TAMPA, the United States, June 18 (Xinhua) -- The HIV/AIDS patients in the U.S. state of Florida are in dispute with state authorities over a proposal to impose tighter restrictions on those who qualify for drugs provided by the state's AIDS Drug Assistance Program (ADAP).According to the proposed restrictions, individuals would have to earn less than 21,000 U.S. dollars annually to qualify for ADAP drugs. If approved by the Florida Department of Health (FDH), this would affect approximately 1,150 HIV/AIDS patients."The FDH is currently looking at the number of cost containment activities, including altering the financial eligibility for ADAP services," said FDH's press secretary Jessica Hammonds. "After soliciting public input on this matter, the department is in the final stages of evaluating the matter."The Florida ADAP program serves almost 9,500 clients, each of whom receiving 8,600 dollars in funding annually, Hammonds said. There are still another 3,482 on a waiting list.Four FDH sponsored public hearings were held in April and May on the proposal to reduce HIV/AIDS funding. Two were held in Miami, one in Tampa, and the other one was held in the state capital city of Tallahassee. Over 1,000 people attended the hearings.The issue has become so ubiquitous that it caught the attention of the Elton John AIDS Foundation (EJAF), created by the popular entertainer of the same name.

WASHINGTON, July 27 (Xinhua) -- Astronomers studying observations taken by NASA's Wide-field Infrared Survey Explorer (WISE) mission have discovered the first known "Trojan" asteroid orbiting the sun along with Earth, the U.S. National Aeronautics and Space Administration (NASA) announced Wednesday in a statement.Trojans are asteroids that share an orbit with a planet near stable points in front of or behind the planet. Because they constantly lead or follow in the same orbit as the planet, they never can collide with it. In our solar system, Trojans also share orbits with Neptune, Mars and Jupiter. Two of Saturn's moons share orbits with Trojans.Scientists had predicted Earth should have Trojans, but they have been difficult to find because they are relatively small and appear near the sun from Earth's point of view."These asteroids dwell mostly in the daylight, making them very hard to see," said Martin Connors of Athabasca University in Canada, lead author of a new paper on the discovery to be published Thursday in the journal Nature. "But we finally found one, because the object has an unusual orbit that takes it farther away from the sun than what is typical for Trojans. WISE was a game-changer, giving us a point of view difficult to have at Earth 's surface."The WISE telescope scanned the entire sky in infrared light from January 2010 to February 2011. Connors and his team began their search for an Earth Trojan using data from NEOWISE, an addition to the WISE mission that focused in part on near-Earth objects, or NEOs, such as asteroids and comets. NEOs are bodies that pass within 28 million miles (45 million kilometers) of Earth 's path around the sun. The NEOWISE project observed more than 155, 000 asteroids in the main belt between Mars and Jupiter, and more than 500 NEOs, discovering 132 that were previously unknown.The team's hunt resulted in two Trojan candidates. One called 2010 TK7 was confirmed as an Earth Trojan after follow-up observations with the Canada-France-Hawaii Telescope on Mauna Kea in Hawaii.The asteroid is roughly 1,000 feet (300 meters) in diameter. It has an unusual orbit that traces a complex motion near a stable point in the plane of Earth's orbit, although the asteroid also moves above and below the plane. The object is about 50 million miles (80 million kilometers) from Earth. The asteroid's orbit is well-defined and for at least the next 100 years, it will not come closer to Earth than 15 million miles (24 million kilometers).

We provide health care to all who need it."This new plan, which was formulated by a Global Task Team of more than 30 governments and 50 international and national organizations, aims to bring the number of new HIV infections in children to zero by the middle of the decade and help their mothers survive.The launch of Countdown to Zero came on the sidelines of the UN High-Level Meeting on AIDS, which runs from June 8-10, and has been an opportunity for participants to take stock of gains made in combating the disease and to agree on a declaration that will direct the actions of member states to prevent and treat HIV/AIDS over the next five years.Ban told the audience at the launch that history has proven that it is possible to make great strides in fighting HIV/AIDS, with the right amount of effort and coordination."Let us not forget that some regions have nearly achieved no new infections from mother to child," he said. We simply have to all work together, both within governments and all of those who are trying to help to ensure that mothers get the drugs they should and that their babies are born without the virus."Clinton said that Goodluck Jonathan, president of Nigeria, who gave a statement at the launch as well, is an excellent example of the "strong political leadership and personal commitment" necessary to defeat HIV/AIDS and reach to goals set by the Countdown to Zero plan.In his speech, Jonathan said that Africa is has banded together through the Abuja Declaration, adopted in 2001, which turned attention and resources towards public health problems on the continent, particularly HIV/AIDS."That declaration was to make African countries spend at least 15 percent of their budget on their health sector and a reasonable percentage of this would be geared towards HIV prevention and control," he said.Budgeting shortfalls for fighting HIV/AIDS in Africa must be accounted for, Jonathan said, as African countries must not rely solely on donors to fund their responses."I intend to explore in the coming months in collaboration with colleagues in sub-Saharan Africa an effective and creative funding mechanism to ensure ownership and long terms sustainability of the HIV and AIDS response in Africa," he said.

XI'AN, Sept. 18 (Xinhua) -- At least 12 people were killed and 22 others missing over the weekend in rain-triggered landslides in northwestern Shaanxi Province, local officials said.As of 5:30 p.m. Sunday, rescuers had retrieved 10 bodies from beneath the rocks and mud in Baqiao District of the provincial capital of Xi'an, while another five were injured, said Zhu Zhisheng, vice mayor of Xi'an, who was at the site.Another 22 people remained missing, Zhu said, adding the injured were hospitalized and in stable condition.The landslide around 2 p.m. Saturday unleashed about 100,000 cubic meters of rock and mud down the mountain, engulfing a brick factory and destroying part of a nearby ceramics factory in the suburban district of Xi'an.Rescuers found four bodies on Saturday night and six others were retrieved on Sunday.More than 700 police, firefighters and local residents joined the rescue which went on Sunday night.However, the rescue was hampered by three ensuing slides between 10 a.m. and 11 a.m. Sunday as heavy rains continued slashing the city.About 10,000 cubic meters of newly-triggered rock and mud roared down to the site, forcing rescuers to suspend searching temporarily.Heavy downpours in the province also caused havoc in other areas.A heavy rainfall on Saturday night triggered a landslide that buried a residential house in the suburban district of Jintai in Baoji City, some 175 km to the west of Xi'an.Two people were dug out but later died after they were rushed to a nearby hospital, the municipal government of Baoji said in a statement Sunday.The downpours also brought a landslide in the same district early Sunday morning. Three people were saved and sent to a local hospital, according to the statement.The three wounded were in stable condition, doctors at the hospital said.
