SAN DIEGO (CNS) - A newly formed steering committee is working to drastically reduce the number of hepatitis C cases in San Diego County, it was announced Monday. The county's Health and Human Services Agency and the American Liver Foundation-Pacific Coast Division oversee the Eliminate Hepatitis C San Diego County Initiative steering committee, which also includes members of the public and private medical communities. The aim is to reduce new hepatitis C infections in the county by 80 percent and deaths by 65 percent by 2030. ``By joining forces and strengthening our local efforts, we expect to eliminate this curable disease as a public health threat and improve longevity and quality of life for people living with hepatitis C,'' said Dr. Wilma Wooten, the county's public health officer. The Centers for Disease Control and Prevention estimates that roughly 3 1/2 million people in the U.S. have hepatitis C. The county reported 3,112 new hepatitis C cases in 2017. Most complications from the infection develop over the course of two to three decades, but acute hepatitis C infections can develop within six months after exposure. ``Most people with hepatitis C might not be aware of their infection because they do not feel ill,'' said ALF-Pacific Coast Division Executive Director Scott Suckow. Hepatitis C is generally transmitted through exposure to blood, especially among people who inject drugs and share needles. The infection can also be spread via sexual transmission, but it isn't as common as blood exposure. CDC officials recommend that people born between 1945 and 1965, current and former injection drug users, people with known exposures to hepatitis C and recipients of blood transfusions and solid organ transplants prior to July 1992 get tested for the infection. The steering committee, which met for the first time last week, plans to present its plan to reduce hepatitis C contractions and deaths to the Board of Supervisors by the end of next year. County health officials have already suggested that the expansion of testing and treatment access should be a priority for the county going forward. ``There is no vaccine to prevent hepatitis C, but there's a cure, so we'll be working with our public and private partners to try to put an end to the virus in San Diego County,'' Wooten said. 2333

SAN DIEGO (CNS) - More than 28,000 defaulted bills were sent out to San Diego County taxpayers this week, but the county's treasurer announced Tuesday that his office is offering penalty relief."We know many of the late bills are due to COVID-19, and we want our taxpayers to know there could be relief," Treasurer-Tax Collector Dan McAllister said. "They may qualify to have their penalties waived if they file for a COVID-19 cancellation request. Our customers must provide documentation as evidence to show how the pandemic impacted their ability to pay their second installment by April 10."The 28,623 defaulted bills McAllister's office sent out went to property taxpayers who failed to pay all their 2019-20 property taxes."We're sending 6,195 more defaulted bills than we sent last year," he said. "We expected to see an increase in tax defaults due to COVID-19's impact on the San Diego economy and workforce."The defaulted bills total over 7 million; last year, million in defaulted taxes was due.The deadline to pay the 2019-20 annual tax bill was June 30. Beginning July 1, late bills will incur a 1.5% penalty each month -- 18% each year -- until they are paid. That is on top of the 10% penalty added for each late installment.Taxpayers who have submitted a COVID-19 penalty cancellation request and have not heard back from the Treasurer-Tax Collector yet will receive a response in the mail. SAN DIEGO (CNS) - Murder and other felony charges were filed Wednesday against a 20-year-old probationer who allegedly fired a gunshot toward his brother, missing him but inadvertently killing a next-door neighbor asleep in his bed.Manuula Save is accused in the Saturday morning death of Michael Walker, 38, who was shot about 1:45 a.m. by a bullet that traveled through a bedroom wall in the defendant's apartment and into the victim's unit in the 13400 block of Midland Road. Walker was hit once in the abdomen and died at a hospital about an hour later.Save faces life imprisonment if convicted of murder, shooting into an inhabited dwelling, assault with a semi-automatic firearm and being a felon in possession of a firearm.RELATED: Man killed by stray bullet in Poway apartment complex, suspect arrestedDeputy District Attorney Kristie Nikoletich said the shooting stemmed from a verbal argument and physical fight between Save and his older brother. "The defendant retrieved a firearm and fired in the direction of his brother to scare him and show his brother that he wasn't scared of him," Nikoletich said. But that bullet ended up going through a wall and striking a sleeping neighbor, Michael Walker. His grieving widow, Christina was inside the courtroom Wednesday, crying throughout the proceedings. 10News spoke to her earlier this week. "I'm just seeing this hole in his stomach, and then I look over, and there's a hole in my wall," Christina Walker said on the phone. She said he was sleeping in the guest room that night, so his snoring would not wake her up — A move that would place him right in the path of that stray bullet, and kill him hours later. Save then allegedly hid the 9mm firearm, which he was not allowed to possess due to a previous hit-and-run conviction involving the death of an elderly woman, Nikoletich said. Save was sentenced to probation in that case, she said.Nikoletich said Save was charged with murder due to "the defendant's conscious disregard for human life."Save, who's being held in lieu of million bail, is due back in court Aug. 29 for a readiness conference. 2145

  

SAN DIEGO (CNS) - Flames tore through a large commercial building in the Morena area Friday, causing extensive damage and sending a thick plume of smoke into the air near Mission Bay.The blaze in the 1200 block of Morena Boulevard erupted about 5:40 p.m., the San Diego Fire-Rescue Department reported.Police closed down the north-south street to through traffic while firefighters worked to subdue the intense flames.Crews were still working to get the blaze under control as of 6:30 p.m. and trying to get inside the two-story structure to check on a report there might be someone inside, according to SDFRD public affairs.There were no immediate reports of injuries. 677
