SAN DIEGO (KGTV) -- The man police say hit and killed a pedestrian on a South Bay road in late July has been arrested.According to police, Carlos Franco, 20, turned himself in to investigators Tuesday and was booked into jail for vehicular manslaughter.San Diego Police on July 30 received a report of a crash on Del Sol Boulevard and Dennery Road at 7:03 a.m.RELATED: Pedestrian hit, killed on south San Diego street  Police say Franco struck a 66-year-old man, who was crossing the street at the time of the crash. The man, who hasn’t been identified by police, was pronounced dead at the scene.Following the crash, Franco stayed on scene. Police say drugs or alcohol weren’t factors in the crash. 712

SAN DIEGO (KGTV) - The man who received 2,000 of his dead father’s Social Security benefits was sentenced Monday to federal prison time.Abel Perez, 55, pleaded guilty to accepting the benefits after his father died in 1997.Prosecutors said Perez would forge his father’s signature on a check payable to himself and divert the funds for his personal use.Perez admitted he knew he was not entitled to the funds which were put into the account.“The Social Security Administration’s Office of the Inspector General is pleased to see that this crime, which affects every individual relying on the Social Security Trust Fund for their retirement, was taken seriously and punished appropriately in this case,” said Robb Stickley, the Special Agent in Charge of the San Francisco Field Division, which is responsible for Southern California.  “We hope that this sentence sends a message that it is the responsibility of every individual in our society to protect their own retirement savings, and ensure that a loved one’s death does not go unreported.”A judge sentenced Perez to one year and one day in federal prison. Perez will also have to repay the money. 1168

SAN DIEGO (KGTV) - The California Highway Patrol has ruled out street racing and DUI as causes of a crash on Interstate 805 in Sorrento Valley that left a man with serious injuries. Traffic came to a standstill in the northbound lanes of the freeway about 2 p.m. when a silver Mercedes SUV hit the driver of a blue Nissan. Witnesses told the CHP the Nissan suddenly stopped in a lane and the driver got out of the car. CHP says the Nissan became disabled and the driver got out of the car after pulling off to the side of the road. The Nissan’s driver was struck and thrown 135 feet before landing on the pavement. The CHP said the man had severe head injuries. A total of four cars were involved in the resulting pileup. Three people were taken to the hospital, San Diego Fire-Rescue reported, but no one aside from the Nissan's driver was seriously hurt. The other drivers stopped and cooperated with the investigation. The affected lanes of the freeway reopened about four hours after the crash.The Nissan was recently purchased, according to the CHP. SAN DIEGO (KGTV) -- The Navy is trying to find the owner of a boat that washed ashore at the Naval Base Coronado.The boat washed up and came to a rest against the fence that separated Coronado’s dog beach from the base.The Navy is asking the owner to come forward immediately to have the boat removed. The problem can get costly for the Navy.Several boats have already washed ashore this year. If the Navy can’t locate the owner, they have to cover the removal cost.Anyone with information on the boat’s owner is asked to call the Navy legal office at 619-545-8141. 573
