A House committee issued a scathing report Wednesday questioning whether Boeing and government regulators have recognized problems that caused two deadly 737 Max jet crashes and whether either will be willing to make significant changes to fix them.Staff members from the Transportation Committee blamed the crashes that killed 346 people on the "horrific culmination" of failed government oversight, design flaws and a lack of action at Boeing despite knowing about problems. A federal judge has dismissed several charges against Dr. Jumana Nagarwala in the historic female genital mutilation case, ruling that the federal law against female genital mutilation is unconstitutional.U.S. District Court Judge Bernard Friedman ruled that Congress did not have the power to enact a federal law that banned female genital mutilation in the United States.Instead, Friedman made the argument that the law was too broad and it violated Congress' powers, as the law does not stand up to scrutiny under either the Necessary and Proper Clause or the Commerce Clause of the US Constitution.He also found that laws penalizing Female Genital Mutilation should be handled at the state level, similar to laws regarding Criminal Sexual Conduct, battery or child abuse.  Shannon Smith is the Defense Attorney for Dr. Nagarwala.  She says the ruling is "absolutely a huge victory. When you actually studied the law they enacted, there was no constitutional basis for them to enact the law. It’s really an issue that should be left to the states."Smith also claims the doctors did not perform Female Genital Mutilation, saying instead they performed a mild form of female circumcision."What Dr. Nagarwala was doing, if we had gone to trial, would have been vindicated that she was not mutilating little girls. While we’re happy with the victory and we’ll certainly take it, there’s a part of me that’s a little disappointed that the public isn’t going to see the evidence brought out at a trial to see that she was never guilty of it in the first place," Smith said.The ruling comes after Friedman also dismissed a "conspiracy to transport minor with intent to engage in criminal sexual activity" charge in January. That was the only count that could have lead to life in prison for both Nagarwala and Dr. Fakhruddin Attar.Friedman's ruling leaves two counts in place in the case. A Howard County, Maryland fire fighter and first responder wasn’t even working when he risked his own life to save another.  Ryan Glenn said it was just instinct.  Glenn said he was driving along The Chesapeake Bay Bridge when he saw a man threatening to jump.  “I saw the gentleman standing on the railing and he was on the railing holding on to the guardrail,” said Glenn.At it’s center, The Chesapeake Bay Bridge is 180 feet, a dizzying height for anyone. Glenn was off duty, happened to be on the bridge and jumped in to help.“I said hey, there’s a lot of people who care about you.  Let’s not do this, come down and talk.  I’m here for you, I care about you,” Glenn told the distraught man.With the help of two other off duty officers, who just happened to be on the bridge as well, Glenn began the negotiating.“I managed to get closer and closer to him and probably about two feet away from him, I said, just take my hand and let’s get you down from here.”But that’s not what happened. “He looks down at the water and looked at me again and then he did the unthinkable.  He went from the railing of the bridge to a cross member I-beam type of material on the bridge and jumped on it.  At that point, he was just holding on by his grip and his feet were dangling over the water” remembered Glenn.As a trained professional, Glenn was comfortable risking his own life to save another.“At that point, all three of us, it was just like instinct, all three of us, reached over the railing and grabbed him and pulled him over,” Glenn said.“You’re conditioned to it, if you see something wrong, we run to the problem, we try to fix things.”The man was taken to safety and then to the hospital for treatment. 1758
