BEIJING, Dec. 10 (Xinhuanet) -- Provincial level officials and ministers will be held more fiscally responsible under an expanded auditing system, the country's top auditor said on Thursday."The regulation will be significant in supervising officials' power use and corruption prevention," Liu Jiayi, head of the National Audit Office, was quoted as saying in an interview posted on the office's website.Under the regulation, released by the general offices of the Communist Party of China (CPC) Central Committee and the State Council, leaders of public institutions and State-owned enterprises will also be audited.China introduced the first such regulation in 1999, but it only included measures to audit financial records of county-level and below Party and government officials.The audit target was extended to provincial governors and ministers in 2000 on a trial basis and to heads of provincial government departments in 2005.Chinese auditors have uncovered more than 68.4 billion yuan (.2 billion) in illegal use of funds during nationwide audits of some 410,000 Party and government officials and bosses of State-owned enterprises since 1998, according to Liu.During the audit of provincial governors and ministers, their implementation of economic policies, handling of income and expenses, key fund management and project construction will be examined."They have power and control many resources, and how they fulfill their economic accountability will impact local economic and social development," he said.More importantly, the audit can be carried out frequently, so illegal activities can be cleared up before they spread, he said.Liu also said the audit will be made during an official's tenure to solve any problems that exist.Results of the audit will be recorded in an official's file and it will be an important factor in performance assessments, promotions or removal, and rewards or punishments.The audit group will consist of officials from local discipline inspection commissions and sectors including audit, supervision, organization, human resources and State asset supervision and management."It's a big step in cracking down on corruption. LUANDA, Jan. 13 (Xinhua) -- Visiting Chinese Vice Minister of Commerce Zhong Shan said here on Thursday that China would help Angola in diversifying its exports to China as part of the efforts to boost trade relations between the two countries.Zhong made the pledge during his meeting with Angolan Minister of Trade Maria Idalina Valente to explore ways of further expanding trade and economic ties between the two countries.Zhong said China has attached importance to developing ties with Angola, the largest trading partner of China in Africa, and the 2010 visit to Angola by Chinese Vice President Xi Jinping brought Sino-Angolan ties to new highs.The Chinese official said crude oil was almost the sole product of Angola which ended up in Chinese markets despite the fact that trade volume between the two countries amounted to some 25 billion U.S. dollars in 2010, and the Chinese government has decided to reduce or waive tariffs on Angolan exports to China from January 1, 2011 to encourage Angolan businessmen to export more products to China, including agricultural produces, fish and other marine products and diamonds.Zhong said China and Angola have made substantial progress in bilateral cooperation in the fields of energy, basic infrastructures and agriculture, and the Chinese government has encouraged Chinese enterprises to invest in Angola and make technological transfers to the African country as well.For her part, Maria Idalina Valente said Angola welcomed China's proposal to expand bilateral trade and economic cooperation on the basis of the strategic partnerships hammered out during Xi Jinping's visit to Angola.The Angolan minister said the biggest challenge faced by her government is to diversify its oil-dependent economy and to build up industrial and manufacturing capabilities in the national economy.She said Angola is trying to improve its investment conditions and hopes to reach an agreement with China on the protection of investments by the year 2012.The minister said her country is also keen on learning from China's development experiences in setting up special economic zones and zones of processing products for exports.Zhong arrived in Luanda earlier in the day for a two-day work visit to the African country.

He congratulated Cope on becoming General Secretary of the UPM.Referring to the important consensus reached by the two countries' leaders during Chinese President Hu Jintao's visit to France in early November, Li said the China-France relations are developing well.He suggested the two nations further enhance communication and coordination on major international and regional issues while deepening pragmatic cooperation in all areas.Li said the Communist Party of China (CPC) attaches importance to developing friendly cooperative relations with the UPM.The CPC hopes to enhance mutual understanding and trust with the UPM so as to make a positive contribution to bilateral ties and China-Europe ties, he added.Raffarin said China is playing an increasingly important global role.He said he hopes to continue to deepen friendship between the two peoples.Cope said the UPM hopes to strengthen party-to-party exchange and boost bilateral cooperation and communication with the CPC.Founded in 2002 by Jacques Chirac, the UPM currently enjoys an absolute majority in the National Assembly and a plurality in the Senate of France.Its leader, Nicolas Sarkozy, was elected President of France in 2007.
