WESTLAKE, La. -- A fire broke out at a chemical plant in Westlake, Louisiana, as Hurricane Laura moved out of the state. Louisiana State Police responded to the scene Thursday and motorists were being advised not to travel on I-10 through Westlake as crews fought to put out the flames.State police say the fire involved a chlorine leak that originated from a BioLab chemical manufacturing facility.The BioLab plant was built in 1979 and manufactures trichloroisocyanuric acid, chlorinating granules and other chemicals used in such household cleaners as Comet bleach scrub and pool chlorine powder, The Associated Press reports. Trichloroisocyanuric acid and chlorine are potentially acutely toxic to people and animals if ingested or inhaled.As a result of the fire, residents in the Westlake, Moss Bluff and Sulphur area were advised to shelter in place until further notice, close their doors and windows, and turn off their air conditioning units.In a statement obtained by KATC, KIK Custom Products said the fire at their facility was the result of damage from the hurricane and a specialized team has been deployed to mitigate the impact of the incident. 1171
With hurricane season in full swing, there's a lot of talk from meteorologists about hurricane "categories." What do they mean, and what do they tell us about a storm?It turns out, a hurricane's category is only based on one thing: wind speed.According to the National Hurricane Center's website, the agency relies on the Saffir-Simpson Hurricane Wind Scale to determine a storm's strength. The scale categorizes a hurricane on a 1-5 scale, based on the storm's maximum sustained winds — the one-minute average of the wind speed taken from inside the storm.When storms over the Atlantic begin to organized into a rotating system around a central "eye," and sustained wind speeds in the storm reach 39 mph, it's classified as a tropical storm. Once wind speeds in the system reach 74 mph, it becomes a hurricane.From there, the NHC uses the Saffir-Simpson Scale to determine how much destruction a hurricane is expected to inflict on an area. While any hurricane is expected to cause damage to homes and topple some trees in its path, higher wind speeds can lead to trees blocking roads and downing power lines, isolating communities without power or access to water for weeks — or even months.STRENGTHMAX SUSTAINED WIND SPEEDDESTRUCTION CATEGORY 1Between 74 mph and 95 mphWell-constructed houses could have damage to roof, shingles, vinyl siding and gutters. With a total of six adopted and foster children, Keri Penland’s family is an exercise in planning and patience.“Trying to do school with them has been insane,” she said.All of her kids are school-aged; some have learning disabilities. When the coronavirus pandemic hit, they--along with tens of millions of other students across the country--became part of a nationwide experiment in remote learning.Her verdict?“I don't know how anybody is doing this, to be honest,” Penland said. “It's not possible.”And it turns out, she's not alone.“We found that remote learning is really failing our most vulnerable learners,” said Justin Ruben, who is with the nonprofit “ParentsTogether.” The group recently conducted a survey of more than 1,500 families across the country to see how remote learning was going.Among the findings:When compared to a family making 0,000 a year, lower-income families--making ,000 or less-- are ten times more likely to have children doing little to no remote learning.Those families are also five times more likely to attend a school not offering distance learning materials at all and 13 percent of them didn’t even have a computer device or internet access.Yet, the numbers were even worse for families of children with special needs, who usually get individualized support at school. While we’re still waiting on a comprehensive COVID-19 vaccine distribution plan, the Johns Hopkins Center for Health Security released an ethics framework Wednesday for who it says should be prioritized.There are two tiers of groups it says should go before the general public. No surprise, the first tier includes front line health care workers taking care of coronavirus patients, people over 65, those with underlying health conditions and their caregivers.Also noted are people who work in the vaccine industry and those who will be administering them. Also, school, food supply and public transportation workers.One issue with that first tier is that's a lot of people, more than 90 million by some estimates.“So, it’s quite possible when a vaccine is available, there won’t be enough available for everybody in this top tier and so there may need to be prioritization within this top tier,” said Dr. Eric Toner, senior scholar at the Johns Hopkins Center for Health Security.The second-tier group includes other health care workers, people living in remote locations without access to quality care, and other essential workers like delivery, military, and first responders.It also includes people who live in places where they can’t socially distance, so inmates and people in shelters.The framework also mentions this is a decision that shouldn't only be made by experts and officials.“The public needs an opportunity to weigh in on this because, after all, they are the ones who are the recipients of the vaccines and whether they get it or not,” said Toner.The good news is the scholars don't see cost as a barrier to the vaccine.
