SAN DIEGO (KGTV) -- The Chicano Federation of San Diego County distributed hundreds of COVID-19 prevention kits in Barrio Logan to help prevent the spread of the disease in one of the county's hardest hit communities.The Chicano Federation partnered up with several local business to help provide over 500 kits to residents. Kits include children and adult face masks, disinfectant wipes, hand sanitizer, and thermometers.According to our ABC 10News heat map, Barrio Logan's zip codes have reported some of the highest number of coronavirus cases in San Diego County. Data from local health officials shows Latinos and Hispanics make up over 60 percent of the number of positive cases in San Diego County."We think it's important to send the message that it's really important to stay alert, stay aware, to still follow the county and state messaging around COVID-19 including wearing masks and physical distancing," said Nancy Maldonado, President and CEO of The Chicano Federation of San Diego County. 1012

SAN DIEGO (KGTV) -- The man accused of shooting two people outside a Metallica concert in the Gaslamp, including an off-duty sheriff’s deputy was back in court Tuesday.In July Ray Pitoau had his first trial. He was found guilty of three firearm charges, including felon in possession of a gun.The jury deadlocked when charging him with three counts of assault with a deadly weapon. The District Attorney’s Office refiled for a retrial.RELATED: Gaslamp deputy shooting suspect escapes Spring Valley SWAT standoffA few months later that retrial is in session and Pitoau now faces potential life in prison for allegedly shooting sheriff’s deputy Jason Philpot three times, aiming the gun at his brother, Joshua Philpot and shooting and hitting a third person walking by.During his testimony Tuesday, Pitoau tells the jury he didn’t intent on actually firing the gun. "When I see the gun it was like okay you know what I mean, just show it to these guys. It be like okay split parts, I run this way they run that way. It be cool," Pitoau said.Pitoau was asked by the defense attorney and prosecutor to recollect the night of August 7, 2017. The night he got into an altercation with the Philpot brothers and it ended in shots fired.RELATED: Suspect in Gaslamp shooting that injured off-duty deputy arrested in MexicoWhen Pitoau grabbed the gun from his friend that night he tells the jurors he didn’t think Jason Philpot in law enforcement and would know how to remove a gun from a shooter.“I had it in my right hand his left hand cam over my hand and his right hand came under my hand,” Pitoau continued. “So he grabbed the whole thing like he close don it so he started twisting my wrist." Pitoau went over the entire night and even included details of fleeing the country after he saw the shooting on the news the next morning. “I took off to Mexico, well I cut my hair, shaved my beard and then I walked to the trolley station and went to Mexico."After a month in Tijuana he was brought back to the United States and immediately handed over to U.S. Marshals. SAN DIEGO (KGTV) -- The City of San Diego is paying out 5,000 after a violent police dog takedown.The man in a viral video sued the police department for excessive force.10News found out that this isn’t the first time the use of a police dog has been questioned.TIMELINE: San Diego K-9 bitesThe San Diego Police department has relied more on the K-9 unit in the last several years. Police say stats show a sharp increase in the number of times a police dog was deployed and someone was bitten from 2013 to 2016.There were also more dogs and handlers employed within that same three-year time period.Police say that has changed this year. Lt. Scott Wahl says the K-9 units have been to more than 12,000 calls resulting in only 37 bites.One of the more recent bites took place in October. In that incident, the K-9 put an end to a police chase in South Bay.Currently, there are 33 dogs and handlers. The dogs go through an initial 10-week training program followed by four hours of maintenance training a week and 15 minutes of obedience work every day. 1067

SAN DIEGO (KGTV) -- The man accused of killing his parents and sister in a Logan Heights house fire pleaded not guilty in court Tuesday. Wilber Romero, 26, is facing charges that include first-degree murder and arson in the October 13 blaze. The fire started around 4:30 a.m. on the 3100 block of Clay Street. 44-year-old Jose Romero died at the scene while his wife and daughter, Nicolasa Maya-Romero, 46, and Iris Romero, 21, died at the hospital in the days following the blaze.The family’s 23-year-old daughter remains hospitalized. A 16-year-old son, who was injured when he escaped out a window, was released following treatment. RELATED: Family's oldest son charged in Logan Heights house fire deathsProsecutors in court Tuesday said Wilber started the fire before escaping through a side door, taking the family's dog with him. Wilber is being held on million bail and faces life in prison if convicted. Court documents show the fire wasn’t the first time he allegedly targeted his family. Wilber reportedly attacked his father with a brick and rocks and damaged his car in September of 2018.The incident prompted a police standoff that ended when police shot bean bags at Wilber and released a police dog, documents show.The documents go on to state Wilber was in a car accident when he was 6-years-old and that he has suffered from a learning disability since the crash.According to the documents, Wilber also struggled with drug addiction. 1461

SAN DIEGO (KGTV) -- The City of San Diego is set to open a third homeless storage facility on Monday. The facility will be similar to the locations in downtown and Logan Heights, allowing homeless to safely store their personal belongings while trying to get back on their feet. The new location is located on 54th and Lea Street in El Cerrito. It will be operated by Mental Health Systems (MHS), a nonprofit that also operates the Logan Heights location. The organization helps people that are affected by substance abuse and behavioral health disorders. With the addition of this third location, the city now has storage space for over 1,400 people. 10News spoke to homeowners near the new storage location and neighbors had mixed reactions. Some worried the facility would attract more homeless to the area and others worried about people leaving trash behind in their neighborhoods. Some neighbors told 10News they welcome the facility and hope this will help people get back on their feet. The facility opens at 10:30 a.m. on Monday. 1047
