SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. Some of the most popular areas for the scooters, including the Pacific and Mission Beach boardwalks, would be areas required to have speed limits. The list below shows all the areas where speed limits would be enforced:  726

SAN DIEGO (KGTV) -- A South Bay homeowner contacted Team 10, saying his homeowner’s association towed his car even though he has parked in the same spot for years.Cecilio Nazareno has lived in the Rolling Hills Ranch community since 2005. “It’s a nice neighborhood,” Nazareno said.He has never had any problems with his HOA until recently. Navarro went on vacation with his wife late last year for a couple weeks.He parked his car in front of his home, but when he returned it was gone. “We were shocked because my car… was missing,” Nazareno said.He thought it was stolen, but when he contacted property management, someone told him it was towed. “The person that I talked to knew it was my car. [He] said we towed your car because it was abandoned,” Nazareno said.The bill was more than 0. “It’s a lot of money for me, especially being retired,” the military veteran said.Navarro said there were two warnings on his windshield, but he obviously did not see it since he was out of the country. “Give us time to correct it. While you're on vacation and your car is parked, you don't have time,” Nazareno said.Team 10 contacted the property management company and got a response from Rolling Hills Ranch Community Association. General Manager Haley Murphy cited a rule that said certain vehicles cannot “remain parked on any street adjacent to the Property for more than twenty-four (24) continuous hours.”However, Team 10 found the rule was for oversized vehicles, not regular sized cars.Murphy then pointed out a different rule: “Any vehicles which would be considered abandoned over 72 hours are subject to regulations… and vehicles that can’t be driven must be kept in the garage or removed.” “I said, how can you say abandoned? I used that car and parked here since 2005,” Nazareno said.“When I was in the military I would leave it here for weeks on out.” Team 10 asked why Navarro was being towed now.Murphy would not answer that specific question, but cited yet another rule that said: “Any vehicle parked for more than 72 hours in the same space is subject to tow with no further notice.” Murphy said that because he lives in “the gated section of the community with private streets,” there are additional restrictions on parking. Nazareno said he, along with several of his neighbors, have never seen this rule.Attorney Dan Zimberoff is not affiliated with the case, but sees a lot of issues similar to Nazareno’s situation. “It’s really the three P’s you see a lot. Pets, poop, and parking,” Zimberoff said.He said it is in the interest of both sides to resolve issues before it goes to court. One way is mediation. There are both formal and informal processes.Nazareno no longer has the car, but still hopes for his money back. “For those board members and for those managers that are out there that spend a lot of time trying to get that homeowner, really, if they spent half the resources and the time on trying to build community, then everyone would be in a better position,” Zimberoff said.Murphy would not give Team 10 the total number of vehicles towed, but wrote “the Association has always employed a security company to monitor common area property and perform parking enforcement.”For more information and assistance with HOAs click here.  3276

SAN DIEGO (KGTV) - A three-year-old child suffered serious injuries after he was run over by a pickup truck Saturday morning in El Cerrito.The child reportedly stepped in front of a full-sized truck in the Quad area of Crawford High School, when he was hit. SAN DIEGO (KGTV) - A team led by Scripps Research has yielded positive results in a new research study involving antibodies.Researchers say they've worked to isolate the most potent antibodies in the blood of recovered COVID-19 patients. The study was published in "Science."Dennis Burton, the study's co-author, says once they identified the most potent antibodies, they cloned them."You clone the really good ones, and then you make lots and lots of them in production facilities and then use as a standard to protect and-or treat Covid-19," Burton said.They've tested the cloned antibodies, or monoclonal antibodies, on animals, and they've yielded positive results. They hope to conduct human testing early next year.When asked if it is similar to antibody treatments from convalescent plasma donations, Burton says what they're making is more efficient and can be produced for masses.He says the monoclonal antibodies could be used as a preventive measure given to uninfected but at-risk people before a vaccine is available, and could even be useful for people that may not respond well to a vaccine.He also says the monoclonal antibodies could be used to design better vaccines by giving researchers a better idea of which antibodies are most effective. 1268

  

SAN DIEGO (KGTV) -- A woman was killed and two men were injured following a shooting at a Church's Chicken in Otay Mesa West Wednesday night. According to San Diego Police, the shooting of the three employees was reported at the restaurant in the 3700 block of Del Sol Boulevard just after 5:30 p.m. Police say a man in his 30s walked into the restaurant early in the evening. "The suspect got into a verbal argument with employees and left the restaurant. He returned minutes later armed with a handgun and shot at three employees," police said.RELATED: Witness saves victim of Church's Chicken shooting in Otay MesaAccording to police, the same man tried to buy food at the same location earlier in the day using a counterfeit 0 bill. Surveillance video from a business across the street shows the suspect parking and re-parking his car several times between 4:40 p.m. and 5:22 p.m. At 4:53 p.m., video shows the suspect walking into the establishment before going back to his car at 5:08 p.m. The man re-parked his car at 5:22 p.m. before walking into the restaurant a final time at 5:27, when the shooting took place. At 5: 30 p.m., video shows the suspect walking to his car before driving away with his lights off. Minutes later, at 5:34 p.m., a San Diego Police vehicle arrived at the Church's Chicken. Customers were in the restaurant, but no gunfire was directed at them.Friends identified the woman who died as Maribel Merino-Iba?ez, a "loving daughter, sister, and aunt" according to a GoFundMe account started in her name.RELATED: Victim's family makes plea for justice following deadly Church's Chicken shootingThe condition of the two surviving victims is stable, police say.The suspect drove off from the scene in a blue sedan which a mechanic told 10News was a Dodge Charger.
