BEIJING, June 23 (Xinhua) -- Chinese banks should set up an independent risk management system in line with its strategic expansion plan as part of efforts to ward off financial risks, China's banking regulator said Wednesday.The breakout of the global financial crisis highlighted the necessity of increasing management of differentiated sovereign risks, the China Banking Regulatory Commission said in a guideline published on its website.Just as Chinese banks were expanding throughout the world, the overseas risks they were facing were on the rise, the guideline noted.Sovereign risks refer to ones that banks are exposed to when overseas borrowers or debtors are unable to repay debt because of their countries' economic, political and social changes.Chinese lenders were required to differentiate risks according to the countries involved and make policies on the minimum potential loan loss provisions ranging from 0.5 percent to 50 percent, according to the guideline.The banks must meet the requirements under the guideline by June 1, 2011.

CHONGQING, June 27 (Xinhua) -- A delegation led by Taiwan's Straits Exchange Foundation (SEF) chairman Chiang Pin-kung will arrive at Chongqing on Monday for the fifth round of talks with the mainland's Association for Relations Across the Taiwan Straits (ARATS).The talks will be held on Tuesday, with the much-anticipated Economic Cooperation Framework Agreement (ECFA) and an agreement on intellectual property protection likely to be signed.Chiang told a news conference in Taipei Sunday that the signing of ECFA would profoundly influence Taiwan's economy, particularly in trade and investment, as well as the development of relations between Taiwan and the mainland.He said he expected a positive change of Taiwan's economic development mode after the signing of ECFA.The two sides will hold a vice-chairman level preparatory discussion on Monday afternoon.After the talks, Wang Yi, head of the State Council's Taiwan Affairs Office, will meet the SEF negotiators on Tuesday.Bo Xilai, secretary of the Chongqing municipal committee of the Communist Party of China, will also meet the representatives from the two sides on Wednesday morning.The SEF delegation is scheduled to leave Chongqing on Wednesday afternoon.Since June 2008, when regular talks between the SEF and ARATS were restarted, the two sides had held four rounds of talks respectively in Beijing, Taipei, Nanjing and Taichung.The talks brought about several agreements regarding among other things: mainlanders visiting Taiwan, cross-Strait shipping, air transportation, cooperation in fighting against crime and mutual legal assistance.

ASTANA, June 11 (Xinhua) -- Chinese President Hu Jintao arrived here Friday evening for a two-day state visit to Kazakhstan.Hu said in a statement released upon arrival at the airport that, with the effort of both sides, his visit would be a total success and help advance the strategic partnership between China and Kazakhstan to a new stage.During the visit, Hu will hold talks with his Kazakh counterpart Nursultan Nazarbayev and meet with parliament and government leaders.The two sides will outline the future development of bilateral links. Bilateral cooperation in the areas of politics, economy, trade, energy, security and culture had been fruitful.Hu said the two countries stood firm in reciprocal support on major and sensitive issues of each other's concern, adding the two sides had cooperated closely within multilateral frameworks such as the United Nations, the Shanghai Cooperation Organization (SCO) and the Conference on Interaction and Confidence-Building Measures in Asia.Hu said the cooperation had brought about substantial benefits to the people of both countries and played a positive role in promoting regional peace, stability and development.Hu was greeted at the airport by Kazakh Prime Minister Karim Masimov and other government officials.Before arriving in Astana, Hu paid a state visit to Uzbekistan and attended an annual SCO summit in Tashkent.Kazakhstan is the final leg of Hu's two-nation Central Asia trip. BEIJING, July 9 (Xinhua) -- China and Bolivia here on Friday celebrated the 25th anniversary of their diplomatic relations.The Chinese People's Association for Friendship with Foreign Countries (CPAFFC) hosted a reception in Beijing to mark the event.About 120 guests from China and Bolivia, including Jiang Shusheng, vice chairman of the Standing Committee of China's National People's Congress attended the reception.Addressing the reception, CPAFFC Vice President Li Xiaolin said the years after China and Bolivia forged diplomatic ties have witnessed smooth development of bilateral relations, with strengthening political and economic relations and deepening exchanges and cooperation in the cultural, military, scientific and technological fields.The two nations, which understand and support each other in the international arena, have similar positions on many issues, Li said.Non-governmental exchanges are expanding between China and Bolivia while official relations are undergoing healthy and in-depth development, Li added.Bolivian Ambassador to China Fernando Rodriguez Urena spoke highly of Bolivia-China relations, saying their friendship and cooperation have entered a new phase.He added that the two nations complement each other in many areas, and there is great potential for cooperation.China and Bolivia forged diplomatic ties in July, 1985.

  

BEIJING, Aug. 24 (Xinhua) -- China's top legislature, the National People's Congress (NPC), has proposed a reform in income distribution be launched as soon as possible, aiming to increase residents' income and narrow the gap in wealth.Officials of the Financial and Economic Affairs Committee of the NPC said they have completed a research report on distribution of national income and made the proposals to be included in the 12th Five-Year Plan (2011-2015).The research report proposes increasing the proportion of residents' income in national revenue and the proportion of labor rewards in the primary distribution of national income. It suggests that the reforms should seek to enlarge the middle class until it becomes the largest sector in society. The report also offers proposals on taxation and social security.The legislature did not release further details on the proposed reforms in income distribution.The NPC, for the first time in history, completed 15 research reports on 14 major subjects from March to July to provide proposals for the formulation of the critical development plans for the next five years, after top legislator Wu Bangguo called for the research at the annual legislative session.According to a World Bank report, the Gini Coefficient for China, a main gauge of c disparity surged to 0.47 in 2009, exceeding the "security line" of 0.4, pointing to the unequal distribution of income which could arouse social unrest.This figure was 0.21 to 0.27 three decades ago. ' In the primary distribution of national income, the proportion that goes to wages and salaries, the major source for China's mid- and low-income families, has been declining, according to Yi Xianrong, a researcher at the Chinese Academy of Social Sciences.The proportion of the total income that Chinese citizens receive from the distribution of national income fell sharply to 57.9 percent in 2007, compared with 68 percent 20 years ago, according to the People's Bank of China.
