Roee and Adiel Kiviti have been married almost six years and live in the United States. They are both American citizens, as is their 2-year-old son, Lev. However, they say their infant daughter, Kessem, has been denied birthright citizenship under a State Department policy that considers her "born out of wedlock" — and they're not the first LGBT family to be affected by the policy under the Trump administration.Both children were born in Canada using an egg donor and a surrogate mother. The Kivitis told CNN's Brianna Keilar that it was "a straightforward procedure" to obtain Lev's US passport. This was not the case when they sought to do the same for Kessem in early May."We're a family of four people where three have American citizenship and a 2-month baby that the State Department is refusing her a right to a birthright citizenship," Adiel Kiviti said.The Kivitis said it initially seemed that their daughter's passport application would be processed under the policy for children born abroad of two US parents. However, they were later told her application had been flagged for surrogacy. Under the State Department policy on "assisted reproductive technology," "a child born abroad to a surrogate, whose genetic parents are a U.S. citizen father and anonymous egg donor, is considered for citizenship purposes to be a person born out of wedlock." Senate Majority Leader Mitch McConnell will sit down Tuesday with 9/11 first responders on Capitol Hill, following comedian Jon Stewart's high-profile criticism of Congress and his plea for the extension of the September 11th Victim Compensation Fund, which is struggling to pay its current claims."I think we have momentum and I think we're going to challenge Mitch McConnell's humanity tomorrow," 9/11 first responder John Feal told CNN on Monday, confirming the meeting scheduled for Tuesday afternoon.Feal said the meeting had been in the works since before Stewart's emotional testimony on Capitol Hill two weeks ago, but plans had not formally come together until that week that the comedian and activist's impassioned plea went viral.Feal said on CNN's "New Day" on Tuesday that past meetings with McConnell did not go well because of their different views, but said he has an "open mind" about the upcoming meeting."I'm going to pray for the best, be prepared for the worst," Feal said.At issue is funding for the September 11th Victim Compensation Fund, which provides health care and services for 9/11 first responders. The current law, which was last renewed in 2015, expires next year and the fund's administrator says it doesn't have enough money to pay out all the current claims now. The new bill, that passed out of the House committee last week, does not call for a specific amount of funds but whatever sums necessary through 2090.At the time of its last renewal in 2015, Congress appropriated .6 billion to the fund, bringing the total appropriated amount of the fund over the years to .4 billion. The special master who administers the fund anticipates that total payouts for claims filed before the measure expires in 2020 could be far higher: .6 billion, if a current uptick in claims -- largely caused by an increase in serious illnesses and deaths -- continues.While there have been public commitments from both parties to ensure more money the fund is extended, the legislation seems at least weeks if not months away from final passage -- a timeline that is too slow for some of the funds' recipients and their advocates.One example: a retired NYPD bomb squad detective who testified about his 9/11-related medical issues alongside Stewart said last week he is now entering end-of-life hospice care."I'm now in hospice, because (there) is nothing else the doctors can do to fight the cancer," Luis Alvarez wrote in a Facebook post last week.Feal told CNN's "New Day" on Tuesday that "the longer we wait, the longer people suffer.""There are people sick and dying that are going to die in the very near future, that are going to leave their families in financial ruins," Feal said. STEUBEN COUNTY, Ind. – A suspected car thief was arrested after authorities say he was caught using a homemade license plate, drawn in crayon on a paper grocery bag. On Thursday, Indiana State Police say troopers stopped to lend a hand to 20-year-old Joshua Anthony Lewis-Brown when they spotted him stranded along the I-80 Toll Road. Initially, officers found Lewis-Brown tending to a flat tire on a Toyota Corolla. The man said he was unable to change the tire and he was in need of a tow truck. Preparing to oblige Lewis-Brown’s request, police say troopers spotted the suspicious license plate on the car and began to investigate further. Officers ran a check on the vehicle identification number (VIN) and discovered the Corolla had been reported stolen out of State College, Pennsylvania, on Wednesday. They also found that the driver, a resident of Rochester, New York, had never actually been licensed to operate a motor vehicle in any state and was on probation for grand larceny. Lewis-Brown was placed under arrest and transported him to the Steuben County Jail, where he was booked and charged with possession of stolen property and operating without ever obtaining a license. He’ll be held on the Indiana charges before being extradited back to Pennsylvania to face local charges.Police say the stolen vehicle had been left unattended and unlocked with the engine running outside a Pennsylvania grocery store. The owner, wanting to keep his car warming in the cold weather, had run into make a quick purchase, only to find his car missing upon return, according to police. “In light of this particular circumstance, the Indiana State Police would remind all motorists that leaving your vehicle unattended with the engine running and doors unlocked, is never a good idea,” wrote police. “Auto theft is often a common occurrence during the winter months.
