SACRAMENTO, Calif. - California gas prices have gone up again.Gasoline taxes rose by 12 cents per gallon Wednesday to raise money for fixing roads and highways. It's the first of several tax and fee hikes that will take effect after lawmakers approved them this year.The move brings the state's tax on gasoline up from 29.7 cents per gallon to 41.7 cents per gallon. RELATED: State may hike gas tax even more in 2018AAA spokeswoman Marie Montgomery says the price increase will be mitigated because it coincides with the annual shift to a winter blend of gasoline, which generally reduces prices by about 6 cents per gallon.Diesel taxes will go up by 20 cents a gallon, and diesel sales taxes will rise by 4 points to 13 percent.RELATED: Poll: Most Californians oppose Gov. Brown's gas tax planThe tax increase has been highly politicized, with two Republican candidates for governor backing efforts to repeal it in next year's election.Wednesday throughout San Diego County, the average price of gasoline rose 1.6 cents to .066 a gallon. RICHMOND, Va. — Crews have arrived to remove a statue of Confederate General J.E.B. Stuart from Richmond's Monument Avenue — an area of the city that contains several Confederate statues that Mayor Levar Stoney has promised to remove.The J.E.B. Stuart monument is one of about a dozen statues Stoney has ordered be removed from city property.Statues of Confederate General Stonewall Jackson and Confederate Naval Commander Matthew Fontaine Maury were removed from Monument Avenue last week and taken to an undisclosed location. A statue of Confederate President Jefferson Davis was toppled by protesters last month.A statue to Confederate General Robert E. Lee is located on state-owned property and could be removed once legal challenges to its removal make their way through court.The Stuart statue, erected in 1907, is the first monument Stoney promised would be removed following the holiday weekend.The mayor said it would cost .8 million to remove the statues. He said the money would come from the Department of Public Works and be reimbursed by a private fund.While city attorney Haskell Brown told Richmond City Council that Stoney did not have the power to remove statues, Stoney said he believed he is on sound legal ground to remove the statues using his emergency powers as the Emergency Management Director."That's in our Emergency Operations Plan. That is also the part of the governor's declaration of emergency that I'm the emergency manager," Stoney said. SACRAMENTO, Calif. -- Governor Jerry Brown has agreed to deploy 400 National Guard troops at President Donald Trump’s request, according to the Associated Press.Brown specified that not all the troops will head to the U.S.-Mexico border and none will enforce federal immigration enforcement.The troops will focus on fighting drug crime, firearms smuggling and human tracking, a letter sent to the Trump by Brown Wednesday said.Brown said the troops will not help build a wall or “detain people escaping violence and seeking a better life.”Trump has said he wants up to 4,000 troops to be sent to the border to combat illegal immigration and drug trafficking.Brown said the deployment will happen pending review and approval of the federal government. 758

(AP) -- California health officials have reported the state's first coronavirus death of a child.The state Department of Public Health said Friday the victim was a teenager, had other health conditions and died in the Central Valley.No other details were released.The state's death toll surpassed 9,000 on Friday, and three-quarters were 65 and older.Only about 9% of California's half-million confirmed virus cases are children, and very few have suffered conditions serious enough for hospitalization.Scientists still aren't certain why children don't seem to be as seriously affected by the virus as adults. 637
