SAN DIEGO (KGTV) - The City of San Diego is rolling out the second phase of the polystyrene foam and single-use plastics ordinance as the Memorial Day weekend kicks off. Starting May 24, a ban on the sale and distribution of egg cartons, food service ware and food trays made from polystyrene foam begins. The ban includes bowls, plates, trays, cups, lids and other similar items designed for single-use. According to the city, polystyrene foam doesn’t biodegrade and can be mistaken for food by marine life and other animals. Acceptable alternatives include recyclable plastic, aluminum and recyclable paper products, the city says. Some businesses that make less than 0,000 are exempt until 2020. “The City’s goal is to achieve zero waste by 2040,” said the City’s Environmental Services Department Director, Mario X. Sierra. “This ordinance not only helps in achieving that goal, but also improves water quality, reduces pollution and keeps our environment healthy.” 980

SAN DIEGO (KGTV) - The City of San Diego released Friday body-worn camera video and hundreds of pages of documents related to a 2018 officer-involved shooting. Raul Rivera was shot and killed by police on Hollister Street and Tocayo Avenue in May 2018 after police say he came at them with a knife. The new documents show police collected 28 9mm cartridge casings, nine bean bag cartridge casings, and four Taser cartridges from the scene. At one point, the video shows police tasing Rivera. He appears to rip off the barbs and continued to struggle. After several minutes, the violent scene comes to an end when police shoot and kill Rivera. They say he charged them with a knife. The San Diego County District Attorney's office did not bring charges against any of the three officers who fired.The report noted, "law enforcement officers were confronted by an agitated subject who was armed with a knife and was under the influence of narcotics. Mr. Rivera urged officers to shoot him as he advanced toward them."  At the time of the shooting, family members told 10News Rivera was in a bad mental state and wished the police had helped him, not hurt him. On Friday Rivera's sister told Team 10 investigator Adam Racusin she was too shaken to talk about the loss of her brother. She would only say that she loves him and is disappointed in the way police have handled things to this point.  1495

SAN DIEGO (KGTV) — The King family, who launched "Chelsea's Light" after the rape and murder of their daughter Chelsea in 2009, has decided to end the popular "Finish Chelsea's Run" event after eight years.In an interview with 10News from the family's home near Chicago, Chelsea's father, Brent, said they are proud of the impact they have been able to have through "Finish Chelsea's Run," but that it was time to move on from the event."Our family wants to thank everybody that has ever come out to run in our race. It's spectacular. It's beautiful. It brings us a lot of joy. But at the same time, it reminds us how we lost our little girl," King said.Chelsea was a 17-year-old student at Poway High in 2010 when she went for a run at Rancho Bernardo Community Park. A registered sex offender, John Gardner, later pleaded guilty to dragging King into a secluded area near Lake Hodges, raping her, and strangling her to death. He buried the body nearby.Shortly after his arrest, Gardner also admitted to the murder of an Escondido teen, Amber DuBois, who had disappeared a year earlier.The King family began the "Chelsea's Light" Foundation, through which it carried out "Finish Chelsea's Run" and a companion baseball tournament. King says "Chelsea's Light" will continue to exist and raise money. The national average rests substantially lower, at .65 a gallon.The rise in gasoline prices has been attributed to several issues at refineries in California and just weeks after attacks on Saudi Arabia oil fields.
