(AP) — Prosecutors say California’s system for paying unemployment benefits is so dysfunctional that the state approved more than 0 million for at least 20,000 prisoners.On Tuesday, they detailed a scheme resulting in payouts in the names of well-known convicted murderers like Scott Peterson, who was sentenced to death after being found guilty of killing his pregnant wife. His death sentence has since been overturned and a court is reviewing his conviction.Sacramento County District Attorney Anne Marie Schubert said at least 158 claims were made for 133 death-row inmates, resulting in more than 0,000 in benefits paid.“It involves rapists and child molesters, human traffickers and other violent criminals in our state prisons,” said Schubert. “Hundreds of millions of dollars that may well amount to upwards to billion, having already been paid in their names.”Schubert said the scheme will be one of the biggest frauds of taxpayer dollars in California history.“And with this fraud means that victims that have been victimized by these inmates aren’t getting the restitution that they so deservedly have been owed,” said Schubert.So far, at least 22 people have been charged in San Mateo County, The Associated Press found. More charges could be forthcoming as several other investigations continue across the state.Prosecutors say the Employment Development Department has been overwhelmed by benefit claims since the pandemic began, and in its haste to approve them, didn't check unemployment claims against a list of prisoners.Gov. Advocates on both sides spent a combined 0 million, with the bulk coming from real estate agents in opposition.Opponents argued rent control would stifle the building of more homes. He said his group, which represents rental housing owners, is open to discussing "real solutions.""The California Rental Housing Association supports smart and effective policies that will actually make a difference by rapidly increasing our affordable housing supply," he said in a statement.The California Apartment Association and California Realtors Association did not immediately respond to emails seeking comment.A Chiu bill would ban rent gouging, relying on consumer protection laws targeting price gouging following natural disasters or other emergencies.It would set a threshold, likely somewhere between 6 and 10 percent, above the consumer price index and say rent increases can't top that percentage. Chiu argued the cap would be high enough that landlords could still take in profits.Oregon recently passed a similar law.Two other bills would create a rental registry to help the state gather data on rent increases and prevent landlords from evicting people if they can't prove a cause.Several renters joined the lawmakers to talk about their own experiences with rent spikes.Stasha Powell of Redwood City brought a letter from her landlord saying her rent would be increased from ,040 a month to ,500 a month in several increments.Newsom said he wants lawmakers to bring him a package of bills to address skyrocketing rents."We need new rules to stabilize neighborhoods and prevent evictions, without putting small landlords out of business," he said during his February State of the State. Ronald “Khalis” Bell, a co-founder and singer of the group Kool & the Gang, has died. He was 68. Publicist Sujata Murthy says Bell died Wednesday morning at his home in the U.S. Virgin Islands with his wife by his side. The cause of death has not been released. Kool & the Gang grew from jazz roots in the 1960s to become one of the major groups of the 1970s, blending jazz, funk, R&B and pop. After a brief downturn, the group enjoyed a return to stardom in the ’80s. The group won a Grammy in 1978 for their work on the soundtrack for “Saturday Night Fever.”In addition to vocals, Bell also played the sax for the band.
