BEIJING, Nov. 1 (Xinhua) -- The ministers of Brazil, South Africa, India and China (BASIC) in a Tuesday joint statement urged developed nations to fulfill their commitments and provide funds and technology to help developing nations tackle climate change.Developed nations should honor their commitments, made at the Copenhagen climate change conference in 2009, to provide 100 billion U.S. dollars annually by 2020 and ensure that there will be no funding gaps from 2013 to 2020, according to the statement.Developed nations should also fulfill their pledge to offer 30 billion U.S. dollars in "fast-start funding" to developing nations in order to help them address climate change, the statement said.The ministers agreed that the coming Durban climate change conference should achieve a "comprehensive, fair and balanced outcome" under the principle of common but differentiated responsibility.They called on the conference to clearly establish the second commitment period under the Kyoto Protocol, during which developed country parties to the Kyoto Protocol should undertake quantified emission reduction commitments.The Kyoto Protocol is the cornerstone of climate change and its second commitment period is an essential priority for the success of the Durban conference, according to the statement.H The joint statement was issued following a two-day meeting of ministers from the four nations, also known as the ninth BASIC Ministerial Meeting on Climate Change, a mechanism through which the four countries and other developing countries coordinate their efforts in climate change.Representatives of Group 77 countries, island countries and the Arab League also attended the meeting.The Durban conference is scheduled for November. The focus of the conference is expected to be the extension of the Kyoto Protocol and acquiring a commitment from developed countries for the protocol's next period.The Kyoto Protocol, an international agreement linked to the United Nations Framework Convention on Climate Change, sets binding targets for 37 industrialized countries and the European community for reducing greenhouse gas emissions from 2008 to 2012.

BEIJING, Jan. 10 (Xinhua) -- China's energy chief said here Tuesday that the country is under greater pressure to ensure energy supply this year as both demand and international competition for resources grows.Liu Tienan, head of the National Energy Administration (NEA), made the remarks when speaking at a national energy work conference."It is always worrisome to have to sustain supply of energy and resources for a country with 1.3 billion people," Liu said.As China is facing a "grim situation" in energy saving and emission reduction, Liu noted, it is urgent to restructure the country's energy use and control the gross consumption volume this year.To ensure a stable energy supply, China will optimize the layout of energy exploration, start construction of energy-transmission projects and other major energy programs while boosting reserves of oil, natural gas and coal in 2012, Liu said.The NEA plans to add another 200 metric tons to the country's coal-producing capacity this year plus 70 million kw of new installed power-generating capacity.If the ecology is protected and people are relocated, China will start construction of hydropower projects of 20 million kw in 2012, according to the NEA.Once safety is ensured, nuclear power will be developed after the country's new safety plan is approved.As for renewable energy development, the NEA plans to launch wind power projects with a total capacity between 15 million kw and 18 million kw, while developing 3 million kw of solar power over the new five-year period ending 2015.Liu said, in 2012, the country aims to provide electricity to another 600,000 people who currently have no access to it and expand electricity access to 5 million people by 2015.The NEA has budgeted 65 billion yuan (10.3 billion U.S. dollars) for upgrading the grids in rural areas.Over the next four years, China will facilitate the development of non-conventional natural gas, such as shale gas and coalbed methane by increasing the number of natural gas users by 100 million to 250 million.A key indicator measuring the economic vitality, power consumption rose 11.7 percent year-on-year to 4.7 trillion kWh in China in 2011. The growth in 2012 is expected to slow to 8.5 percent amid the country's economic slowdown.

  

JERUSALEM, Nov. 1 (Xinhua) -- Israeli researchers at Tel Aviv University developed a computer chip that could recuperate loss body movement if placed in the cerebellum, opening the doors to treatment of brain damage, researchers told Xinhua on Tuesday.The computer chip, wired to a man-made segment of a cerebellum, was attached to a rodent's skull that had lost the ability to blink. After the artificial cerebellum was implanted, the rodent was once again able to blink.The chip, connected to the rat's brain, works by reading sensory information from the body and then communicating it to the cerebellum, the area of the brain that allows movement coordination, through electrodes."The chip itself imitates a small part of the cerebellum, a very tiny part of it," said Prof. Matti Mintz of TAU's Department of Psychology."We took a small part of the cerebellum and studied it and created the computer chip that mimics the damaged area," he said.However, more complicated movements, like walking, are still at least one decade away, Mintz added."We still did not test it on humans because we need to know the area the chip will mimic before installing it, which requires extensive research. But we are now developing a chip that will do a sequence of simple movements," he pointed out.When fully developed for humans, it can be used to help patients who suffer brain genetic diseases like Parkinson, or had strokes that caused brain damage.

  

BEIJING, Oct. 28 (Xinhuanet) -- Taking aspirin everyday may lower the risk of developing colon cancer for people with the cancer-causing genes, researchers found.The finding was published on Friday in the British medical journal "Lancet".The researchers followed 508 patients with Lynch syndrome, an inherited disorder which increases the risk of developing colon and other cancers.These patients were divided into two groups: members in one group took 600 mg aspirins everyday; another group took only the dummy pills.After 4 years, 10 colon cancer cases were reported among 258 patients who took daily aspirins for at least two years, comparing with 23 cases among 250 patients on dummy pills."This is good news for a very specific population," said Asad Umar, a cancer prevention expert at the U.S. National Cancer Institute.However, the finding doesn't apply to the general public, suggested the lead author of the study John Burn, a geneticist at Newcastle University in England.Only those who are at risk of such diseases should consider taking aspirin regularly, such as people having a family history of colon cancer, he added.
