SAN DIEGO (KGTV) -- San Diegans are feeling the effects of a winter storm moving through the county Thanksgiving weekend. The storm is expected to dump heavy rain along the coast and snow in the mountains.Heavy rain expected throughout San Diego CountyA flash flood watch was issued from late Tuesday night through Thursday evening. According to the National Weather Service, rainfall totals of two to three inches are possible, especially on coastal mountain slopes. Some areas could also see rainfall rates of half an inch per hour. "The threat for flash flooding is greatest in the mountains below 5,500 feet through Wednesday, below 4,500 to 5,000 feet for Wednesday night through Thursday, and on the lowest elevations of the mountains for Thursday evening," the agency said. Snow expected to impact travelA winter storm warning is in effect for the San Diego County mountains from 4 a.m. Wednesday through 10 p.m. Friday. The National Weather Service says snowfall accumulations of 3 to 6 inches are expected between 4,000 and 4,500 feet, 6 to 18 inches from 4,500 to 5,500 feet, and from 1 to 3 feet above 5,500 feet. Snowfall for lower elevations below 4,000 feet of 1 to 3 inches is also expected, mostly for late Thursday through Friday.Strong southwest winds of 50 to 70 miles per hour are also expected along ridges and desert slopes. SAN DIEGO (KGTV) - San Diegans are signing up to build accessory dwelling units, or granny flats, in numbers that haven’t been seen in years. According to the city’s development services department people, more than 200 people went through the permitting process in 2018. “It fits for us to build an additional unit, the ADU since the council changed their ordinances,” said San Diego resident Efrain Conrique. Efrain Conrique has been in the same house since the 1960s but is now planning to build a 1,100 square foot accessory dwelling unit in his backyard. The house is for his granddaughter. During a declared state of emergency, it’s illegal for a business to increase prices for essential goods or services by more than 10 percent. The only exception is if businesses can prove their own costs have increased. On March 4, Governor Gavin Newsom declared a state of emergency throughout California. SAN DIEGO (KGTV) - Safe Walkways, a group of San Diegans concerned over the misuse of motorized scooters, submitted proposals to the Mayor Kevin Faulconer's office Tuesday.They’re asking for stricter enforcement when it comes to use of motorized scoots on sidewalks and walkways.“It’s dangerous for the people who ride them,” said Dr. Jonathan Freeman, who submitted the proposals. “The riders try to avoid riding on the road, so they ride on sidewalks and walkways like this, and they put pedestrians in danger.”Safe Walkways has launched its NOW campaign, which stands for “Not On Walkways”. The group is asking the city to require companies that own the scooters, and the riders to obey laws or face penalties.They want companies to require scooter users to provide an image of a unique valid driver license to open a user account.They say if terms aren’t met, they want the city to make sure the company loses its rights to operate in San Diego.Freeman said walkers and people with disabilities have been greatly affected by the use of scooters on sidewalks and other walkways.Right now, police can ticket people who ride scooters in banned areas, like sidewalks, but Freeman said that hasn’t stopped many people from doing it.Other San Diegans say the scooters have helped tremendously when it comes to getting around town efficiently.It’s unclear if the city will enforce new rules in response to the proposal.Below is the list of proposals sent to the Mayor’s office by the group.THE SAFE WALKWAYS PROPOSALS FOR TERMS TO BE INCLUDED IN THE CITY’S PROPOSED REVOCABLE PERMITTING AGREEMENT GOVERNING MOTORIZED SCOOTER RENTAL COMPANIES SUBMITTED TO THE MAYOR OF SAN DIEGO ON JANUARY 2ND. 2019.The Mayor proposes that rental motorized vehicle companies sign a revocable permitting agreement setting out terms to be met. ? SAN DIEGO (KGTV) — San Diego City Council President Pro Tem Barbara Bry is calling for an audit of a city-leased building repeatedly shuttered over asbestos.The building at 101 Ash Street was closed Saturday and city employees were relocated for "the next few weeks" over asbestos violations, Bry said in a memo. Bry added that she received an update on June 17, 2019 that the project at the location remained "on schedule and within budget" after she requested an update 10 days prior."It is apparent that 101 Ash Street is neither on-time nor on-budget.
