PARIS, April 22 (Xinhua) -- Heavy load launcher Ariane 5 lifted off two communication satellites, Yahsat Y1A and Intelsat New Dawn, at around 6:37 p.m. local time (2137 GMT) on Friday from Europe's Spaceport in French Guiana.Yahsat Y1A is the first United Arab Emirates satellite launched by Arianespace. It is built by Astrium and Thales Alenia Space and will be positioned at 52.5 degrees East. With a design life of 15 years, it will be operated by the Al Yah Satellite Communications Company, a telecommunications company indirectly controlled by the Abu Dhabi Government.Weighing around 5,935 kilograms at lift-off, Yahsat Y1A was expected to be separated first around 27 minutes after the launcher started the flight.The second passenger Intelsat New Dawn was built by Orbital Sciences Corporation and weighs about 3,000 kilograms. Also with a designed life span of 15 years, it is planned to be positioned at 32.8 degrees East.Via the second mission of Ariane 5 in 2011, Yahsat Y1A will provide customized relay services for the government and commercial sectors in the Middle East, Africa, Europe and Southwest Asia, while Intelsat New Dawn will work as a part of the global Intelsat fleet, offering service for Africa.This launch, the 201st of an Ariane family vehicle since 1979, brought to 22 the number of Intelsat satellites serving Africa, according to the launching company.Originally scheduled for liftoff on March 30, this dual-payload mission was delayed following an interruption of the final countdown when an incorrect displacement of one of the engine's actuators was detected, Arianespace said in a statement. The launching center planned to have six liftoffs of Ariane 5 through this year.

BEIJING, Feb. 12 (Xinhua) -- The Chinese government has reiterated a strict ban on hepatitis B tests during pre-employment physical examinations as many companies reportedly violated rules to require hepatitis B tests for job applicants.In a statement released Saturday, the Ministry of Health said that no health institutions are allowed to provide hepatitis B checks as part of pre-employment physical tests regardless of whether the examinees provide consent or not.On Feb. 10, 2010, the Ministry of Health, the Ministry of Education and the Ministry of Human Resources and Social Security jointly issued a circular demanding the cancellation of the hepatitis B tests during the health checks for school enrollment and employment nationwide.However, according to a survey released this week, which was conducted by the non-profit Beijing Yirenping Center, some 61.1 percent of the 180 state-run companies surveyed included hepatitis B checks in their pre-employment physical examinations.More surprisingly, 63 companies said that they would never consider hepatitis B carriers for a job or were reluctant to hire such people.Yu Fangqiang, the principal of the Yirenping Center, said that such violations mainly resulted from light punishment for violations and some health institutions' desire for profits.According to the survey, employers would only be fined between thousands to tens of thousands of yuan if they lose their lawsuits for bias against hepatitis B carriers.Meanwhile, a worker will spend a lot of time, energy and money to file a lawsuit and collect evidence in order to win.Liu Xiaonan, an associate professor with the China University of Political Science and Law, called on the government to hammer out a particular law and set up a special committee to investigate discrimination cases in order to ensure the rights of workers.In the statement released Saturday, the health ministry also ordered a careful investigation of all cases of hepatitis B discrimination, and promised that violators would be exposed and punished in accordance with laws and regulations.Medical tests show that hepatitis B virus can only be transmitted from mother to child during childbirth or by contact with the blood or other body fluids of an infected person.

  

ADDIS ABABA, Jan. 28 (Xinhua) -- Fruitful results have been achieved some one year after the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC), Chinese envoy and Assistant Foreign Minister Liu Zhenmin told Xinhua here on Friday.Liu was in the Ethiopian capital Addis Ababa to attend the 16th African Union (AU) summit as special envoy of the Chinese government.During the FOCAC ministerial meeting held in November 2009 in Sharm el-Sheikh, Egypt, the Chinese government announced eight new measures of promoting Sino-African cooperation.Since then, China has been actively implementing various programs and projects according to the eight new measures, Liu said.The “China-Africa Science and Technology Partnership Program” and the “China-Africa Joint Research and Exchange Program” have been launched, Liu said, adding that the aid program of agricultural demonstration center is in smooth implementation process.Meanwhile, China is actively working on establishing the China-Africa partnership in addressing climate change, and is strengthening communication and coordination with Africa on the issue of climate change, Liu said.The Chinese envoy added that various programs and events such as the China-Africa Agricultural Cooperation Forum, the “African Culture in Focus 2010” activities, and the “20+20 Cooperation Plan of Chinese and African Institutions of Higher Learning” have been launched or successfully held.
