increases the taxes and establishes minimum prices over the tobacco products to discourage buyers, therefore the cigarettes prices are expected to increase 20 percent in 2012 and 55 percent by 2015.Health warnings are also required on both sides of cigarette packs to alert consumers about the consequences of their smoking habit.The law is welcomed by some anti-smoking groups."In addition to protecting the health of its citizens, Brazil has also set an example for the world," said Matthew Myer, president of Campaign for Tobacco-Free Kids.

BEIJING, Nov. 25 (Xinhua) -- The Ministry of Commerce (MOC) said Friday that it will start an investigation into the U.S. government's policy support and subsidies for its renewable energy sector over trade barrier concerns.The MOC will look into six renewable energy programs concerning wind, solar and hydroelectric energy in the states of Washington, Massachusetts, Ohio, New Jersey and California, the MOC said in a statement posted on its website.The investigation was applied for by the China Chamber of Commerce for Imports and Exports of Machinery and Electronic Products, as well as the new energy chamber of the All-China Federation of Industry and Commerce."The applicants argued that the U.S. government's policy support and subsidies for its renewable energy industry constitute a trade barrier, as they violate the rules of the World Trade Organization and have hindered and restricted the development of China's renewable energy sector," the statement said.The applicants requested the elimination of any negative influence from the U.S. government's policy support and subsidies in order to maintain a fair trade environment, according to the statement.The investigation will end before May 25, 2012, although it may be extended to August 25, 2012 under special circumstances, according to the statement.

WASHINGTON, Oct. 3 (Xinhua) -- Overweight or obesity may put children at three times greater risk for high blood pressure than those of normal weight, according to researchers from the Regenstrief Institute and Indiana University (IU) School of Medicine.Their study will appear in the November issue of Hypertension: Journal of the American Heart Association with advance online publication on Monday.More than 1,100 healthy Indiana school children were followed for nearly five years. The researchers found that when body mass index (BMI) reached or exceeded the 85th percentile for the age and gender of the child -- designated as being overweight -- the risk of high blood pressure nearly tripled. Obesity was defined as a BMI percentile higher than 95th. BMI is a measurement of body fat calculated from weight and height.Among study participants, 14 percent of overweight or obese children were pre-hypertensive or hypertensive, compared with 5 percent of normal weight children. These findings were consistent across age, gender and race.The average age at time of study enrollment was 10.2 years. Each child was assessed approximately eight times during the course of the study. All were healthy children and none were taking medication affecting blood pressure."Higher blood pressure in childhood sets the stage for high blood pressure in adulthood," said Regenstrief Institute Investigator Wanzhu Tu, professor of biostatistics at IU School of Medicine, who led the study. "Targeted interventions are needed for these children. Even small decreases in BMI could yield major health benefits."The researcher also found that leptin, a protein hormone which is involved in body weight regulation and metabolism, was positively associated with increased blood pressure in overweight and obese children.
