NEW YORK (AP) — This year’s Black Friday was the biggest ever for online sales, as fewer people hit the stores and shoppers rang up .4 billion in transactions from their phones, computers and tablets.That’s just behind the .9 billion haul of last year’s Cyber Monday, which holds the one-day record for online sales, according to Adobe Analytics. Adobe measures sales at 80 of the top 100 U.S. online retailers.Adobe expects online sales to jump to another record this Cyber Monday with an estimated total of .4 billion. Much of the shopping is happening on people’s phones, which accounted for 39% of all online sales Friday and 61% of online traffic.Shoppers have been looking for “Frozen 2” toys in particular. Other top purchases included sports video games and Apple laptops.All the online shopping may have helped thin the crowd at malls on Black Friday.Traffic at stores fell 2.1% on Black Friday from a year ago, according to preliminary figures from RetailNext. It tracks in-store activity at tens of thousands of locations, including specialty apparel retailers, big-box stores and mall-based stores. The drop in traffic helped lead to a 1.6% dip in sales.Online and in-store shopping aren’t always completely separate, though. Many people buy things online, only to head to the store to pick them up. Such sales surged 43.2% on Black Friday from a year ago, according to Adobe.This holiday shopping season may be the most harried in years because it’s the shortest since 2013. Thanksgiving this year fell on the last Thursday in November — the latest possible date it could be.Much is riding on the success of the holiday season’s sales. No charges will be filed against two Baton Rouge police officers in the 2016 shooting death of Alton Sterling after an investigation determined the officers' actions were "well-founded and reasonable," Louisiana Attorney General Jeff Landry said Tuesday."This decision was not taken lightly. We came to this conclusion after countless hours of reviewing the evidence," Landry said.Landry's announcement in Baton Rouge -- coming 10 months after federal prosecutors determined they wouldn't file civil rights charges against the officers -- was made moments after he met Tuesday morning with Sterling's relatives to tell them of his decision.Outrage over Sterling's death led to renewed "Black Lives Matter" protests across the nation.Sterling, 37, was shot and killed by one of two police officers who confronted him outside a convenience store in July 2016. Cell phone video showed Sterling, a black man, pinned to the ground by the white Baton Rouge police officers before he was shot; police said Sterling was shot because he was reaching for a gun.The officers were responding to a call about a man with a gun. The call was from a homeless man who said that after he approached Sterling for money, Sterling showed him the weapon.In May 2017, federal prosecutors found there wasn't enough evidence to warrant civil rights charges against Officers Blane Salamoni, who shot Sterling, and Howie Lake II.The feds determined the officers' actions were reasonable under the circumstances -- including that the two used several less-than-lethal techniques before using force; that Sterling struggled with the officers and failed to follow orders; and that video evidence couldn't prove or disprove Salamoni's assertion that Sterling was reaching for a gun.Despite the federal findings, Sterling's five children filed a wrongful death lawsuit last summer, alleging their father's shooting violated his civil rights and fits a pattern of excessive force and racism within the Baton Rouge Police Department.Abdullah Muflahi, the owner of the Triple S Food Mart in Baton Rouge where Sterling was shot, also sued Baton Rouge and its police department. NEW YORK — David Dinkins, the first Black mayor of New York City, died Monday at the age of 93.Dinkins was elected in 1989 and served as mayor from 1990 to 1993, making him the first and only Black man to serve as the city's mayor.He was born in 1927 in Trenton, New Jersey. He was drafted, served as a Marine and later graduated from Howard University and Brooklyn Law School. He served in the state assembly before later becoming president of the board of elections, a city clerk and Manhattan borough president.Dinkins defeated longtime incumbent Mayor Ed Koch in the Democratic primary in 1989 and later beat Rudy Giuliani on his path to City Hall.In his inaugural address, he vowed to be "mayor of all the people of New York" and declared, "we are all foot soldiers on the march to freedom."Dinkins was known for his reserved public demeanor and civility.He was an American voice in favor of anti-apartheid sanctions, and his policies as mayor reflected his support for South Africa.He also created the office of Special Commissioner of Investigations for schools, built a system of after hour youth centers called Beacon Schools, and worked to create an all civilian police complaint review board.According to a city biography, Dinkins was sharply criticized for his handling of racial strife in Crown Heights, a boycott of Korean Grocers in Brooklyn and civil unrest in Washington Heights. He also dealt with sluggish economic growth.Giuliani succeeded Dinkins in 1993 after one term in office.After leaving City Hall, Dinkins remained active in city politics and taught public affairs at Columbia University.The NYPD said initial indications were that he died of natural causes.Dinkins was married to his wife Joyce for more than 65 years, and together they had two children.Joyce Dinkins died in October. NEW YORK CITY — Two men have been indicted in the 2002 murder of Run-DMC DJ Jam Master Jay, officials announced on Monday.The hip-hop star, whose real name is Jason Mizell, was shot and killed in his recording studio in Queens on Oct. 30, 2002. McDaniels, were not in the second-floor studio on Merrick Boulevard in Jamaica when the gunfire broke out.The hip-hop legend was known for his Adidas wardrobe, black hat, leather jacket, and large, gold chain. As a DJ, he had hands of gold.The NYPD said Jam Master Jay was part of a cocaine trafficking conspiracy that led to his murder, and said the DJ had threatened to cut one of his alleged killers out of a deal with a Maryland distributor.Jay was playing video games on a couch in the studio shortly before two men were buzzed in by his assistant, Lydia High. NEW YORK — Indoor dining in New York City will close beginning Monday amid the rising spread of COVID-19 increased hospitalizations linked to the virus, New York Gov. Andrew Cuomo said Friday.“We said that we would watch it if the hospitalization rate didn’t stabilize, we would close indoor dining. It is not,” Cuomo said.Outdoor dining and takeout will continue, he added.The increasing rate of transmission has been a problem, especially in densely populated areas, Cuomo said.The governor added that the state will monitor indoor dining data in areas outside of New York City and orange zones. Adjustments will be made next week if needed. When asked about a timeline on reopening the city's indoor dining, Cuomo's team said the state will be looking over cases and hospitalizations over the next two weeks.Earlier this week, Cuomo said any region with an unstable hospitalization rate for more than five days would see new restrictions on indoor dining.He said New York City would see a full closure on indoor dining while regions outside of the city would see a reduction to 25% capacity. Amid the announcement of closing indoor dining, Cuomo called on the federal government to provide restaurants and bars with relief in the next stimulus package.The state will do what it can to assist these businesses, including extending the commercial eviction moratorium, Cuomo said.“So, if a business can’t pay rent because of this situation, they won’t be evicted,” he said.The adjustments restaurants have made are "remarkable," Cuomo added. Heat lamps and partial enclosures are working, according to the governor, but he hopes that indoor dining closures will only be for a short period of time."I understand they're going to sustain economic damage, and I think the federal government should reimburse them for it. If the state is in a position to reimburse them for it, we will," he said.
