CINCINNATI – Charles Adams went on a rampage before he died in police custody Wednesday, acting wildly and damaging residents’ property at a Westwood apartment complex, according to a resident and 911 callers."It was bizarre, so bizarre," India Lavender told Scripps station WCPO in Cincinnati.Lavender said the 36-year-old Adams jumped on her car and then jumped into her neighbor’s window."(Somebody) came and knocked on my door and told me there was a man standing on top of my car," Lavender said.  “I came out. He yelled at me and told me to call the police, somebody was chasing him,  and he literally jumped off my car into my neighbor's window."Adams damaged at least five others cars while calling out for help as he went along, residents said.“It definitely seemed as if he was hallucinating,” Lavender said. “In his mind, someone really was chasing him, 'cause he was trying to get everyone else in the building to see the other people that weren’t there."Body camera video of Adams' arrest shows him becoming increasingly lethargic and unresponsive after officers put him in handcuffs. At one point, while standing, he slumps forward until he is nearly bent double.When officers escort him outside and allow him to sit down against a railing, he begins to drool and twitch before losing consciousness. "Jeez," one officer says in the recording. "He's foaming at the mouth."His breathing stopped shortly after his eyes closed.The fire department gave Adams first aid, including CPR, but he died on the scene.It’s unclear what brought Adams to the apartment complex. Neighbors said they had never seen him."Officers did not use any type of force to subdue Mr. Adams during the arrest activity," Lt. Stephen Saunders, Cincinnati police public information officer, said in the statement. (KGTV) -- While most students in San Diego County are distance learning, there are some schools that are doing a combination of virtual and in-person learning.One school in the South Bay is working with a hybrid system that makes sure all students get the same learning opportunities.St. Rose of Lima Catholic School in Chula Vista welcomed students back on campus a month ago. To keep class sizes small and following state guidelines, they split the older graders into separate classrooms.But not everyone returned to campus, as dozens of families chose to stay at home and do distance learning.So, the school put together a hybrid system that allows all students to participate in real time teaching no matter where they are.With the use of technology, the teacher can see the students at home and the students that are in both classrooms.Sixth-grade teacher Michael Hart said with the help of Zoom, a camera, and classroom speakers, he can engage all students in daily lessons.“I have a Logitech camera that tracks me so it will follow me around the classroom or if I’m behind my desk. It’s just a simple remote,” Hart said.He also uses an app that makes sure every student is called upon equally, so they can all participate in class discussions.Sixth-grader Zachary Lastrella told ABC 10News, “If Mr. Hart asks us a question either in here or in the Zoom or in the other room, then we can answer the question.”As for tests, all of the students complete those using their laptops via Google Forms.Hart added, “It’s able to randomize the questions, whether it’s multiple choice or fill in the blanks or an essay response, and it does come down to academic honesty.”Students say physically their “classrooms” may be different now, but the important elements are still there.Devraaj Jani, a sixth grade students, said, “We’re still in one class, and we’re still together as one.” 1908

(KGTV) – The Chula Vista Elementary School District’s appearance on a website list of applicants seeking to reopen schools was determined to be a mistake, the district told ABC 10News.CVESD never applied for a waiver, stating on their Facebook page on Thursday night:“We are aware of a ‘Chula Vista Elementary’ fraudulently being listed as an applicant for a school reopening waiver. Our District has NOT applied for a waiver to reopen our schools. As a part of the waiver process, we would consult with labor units, parents and community organizations first. Our District is working with investigative authorities to determine how documents were submitted purporting ‘Chula Vista Elementary’ is a waiver applicant with the San Diego County Health and Human Services Agency.”District officials said the 2020-21 school year will begin Aug. 31 with distance learning.On Friday, a district spokesperson told ABC 10News that the listing was the result of an error made by an independent charter school that selected the Chula Vista district name on the San Diego County Health and Human Services website.The spokesperson said the HHSA informed the district of the mistake and the website has since been corrected.Meanwhile, at least 27 schools in San Diego County have already been given the green light to begin in-person learning, with dozens of other schools still waiting for approval.Those schools that have been approved have several things in common, including the ability to maximize outdoor space.The Rancho Santa Fe School District is on the list of those that can bring students back to campus, and Superintendent Donna Tripi said preparing for this was not an easy task."We had to work on the class groupings, we had to do training for staff, training for parents, we had to write up all the protocols and really think out every move that everyone makes on campus,” Tripi said.San Diego County was removed for California's virus monitoring list on Aug. 18, beginning the 14-day countdown the county needs to stay off the list in order to reopen K-12 schools in-person.On-campus classes could resume as soon as Sept. 1, depending on the school district. 2188

(KGTV) - Legislation needed to advance the Chula Vista Bayfront Project was signed Friday by Governor Jerry Brown.Assembly Bill 2646 authorizes the transfer of a 97-acre parcel of land in Chula Vista to the San Diego Unified Port District.
