Other problems include droughts in northern grain production areas and lingering low temperatures in the south.According to the Ministry of Agriculture, China needs to maintain an annual grain output of 500 million tonnes to feed the nation's 1.3 billion people.China's summer grain output rose six years in a row to top 123.35 million tonnes in 2009, which was 2.6 million tonnes more than the previous year."Hybrid rice will play a key role in ensuring food security worldwide in the new century," Yuan said."If 50 percent of the world's rice paddies were planted with hybrids, rice production could be increased by another 150 million tonnes, and 400 to 500 million more people could be fed," he said.Yuan believes food security is "a war people can not afford to lose" ."The global economic downturn will always end, but food security is the problem we have to face every second," Yuan said.Statistics from the United Nations showed about 1 billion people were suffering from hunger and malnutrition and every six seconds saw a child dying of hunger or related diseases.With the theme "science & technology innovation and urban future", the two-day forum focuses on innovations in science and technology.The previous two theme forums of the World Expo centered on communications and cultural heritages.Yuan started working on hybrid rice in 1964."I often drive my car to go to rice paddies to do research," said the 80-year-old, "The only difference is that when I was young, I rode a bicycle or motorcycle ....you could attribute it to improving life."Hybrid rice has also been commercialized in other countries, including India, Vietnam, the Philippines, Bangladesh and the United States."For the benefits of the world' s people, we are well prepared to help other countries develop hybrid rice," he said.

BEIJING, Aug. 23 (Xinhua) -- China's top legislature Monday opened its bimonthly session with a series of draft laws and amendments, including the amendment to the Criminal Law and a draft law on intangible cultural heritage (ICH) protection.The session of the Standing Committee of the National People's Congress (NPC) continued to deliberate draft amendments to the Law on Officers in Reserve Forces, the draft People's Mediation Law, as well as the draft Law on the Application of Laws to Civil Relationships Involving Foreign Interests.Lawmakers also deliberated for the first time draft amendments to the the Law on Deputies to the People's Congress, draft amendments to the Criminal Law, the draft Law on the Protection of Intangible Cultural Heritage, and the draft revision of the Water and Soil Conservation Law.The amendment to Criminal Law proposes reducing the number of crimes subject to death penalty from 68 to 55. It also gives a definition of "organization in the nature of a criminal syndicate" and lists tougher punishments for crimes by such organizations.Drink driving, intentionally defaulting on payment to employees and illegal human organ trade are to be listed as crimes in the Criminal Law, according to the amendment.The draft law on ICH protection includes a definition of ICH, mechanisms for ICH surveys, regulation of the inheritance of ICH, and penalties for its destruction.Lawmakers on Monday also heard a report on the NPC Standing Committee's research results on issues for the formulation of the 12th Five-Year Plan (2011-2015). BEIJING, July 29 (Xinhua) -- The People's Liberation Army (PLA) Navy had conducted a large scale of live-ammunition training exercise in the South China Sea, according to a front-page report on Thursday's PLA Daily newspaper.The exercise, which was carried out on July 26, brought together a large group of warships, submarines and combat aircraft.During the exercise, warships and submarines from the Navy's South China Sea Fleet performed precision strikes on surface targets by firing guided missiles while surface warships conducted anti-missile air defense operations, said the PLA's official newspaper.A naval aviation fleet also participated in air control operations, according to the report, which did not specify the exact location of the training or the number of participating warships.In overseeing the training, General Chen Bingde, PLA's chief of the General Staff, said that the PLA should "pay close attention to the development of situation and tasks" and make "solid preparation for military struggle which depends on massive military training" .

SHANGHAI, Aug. 13 (Xinhua) - Swiss President Doris Leuthard Thursday said the rise in bilateral trade between Switzerland and China is a delightful surprise, as she seeks to expand economic cooperation with China through a free trade agreement.The trade increase was a surprise as it came during the economic crisis last year, Leuthard said.In the first six months of 2010, Swiss exports to China increased more than 30 percent and Chinese exports to Switzerland increased more than 16 percent.Total trade volume between the two countries during the period hit 6.2 billion Swiss Francs (5.86 billion U.S. dollars), she added.Leuthard said she is optimistic about the future of Sino-Swiss bilateral trade, as the two countries are working on a free trade agreement."We are ending feasibility study (for the agreement) so both sides know the market, the opportunities and the risks very well. It is very promising," she said.After the joint feasibility study, the two sides will enter the final stage ahead of the signing of the deal, she added.Talks on the free trade agreement began in 2007 when Leuthard, as head of the Federal Department of Economic Affairs, signed an agreement with then-Minister of Commerce Bo Xilai. The agreement recognized the full market status of China.Switzerland hopes to be the first European country to have a free trade agreement with China, Leuthard told Xinhua in an interview last year.China is Switzerland's second largest trade partner in Asia after Japan.
