BEIJING, June 10 (Xinhua) -- China's exports surged by 48.5 percent year on year in May, while the imports climbed 48.3 percent, the General Administration of Customs (GAC) announced Thursday.The growth rate for exports was 18.1 percentage points up from the figure for April, and the import growth rate dipped slightly from 49.7 percent reported in April.Exports totalled 131.76 billion U.S. dollars in May, said a statement on the GAS website, adding imports topped 112.23 billion U.S. dollars.Total foreign trade value rose 48.4 percent from a year earlier to 243.99 billion U.S. dollars in May. XI'AN, July 20 (Xinhua) -- Floods and landslides triggered by torrential rains have left at least 15 people dead and 54 missing in northwest China's Shaanxi Province, flood control authorities said late Monday.The lives of more than 1.33 million people were disrupted by the heavy flooding in 23 counties and cities in the southern regions of the province, said officials in the provincial flood control headquarters.Torrential rains have cut off roads, flattened homes, destroyed power facilities and flooded farmland in the worst-hit Ankang City, causing economic losses estimated at 881 million yuan (129 million U.S. dollars), said officials.In the mountainous county of Langao in Ankang, three people were reported dead and 17 still missing after landslides and mud-rock flows struck several villages late Sunday.Continuous rainfall has battered many Chinese provinces and regions over the past week.In neighboring Sichuan Province, flash floods and landslides left at least 26 people dead and more than 30 missing.China is also preparing for the worst Yangtze flooding in more than a decade as water levels in the upper and middle sections of China' s longest waterway continue rising.

URUMQI, June 14 (Xinhua) -- China is diversifying its methods of importing energy from neighbor countries in central Asia as a train carrying 45 tonnes of liquefied petroleum gas (LPG) from Kazakhstan reached the country's inland port of Alataw Pass on Monday in the northwest Xinjiang region.It also marked the first time China imported energy from central Asia using railroads, rather than pipelines, since the founding of new China back in 1949."Central Asia is rich in oil and gas. China's state-owned oil giant CNPC has made large investments in recent years to purchase and explore resources in the region," said Gao Hongbo, general manager of a privately-run logistics and financial services company based in Xinjiang Uygur Autonomous Region."Oil and gas could be transported through pipelines but the liquefied gas, obtained as a by-product from the refining of petroleum, could not be effectively transported due to the product's nature, causing huge waste," Gao said.Gao said the only option is to import the liquefied gas using railways, given current circumstances.But China's railways use the standard gauge (distance between rails at 1,435 mm), which is different from its Central-Asian neighbors' broad rail gauge (distance above 1,435 mm), and special lines need first to be built for the mass importing of LPG.Gao said his company has so far spent 300 million yuan (44 million U.S. dollars) in building nine broad-gauge rails and six standard gauge rails in Alataw Pass. These lines are expected to import 50,000 tonnes of LPG this year.The company plans a total of 21 lines to be built, and the annual capacity of these lines is expected to reach 200,000 tonnes of LPG during the next three years.These lines, when completed, will also be used to import 500,000 tonnes of oil each year and 2.5 million tonnes of commodities and mineral resources from central Asia.

  

  

BEIJING, June 23 (Xinhua) -- China's government is to step up efforts to strengthen administration by law and to raise its executive ability and credibility, said a government statement Wednesday.Some local governments and departments had prominent problems of defying the law in administration and greater efforts must be paid to build government by law, said the statement released after an executive meeting of China's State Council, or Cabinet, which was chaired by Premier Wen Jiabao Wednesday.The making of major policies must be subject to procedures such as soliciting of public opinions, consultations with experts, risk analysis, legality assessment and group decision-making, it said.The government must optimize the system of public opinion solicitation in drafting administrative laws and regulations, and enforce the law in a strict, just way, it said.The statement said public supervision of the government must be strengthened by making government affairs more transparent and ensuring the rights of the public and the media to report wrongdoing.The government must fully implement of the policy of holding officials accountable for any malpractice or dereliction of duty, it said.The government must also play a greater role mediating disputes and actively guide the public to appeal and settle disputes in accordance with the law.
