SAN DIEGO (KGTV) - A two-year-old girl found strapped to the chest of an immigrant teenager is in the custody of Immigrations and Customs Enforcement officials, the U.S. Border Patrol said Monday.The girl was part of a group of six undocumented immigrants found traveling near Campo Nov. 27, officials said.The 17-year-old boy who was carrying the girl said she had been with her mother the previous night, but the mother became tired and asked the teen to hold her daughter. When the group separated, he could not locate the mother, he told Border Patrol officials.Authorities are trying to reunite the girl with her mother.The U.S. Border Patrol said it maintains a high level of vigilance in border zones to prevent the smuggling of humans, drugs, and other contraband. 780

SAN DIEGO (KGTV) - A water main break in Mira Mesa flooded a music and art studio, filling up rooms full of musical instruments and equipment.The sound of gushing water early Saturday night led to a flood of emotions for musician Anastasya Korol."There is a river rushing in the back ... Shocked and really sad as it started to sink in," said Korol.That night, city officials say water from a break in a 55-year-old, 36-inch steel pipe, flowed into the back of a building in the Via Excelencia Business Park. One of the businesses flooded was the San Diego Music and Art Cooperative, a music and art studio for independent artists. It's used for rehearsal space and classes.Korol says among the seven pianos damaged was the piano she played as a child. "It's upsetting to lose it ... The water goes up through the wood, warps the wood and sound board," said Korol.Also waterlogged: dozens of other instruments, from guitars to violins, along with a long list of sound equipment, artwork and art supplies. Studio founder Mathew Rakers says the total loss is hundreds of thousands of dollars."It's crazy to put years and years of work into something and see it wash away in a matter of hours," said Rakers.Rakers plans to file a claim with the city. Attorney Evan Walker, an expert in flood cases, says such cases could take anywhere from six months to two years to wrap up."You're dealing with a bureaucracy, and when you're dealing with litigation, things tend to get complicated," said Rakers.He says filing with your insurance - if you do have flood insurance - is usually speedier. A delay is something Rakers says his artists can't afford."I'm worried. The biggest loss if the loss of incomes. Sheets and towels are provided and changed weekly. SAN DIEGO (KGTV) -- A water contact closure was extended Sunday to include the Silver Strand due to flows from the Tijuana River. According to the county, a water contact closure was issued Saturday for Imperial Beach. The closure was extended north to include the Silver Strand. “Sewage-contaminated runoff in the Tijuana River has been entering the Tijuana Estuary as a result of recent rainfall,” the Department of Environmental Health said. SAN DIEGO (KGTV) -- A woman says she tried to save the life of a man found dead under a bridge this morning. He was released from the hospital just hours before police found his body in Hillcrest. There was something about a man at the hospital that stood out to Megen Murray. "For whatever reason, I don't know why he caught my eye," said Murray. "I just watched the orderly wheel him outside."He was discharged from Scripps Mercy Hospital Wednesday night. He was still wearing a hospital gown when he was found."It was just unnatural to see a man in a hospital gown, in a wheelchair, sitting on the street."Murray says she tried to get the hospital to help, but she says they wouldn't listen. "Yep, he's homeless, he has nowhere to go, we dismissed him, if he wants he can come back in and be seen again but that was it," said Murray.She then took it upon herself to make him comfortable. "I said, 'I have these blankets for you,' and he looked at me and gave me the biggest smile. And then I said, 'I only have  cash on me, so here's .' I told him to put it in his pocket and said 'I'm sorry I cant do more."'The hospital told 10News the man was healthy enough to be released and aware of his surroundings. Seven hours later he was found dead after tumbling from the Washington Street bridge. And it's not the first time a patient was discharged in hospital clothes. A video from Baltimore went viral in January that showed a woman, wobbling and confused, still wearing a gown and surgical mask. Homeless patients are often discharged after being treated with nowhere to go. "We have to see these people as people. They're people. It just ripped me to the core.
