CA?ON CITY, Co. -- The Royal Gorge Bridge and Park has been a place providing natural beauty and adrenaline rushing rides for 91 years.“It’s history,” said Chad Harris, who works at the admissions desk. “It’s one of the most iconic places in the United States, and I feel honored to work here.” Harris said the park has been a special part of his life. He was an intern at the park several years ago and then came back to work full-time.“My family worked here, my brother, my sister my mom,” Harris said. “I wanted to come back to this place and have a career here.” But seven years ago, Harris watched decades of memories go up in flames. The Royal Gorge Bridge and Park was destroyed by a wildfire. The bridge was nearly all that was left.The heartbreak of the fire—only preparing Harris and his team for the challenges that COVID-19 would bring.“I honestly thought the fire was the worst thing that could happen to us,” said Peggy Gair, who manages public relations for the park.Gair has been with the park for more than 20 years and said the virus was a new strain of devastation.“Never in my wildest dreams did I think we’d be closed for that many weeks, the two and a half months that we were,” Gair said. She said the fire was different—the park had insurance and was prepared to rebuild. No one could have prepared them for the pandemic.Just before the pandemic hit, employees spent dozens of hours and thousands of dollars hiring 30 new employees. Days later, they had to let everyone go, and now, the process to rehire is more complicated than ever before.Gair is signed up for a new way to find workers: a live, virtual job fair. She’s hoping to fill dozens of open positions around the park. Some of those jobs have been available since last year, and now, Gair believes the extra 0 a week in unemployment benefits is playing a role in keeping people from applying.“There’s jobs available,” Gair said. “People aren’t excited to go back to work. They want to wait.” Gair is hoping that after July 31, more people will come to her park looking for work.Despite the struggle, Gair said she looks at the park today like she did in 2013—as a beacon of hope. CAMPO, Calif. (KGTV) - A border watch group says there are glaring holes along the border that can be plugged with the help of troops.The Department of Defense sent thousands of troops across the border to areas like the San Ysidro Port of Entry. “I don’t know all the intelligence, but it seems like (the troops) are all in the areas where the fence is pretty secure,” said Dan Russell with the Minutemen. The Minutemen is a citizen’s group dedicated to watching the border for illegal crossings. If they see any, they report them to border patrol. “Maybe they’re expecting thousands to show up in Tijuana or Tecate, but if they’re there in large numbers all they have to do is get on a bus, take the highway, drive an hour, and come over a wide open border,” Russell said.Russell says his group volunteers to watch the mile of the border just southwest of Campo. In that mile stretch, there are about five gaps along the border wall.“About every quarter mile, you’d want some eyes on the border,” he said. 1045
CAMDEN, N.J. -- Lieutenant Gabriel Rodriguez is a part of the Camden County Police Department, a department that started over from scratch seven years ago.“East Camden is actually an area I grew up in. I was born and raised out there. Very familiar territory for me. A lot of my cuts and scratches and bumps out there, a lot of good memories,” Lt. Rodriguez said.Back in 2011, then-Mayor Dana Redd says Camden was confronted with a fiscal and public safety crisis that led them to lay off more than half of the Camden City Police Department.“We were facing a million deficit in fiscal year 11 and looking for ways not only to balance the budget, but to certainly provide for the safety and protection of our citizens,” Former Mayor Dana Redd said.Lt. Rodriguez was part of those layoffs.“When I was laid off in 2011, it was a horrible experience. Not to have a job I was laid off for 10 months,” he said.He wasn’t so sure the transition was a good idea, but then he says he saw a culture change as the new police force was required to be more community driven -- getting out of their vehicles and interacting with the people of Camden.“I received my first thank you in my entire career when I was out on my walking beat as a Camden County Metro police officer. I’ve never heard that before… ‘thank you for your service,’” Lt. Rodriguez said.The process of creating the new model took about two years. Redd says the city hired a consultant and had conversations with stakeholders and representatives from 19 diverse neighborhoods in Camden. As mayor, her intention was to establish a system that would reduce the number of crime victims and help people feel safe.“In my mind and my opinion is that public safety is not just about enforcement. It’s prevention, it’s intervention programs that you have available for children, youth and families, and it’s also reentry programs for individuals who have been formerly incarcerated who are returning home to communities like Camden, New Jersey,” Redd said.Redd says there was a lot of support for the changes, but there was also a lot of pushback. And some residents say they still haven’t witnessed major changes with the new system -- like Keith Benson, who was born and raised in the area. He’s also the president of the Camden Education Association.“If you’re a community police department, you should be required to live where you’re serving,” Benson said.Benson says he'd like to see residency requirements for officers be reestablished. Data from the U.S. Census Bureau show more than 90% of Camden identifies as either black or Latino - and Benson says he believes the police force should mirror that. Right now, about half the force is white. However, Benson says more needs to be done to have an effective and trustworthy police force. He says going out into the community is part of it, but actually being a friendly member of the community and looking non-threatening is another.“When you recognize – you know you have access to social media – you see cops killing people and you see this big gun hanging on this cop’s hip that at any moment they can reach on you. That makes you feel a certain way as a civilian. Specifically, if you’re a person of color in a neighborhood like this,” Benson said.George Floyd’s death has put the topic of police reform in the spotlight.“We’re not law enforcement officers, we’re public servants. Our job is not just to enforce the law, it’s to serve the people," Lt. Rodriguez said. "And to see someone murdered by that person that took that oath is very sickening and disgusting. And it hurt me as a person – not as an officer – as a person it really hurt me to see that happen because I have brown skin and that could have been me. I get pulled over by police and get treated a certain way until they find out I’m a police officer.”David M. Kennedy is a professor of criminal justice at John Jay College and the Director of the National Network for Safe Communities.“When it comes to policing and public safety, I really think the world just changed,” Kennedy said.Kennedy says he’s been paying close attention to the Camden situation for quite a while, and he thinks it’s time for other places across the U.S. to consider a change.“People are not going to tolerate the kind of policing that many of them have been having,” Kennedy said.Even though Former Mayor Dana Redd says the restructuring of police was mostly a financial decision, the nation is now looking to it as a potential blueprint for community-based policing.“What Camden did, do you think that would be a good step for Minneapolis moving forward?” Reporter Elizabeth Ruiz asked.“That’s a question for the people of Minneapolis," Kennedy said. "If it’s going to be legitimate, it has to be welcome and authentic in the eyes of the public.”Kennedy says in order to defund and disband a police department and build something new, law enforcement has to gain people's trust.“Institutions that have done harm need to acknowledge that harm. They need to be honest about it. They need to engage with those who have been harmed in a way that those people find authentic,” Kennedy said.Lt. Rodriguez says he stands with those who feel hurt and violated by the death of George Floyd.He says he believes in the system they’ve created in Camden and hopes police officers all over will work harder to connect with the communities they serve.“We’ve worked so hard with the community to build that trust and that confidence," Lt. Rodriguez said. "That they can reach out to us that their voices are being heard. When something so unfortunate and so terrible happens like it did to Mr. Floyd, it really stains the badge.” 5677
CARLSBAD, Calif. (KGTV) - “Right now, it’s worse than I’ve ever seen it in my life. I see a new face come through here every day,” says Gregory Parada of Carlsbad. He has been homeless for several years.The City of Carlsbad reports there’s a growing number of homeless people in the community. A team of specially-trained police officers have been doing homeless outreach for the last eight months. As of last week, the City Council approved a 5,000 contract with Interfaith Community Services which will provide two full time socials workers to assist with outreach in the field. On Saturday, 10News was granted permission to ride along with law enforcement during “compassion enforcement”, as the city calls it. “That's as simple as connecting them to a family member [or they] might have hygiene needs and we have hygiene kits that we got from a bunch of nonprofits," says Sgt. Bryan Hargett. These officers are working to get the homeless population the items and services they need. The city of San Diego still has a much bigger homeless population than Carlsbad. According to San Diego County’s WeAllCount report, there are 4,912 homeless people in the City of San Diego. There are only 210 homeless people in the City of Carlsbad, but that’s up from 160 homeless people in Carlsbad last year.Davye Sauermilch tells us she’s considering getting help after her interactions with the officers. "My boyfriend's now in rehab because of these guys,” she adds.“I guess they protect me. I feel fine about them,” says Parada. Sgt. Hargett explains, “If they don't trust us, we're not going to be able to work together.” He adds, “One of the things we're learning about being out here is consistency. It could take us 30 contacts [with a person] and on the 31st they're like, ‘Hey, I want help now.’”Outreach coordinators will report back to the City Council on the progress of the initiative later this year. 1927

Financially, it’s also taken a disproportionate toll.Ozzy Gamez’s neighborhood storefront looks a lot like an indoor jungle.“Our main focus has been indoor houseplants, tropical cacti, anything weird and exotic, strange,” said Gamez.Co-owned by his long-time friend and business partner Juan Quezada, they own "The Plant Shop."“It feels good to come into work and just put my hands on some soil and just kind of bond with people over something that's very natural, very organic,” said Quezada.For many in the Latino community, a connection to caring and nurturing plants is intertwined with family and culture. Gamez grew up in Belize, surrounded by tropical plants.“When I was growing up, it was kind of all around,” said Gamez. “My grandfather would plant things and grow things, whether it was for the animals he was raising or whether it's for us.”“I am Mexican, so I think that in my culture, it plays a big role,” said Quezada. “My mother always used plants for remedies, even as small as like aloes. I had a little cut, she always used that.”According to the Pew Research Center, the pandemic has hit Latinos especially hard. About 6 in 10 Latinos, 59%, in May said they live in households that have experienced job losses or pay cuts due to the coronavirus outbreak.Many have found solace during the pandemic in reconnecting with plants, returning to their roots.“You start thinking about where you came from and thinking about your ancestors,” said Gamez. “Not only think about them, but the places that were meant for me and I start thinking that kind of links it all. It's plants.”Gamez and Quezada have been fortunate. Business has been good to them during the pandemic.Despite having to limit the number of customers in the store, demand has increased. They’ve had to double their staff to keep up.“Our customers are great,” said Quezada. “They completely understand whether they have to wait outside for a second or you have to sanitize your hands coming in or wearing a mask.”Regulars like Glenn Gallet say it’s all worth it.“The amount of rare plants and things I'd never seen before, things I've lusted after, I spent a lot of money here over the years. But it's all been worth it,” he said.In a time when most could use a little extra care, nurturing another living thing could be just the right medicine. 2410
