SAN DIEGO (CNS) - A jury Monday began deliberating the fate of a man accused of fatally beating a senior citizen and going on a shopping spree with the victim's credit cards nearly two decades ago.Prosecutor Christina Arrollado asked jurors to find 39-year-old Edward Jamar Brooks guilty of first-degree murder.The 71-year-old victim, LeRay Parkins, was found in an alley off the 3700 block of 28th Street on Aug. 23, 2000. He died at a hospital three days later of injuries that included two skull fractures and brain bleeding.According to prosecutors, Parkins was out on a morning walk when he encountered Brooks and co-defendant Lester Bell.Brooks allegedly struck Parkins in the head with a bat, then rifled through the victim's pockets and took his wallet. Purchases were made with Perkins' credit card less than two hours later at a Spring Valley gas station and an Escondido clothing store, according to the District Attorney's Office.A baseball bat was later found at a Spring Valley home frequented by Bell and the getaway driver, Terrence Maurice Brown, but authorities lacked sufficient evidence at the time to arrest the trio for the murder, according to previous court testimony.The three were arrested in different states last summer: Brooks in North Carolina, Bell in Colorado and Brown in Arizona. Brown, 38, recently pleaded guilty to a robbery charge, while Bell, 39, pleaded guilty to voluntary manslaughter. "These three set out looking for victims."Ford countered that if three people are involved in such a crime, accomplices "will say anything to save their own skin -- don't convict Mr. Brooks unless it's based on evidence." SAN DIEGO (CNS) - An additional 10,000 households economically impacted by COVID-19 are able to apply for rent relief from San Diego County Tuesday, part of million county supervisors allocated for just such a purpose.County residents economically impacted by the pandemic could qualify for assistance of up to ,000 to pay for past-due or upcoming rent through the second wave of the Emergency Rental Assistance Program starting Tuesday.County leaders are anticipating awarding more than million in assistance to residents who applied during the first round of applications at the beginning of October, although details about when that money is expected are scarce.For the new round of funding, the county will review applications as they are received and will continue to take applications until funds are depleted. Those who apply will be able to check their application status online at any point in the process.To be eligible, households must be renting and have experienced a financial hardship directly related to COVID-19. This includes a loss or reduction of income or an increase in medical expenses.Households must also fall under 60% of the area median income to qualify. For example, to be eligible, a single-person household can earn up to ,540 and a four-person household can earn up to ,300. SAN DIEGO (CNS) - County health officials reported 253 new COVID-19 cases and three new deaths Sunday, raising the region's totals to 38,300 cases and 682 deaths, as some local businesses prepared to re-open indoor operations Monday.Three men in their 80s died. All three had underlying medical conditions.Of the 5,360 tests reported, 5% returned positive. This is one of the two criteria now being used by the state to loosen or tighten restrictions on activities.The 14-day rolling average of positive tests is 3.7%, well below the state's 8% guideline. The seven-day average number of tests performed in the county is 6,775.Of the total positive cases, 3,099 -- or 8.1% -- have required hospitalization since the pandemic began, and 750 -- or 2% -- were admitted to an intensive care unit.County health officials reported two new community outbreaks as of Saturday, bringing the number of outbreaks in the past week to 19. One outbreak was in a health care setting and one in a business setting.The number of community outbreaks remains well above the county's goal of fewer than seven in a seven-day span. SAN DIEGO (CNS) - A man was sentenced to nearly a decade in state prison Wednesday for his role in the fatal shooting of a Navy sailor who pulled over on a San Diego freeway ramp to help a seemingly stranded motorist.Harvey Liberato, 26, pleaded guilty to voluntary manslaughter and other charges stemming from the Oct. 27, 2018 slaying of 21-year-old Curtis Adams on the connector ramp between southbound state Route 15 and northbound Interstate 5.Adams was driving on the freeway with his girlfriend at around 2 a.m. when he stopped to assist a disabled vehicle on the side of the freeway, which was actually a car that had sustained flat tires in a shootout from a bungled vehicle burglary earlier that night.RELATED: Man found guilty of murder in slaying of Navy sailor on freewayThe disabled car was occupied by Liberato, Susana Galvan, 40; Brandon Acuna, 23; and Brandon's brother, Edson Acuna, 26.Believing Adams was the person they had engaged in a shootout with earlier in the night, Edson Acuna exited the car and shot Adams in the chest.Edson was convicted by a jury earlier this year of first-degree murder, robbery, burglary, various firearm counts and a special-circumstance allegation of committing the murder in the commission of a burglary.
