SAN DIEGO (KGTV) -- Many drivers around San Diego say they’re worried about being cited after seeing what some people call “smog checkpoints.”Motorists recently came across one of the mobile smog checks on Nimitz in Point Loma. A roadside team was inspecting cars to gather data in hopes of improving air quality.The mobile unit is set up to look like a DUI checkpoint, but stopping is voluntary. "I look ahead, and I see lights. It's obviously police action, and I'm thinking maybe there's a car accident,” said Nanci Washburn.Washburn said the activity created traffic backup, making her late for a meeting. "Here is a CHP car. Two officers, there's a whole blue tented area here with chairs. Once I got past that, here is a lift to put a car on."Washburn says the first thought that went through her head was that authorities were targeting older vehicles due to emission problems.10News spoke to the California Highway Patrol and the agency behind the smog checks, the Bureau of Automotive Repair. Those agencies say it’s not a checkpoint and no one is being impounded, rather, it’s a voluntary survey to help the state meet air quality standards.The agencies involved claim drivers aren’t penalized for not participating. "There's no fines and no penalties if they pass or fail, it's just informational. And we use this information to help us manage and evaluate the California Smog Check Program,” said Michael Lafferty.Essentially, the state is policing their program, officials claim. SAN DIEGO (KGTV) - Many residents living in and around the polluted Tijuana River Valley expressed frustration this week with a plan to use taxpayer money to fund a campground instead of working on a fix to the raw sewage pouring over the border from Mexico into San Diego County. California Senate Bill 507 was signed by Governor Jerry Brown last month and allotted .5 million towards a campground and only 0,000 to study potential fixes to the sewage.“It seems like it’s the bastard child of San Diego and it just sucks.  It’s not fair,” said Ginger Sacco of the Citizens Against Sewage group.Sacco told 10News they were under the impression the bill, which was backed by Senator Ben Hueso and Assemblyman Todd Gloria, would be used to fight the sewage problem.  Instead, Sacco said they only learned last week most of the money would fund a campground backed by San Diego County Supervisor Greg Cox.“I can’t imagine people in their right mind wanting to camp down here knowing all the sewage and toxins that have been coming through here,” said Sacco.A spokesman for Supervisor Cox emailed 10News a statement:“The .1 million comes from a 1988 State park bond act that was specifically designated by the voters for the purchase of land to expand the Tijuana River Valley Regional Park. Right before the shooting began, Gould said he saw a man lying on a lounge chair by himself, so he invited him to join the festivities.That’s when the man, later identified as Peter Selis, pulled out his gun.The only thing Gould could do is raise his arm. SAN DIEGO (KGTV) -- Inclement weather beginning Monday and lasting through Thursday will bring cooler temperatures and rain to San Diego County amid a busy travel season. The first of a series of storms is set to arrive Monday, bringing rain and snow to the county. A second storm is due to bring another round of moisture Christmas night through Thursday. Between the two storm systems, light showers will occur, according to the National Weather Service. The first round of storms are forecast to dump as much as an inch of rain along the coast and in the mountains. Snow accumulations between one and three inches are expected for elevations between 5,000 and 6,000 feet.
