DETROIT (AP) — Metal fragments from an exploding air bag inflator have killed the driver of an older model Volvo, touching off a U.S. recall of as many as 54,124 cars. The inflators in this case were made by auto parts supplier ZF/TRW, but U.S. government documents show they perform similarly to deadly inflators made by Takata. The recall covers Volvo S60 and S80 cars from 2001 through 2003 model years. Volvo said it will replace the driver’s air bag at no cost to customers.The U.S. National Highway Traffic Safety Administration said Saturday that it’s reviewing data with Volvo about other vehicles with the inflators and will decide on further action. ZF/TRW didn't immediately respond to messages left Saturday asking about whether the inflators were sold to other automakers. The federal agency says the Volvo inflator rupture is the only known incident worldwide. Japanese parts maker Takata used ammonium nitrate to create a small explosion to inflate air bags in a crash. But the chemical can deteriorate over time when exposed to moisture in the air. The explosion can blow apart a metal canister and hurl shrapnel into the passenger compartment.At least 26 people have been killed worldwide by the inflators, including 17 in the United States.The problem caused the largest series of auto recalls in U.S. history, with at least 63 million inflators recalled. As of September, more than 11.1 million had not been fixed, according to the U.S. government. About 100 million inflators have been recalled worldwide.NHTSA said Saturday that the ZF/TRW inflators did not use ammonium nitrate to inflate the air bags.Over the summer, Volvo recalled more than 2 million cars worldwide for another issue. Democratic presidential nominee Joe Biden will address the devastating wildfires that are currently ravaging the West Coast in scheduled remarks on Monday afternoon.During a prepared speech that he delivered at the Natural History Museum in his hometown of Wilmington, Delaware, Biden appealed to voters by attempting to position himself as a champion of environmentalism and a candidate who "respects science."Conversely, Biden painted Trump as a climate change denier, claiming that Trump has ignored the ever-increasing threat brought by climate change."Dangers of climate change are already here," Biden said.In pointed phrasing, Biden later adding that Americans "aren't safe" from natural disasters wrought by climate change in "Donald Trump's America." In recent months, the Trump campaign has pushed the idea that America would not be safe from violent crime in "Joe Biden's America."Biden did not take questions from the media following his address.Biden's address came as millions of acres of forest have been lost to wildfires in recent weeks in more than a dozen states in the western U.S. Among the states hardest hit by the blazes are northern California, Oregon and Washington, which have seen a combined 35 deaths due to wildfire in recent weeks.Though cooler weather helped firefighters calm the fires over the weekend, officials worry that high wind gusts in the region could cause problems in the days to come.Wildfires have become an increasingly dangerous and destructive problem in recent years due to increased temperatures and drought in the region. Some experts believe the crisis will only worsen in years to come.President Donald Trump was scheduled to receive a briefing on the fires during a visit to the Sacramento area on Monday.Biden's speech also came amid a flurry of tropical storm activity in the Atlantic Ocean. DENVER – The man accused of shooting and killing three people at a Thornton, Colorado Walmart on Wednesday night will likely learn if prosecutors will seek the death penalty against him Monday afternoon.Scott Allen Ostrem, 47, made his first court appearance Friday morning in Adams County. Formal charges have yet to be filed against him, but his arrest warrant carried first-degree murder after deliberation charges.Prosecutors are expected to seek similar first-degree murder charges, and an attorney for the state said at Friday’s hearing that “there’s going to be multiple counts in this case.” District Attorney Dave Young said they might also pursue attempted murder charges."When you fire into a crowd of people you don't necessarily need to fire more than one shot to be convicted or charged with attempted murder," Young said.Prosecutors initially argued that they should have until Wednesday to file formal charges, saying that they needed to interview more people and review more video footage to determine who, if anyone in particular, Ostrem was targeting in the shooting.Police and the FBI say they still have not determined a motive for the Wednesday night shooting, which left three people dead.First-degree murder convictions carry sentences of either life in prison without the possibility of parole or the death penalty in Colorado, but prosecutors must say which penalty they are seeking when the initial charges are filed. But only three people remain on Colorado's death row, and no one has been executed in the state since 1997.Young would not comment on whether he would seek the death penalty for Ostrem.And though prosecutors had asked for more time, Judge Ted Tow set the advisement for 1:30 p.m. Monday. The affidavit in the case will remain sealed until at least then.Ostrem was represented by two public defenders in court Friday, and said little, other than answering “yes” when asked questions about his understanding of the proceedings by the judge. He was dressed in a blue jail jumpsuit.One of his attorneys asked the judge to have police officers re-seize the Walmart store, saying she was concerned that some evidence could be compromised. She said her team hadn’t been allowed into the store, and that she had concerns that evidence could be destroyed once the store reopens.But the judge denied the request, saying he had no authority to order police or Walmart to do anything.A Walmart spokesperson told Denver-based KMGH on Friday they were working to decide when the store might reopen.Police arrested Ostrem on Thursday morning more than 12 hours after the shooting occurred. An anonymous citizen tip alerted authorities to his presence in the area, police said, though FBI agents also spotted him in the area. Another neighbor told KMGH Ostrem came off as rude and unapproachable.“He was on the edge, not friendly, wouldn’t talk to anybody,” said neighbor Teresa Muniz. “You didn’t dare talk to him, because he always looked mad.”Ostrem walked off his roofing job Wednesday morning in Frederick, the company confirmed, but was otherwise a “good worker,” fellow employees said. He also had several failed businesses, and declared bankruptcy in September 2015.A law enforcement source also told KMGH Thursday that Ostrem's mental health history was being investigated.Ostrem is being held without bond pending his formal charges."We've conducted hundreds of interviews, but we’ve got to go through those and see who might actually be a victim of a crime, and that takes time,” Young said. “But we'll get it done and have charges ready on Monday." 4319
