People of color and allies are participating in Blackout Day on Tuesday to support the African American community and Black-owned businesses.Blackout Day is an economic protest organized by The Blackout Coalition. Participants are asked not to spend any money on July 7, but if they must spend, they’re asked to do so only at Black-owned businesses.The coalition says the movement is exclusively targeted at empowering and uplifting Black people, but it welcomes all people of color to stand in solidarity with them. The organization says it also welcomes allies who choose to participate in the protest, but leaders say they “make absolutely no apology for the fact this movement is FOR US & BY US.”The goal of the protest is to highlight the buying power of African Americans. Police in Washington, D.C. released body camera video Thursday from the shooting death of 18-year-old Deon Kay.Police said the incident began Wednesday when Kay and his friends brandished firearms on a social media livestream. Officers located where the livestream was taking place, drove to the scene and found the group.Less than 10 seconds after arriving on the scene, Officer Alexander Alvarez fired the fatal shots that killed Kay.According to D.C. Metropolitan Police Chief Peter Newsham, Alvarez was chasing another suspect at the time of the shooting."When he turned around, that's when Deon Kay approached him and displayed a handgun, and in response to that, the officer fired one round," Newsham said. "Unfortunately, Deon Kay lost his life."Alavarez had been with the department for two years prior to the shooting. All officers involved in the shooting were placed on administrative leave, which is department policy.Police also said that Kay threw his gun away prior to being shot. Officers found it 90 feet away from his body."I know that he's validated gang member from the area and I know that he's had multiple touches with the criminal justice system," Newsham saod. "I'm pretty sure Deon Kay fell through multiple safety nets before yesterday afternoon."Washington, D.C. (AP) — Automated alerts from the fledgling West Coast earthquake early warning system are ready to be used broadly by businesses, utilities, schools and other entities but not for mass public notification, officials said Wednesday."We're making a large change from a production prototype in pilot mode to an open-for-business operational mode," Doug Given, earthquake early warning coordinator for the U.S. Geological Survey, told a press conference at the California Institute of Technology.The system being built for California, Oregon and Washington detects that an earthquake is occurring, quickly analyzes the data and sends out alerts that may give warnings of several seconds to a minute before strong shaking arrives at locations away from the epicenter.RELATED: The Great ShakeOut to shake up SoCal ThursdayThat can be enough time to automatically slow trains, stop industrial processes, start backup generators, pause a surgery or send students scrambling for protection under desks and table.Pilot programs involving select users have been underway for several years."The system is not yet finished, it's not complete, there is a lot of work to be done, however there is a lot of capability in the system as it exists today to the point it can definitely be used," Given said.The sensor network is about 50 percent complete and funding has been secured to complete it in California in the next two years and get two-thirds of the way built out in the Pacific Northwest, he said.Another key development occurred Sept. 28 when a new generation of ShakeAlert software was deployed.RELATED: State's next big earthquake could be in SoCalGiven said among its important improvements is reduction of false and missed alerts. "Unfortunately the technology that is built into your phone to send you notifications was not designed with earthquake early warning in mind."Rep. Adam Schiff, D-Calif., who has championed funding of the system, said it will also be important to make sure people know what the alerts mean, what to do when they get them, what not to do and to understand there may be false alarms."The education component is going to be very, very important, but this is a wonderful milestone," he said. It’s a car garage operated by women for women, so they can learn the skills to enter the auto industry and empower them to break barriers.“We have women who have come through who are talented bakers who found that the welding technique for TIG was pretty similar to baking cake. We also had women who were nail technicians who found the bodywork to be one to one with other life experiences that they had,” expressed Shawnda Williams, co-owner of Girl Gang Garage.Williams was once a ‘newbie’ at Girl Gang Garage but soon became passionate about the garage’s mission that she became a business partner with Bogi Lateiner.Now both women run Girl Gang Garage, a place that welcomes anyone looking to try something different.“When we teach these women how to work on these vehicles they’re really learning that this thing that they were afraid of isn’t so scary after all. And if that’s not so scary then what else in their life may not be so scary after all,” stated Lateiner.Whether it is mechanical work, welding, or body and paint. Any woman entering this garage will leave with a new trade skill, but also with a mission. To change the under-representation of women in the automotive industry.“We’re bringing a diverse population of people together to work on a common thing and when I say diversity, I mean people from different ages, different races. Me, as a black female, you don’t see a lot in the automobile industry period let alone doing classic car restorations,” said Williams.Being part of Girl Gang Garage is also an opportunity to feel embraced no matter who you are or where you’re from.“They’re getting a different sense of empowerment. They’re feeling inspired and reenergized about what they do because they’re validated seeing other people like them,” said Lateiner.And if anyone dares to tell you this job is only for men, Williams says, “any person who can grow, produce, raise a child, cry with a child, nurse a child, can do anything that they put their mind to. You’re built for that. There’s nothing biologically that impairs a woman from picking up a wrench and trying to do whatever they want to do.”To give you an idea, every classic car on display at Girl Gan Garage was built by women.“A lot of the women had zero experience, so they’re getting thrown into hands-on learning everything. They’re learning that they can weld that they can use tools and cut things and to not be intimidated by this stuff.
