SAN DIEGO (KGTV) - Police said Tuesday they have arrested a student for threatening to "shoot up" Westview High School.The threat was reported by school staff Tuesday, wherein a student reportedly told other students not to come to school Wednesday "because the student was going to shoot up the school," according to a press release from school officials.Officials said several students reported the threats to Westview High officials. School staff started investigating the threats before contacting police.RELATED: Police investigate threatening messages at Rancho Bernardo High SchoolThe student who reportedly made the threats was taken into custody and brought to Juvenile Hall. SAN DIEGO (KGTV) - Parents say they're disappointed after witnessing what they say was disrespect of the flag and national anthem at a high school basketball game. One parent captured video of the incident at Lincoln High School. They have a student at St. Augustine and say it was the second time they witnessed Lincoln High players sitting down during the anthem. The parent described the players as talking and joking around during it.A grandfather at the game, who is a Vietnam veteran, says he too was offended. He wrote a letter to Lincoln's principal and wants to sit down with him to discuss the issue. The veteran believes the players were disrespectful and says their actions were not in line with the school's mission statement.10News spoke with the school's basketball coach by phone who says he doesn't believe students meant to be disrespectful. He also respects their right to make their own decisions about their actions during the national anthem.  The San Diego Unified School District did not provide 10News comment or a statement on the matter. 1102

SAN DIEGO (KGTV) - Next week, new San Diego Police de-escalation policies will be presented — and likely approved — in response to weeks of demonstrations after George Floyd's death. Danny Murphy is the Deputy Commissioner of Compliance for the Baltimore Police Department, which underwent sweeping reforms following public outrage over the 2015 death of Freddie Gray.“After the Freddie Gray incident, the Department of Justice launched an investigation into the Baltimore Police Department and found a pattern or practice of unconstitutional policing,” Murphy told 10News.RELATED:San Diego Police to implement new de-escalation policyReview board recommends de-escalation reforms to San Diego PoliceThe Baltimore Police Department's new policy requires that the use-of-force not only be reasonable but also necessary and proportional to the situation. Murphy described the techniques for de-escalation. “It's taking more time to let the situation play out [and] see if we can resolve it in a safer manner,” he said and added, “[It’s] using more conversation and communication in advance of the use-of-force.” Murphy also told 10News that the training includes creating distance between the officer and the subject to allow the officer to analyze the situation.The City of San Diego's Community Review Board on Police Practices has been pushing to adopt de-escalation policies that model those of the Baltimore Police Department.RELATED: Local protester seen being taken away by San Diego Police speaks outEarlier in the week, San Diego Mayor Kevin Faulconer announced new San Diego Police de-escalation policies are on the way but details haven't been released.Also this week, the president of the Police Officers Association said that SDPD's use-of-force policy already includes de-escalation tactics and that it's updated regularly.A spokesperson for the San Diego Police Department said that the department will not be commenting until the mayor's policy plans are released. 1986

  

SAN DIEGO (KGTV) -- Police responded Monday after a vehicle crashed into a Chick-fil-A in Mira Mesa.The crash happened on the 10700 block of Camino Ruiz near Mira Mesa Community Park. Authorities say no one was injured.Due to the crash, the inside of the restaurant was closed for the day as a structural engineer inspected the damage. Authorities haven't said what caused the crash.  407

  

SAN DIEGO (KGTV) - Officials from Mexico and the United States held a joint meeting Friday to discuss binational relations, legislation, and urban mobility strategies. At the discussion, officials from both sides of the border discussed solutions to the Tijuana River contamination issue and the concept of a new port of entry. Board member Mario Lopez was joining the group from Tecate and he was very supportive of the new port of entry. He supports the initial plans to have an additional border crossing at Jacumba and Tecate. Lopez says that the wait time at San Ysidro is hurting the economic growth, “10 billion dollars lost because of border wait time” he tells 10News. About 20 years ago, SANDAG did a study and it showed the necessity of another port of entry. The Mayor of Imperial Beach, Serge Dedina tells 10News, “on of our biggest source of air pollution comes from the trucks and cars waiting to cross the border”. Right now, the Jacumba Port of Entry is a concept, “these projects take many years” Lopez tells 10News it will take another 10 years but in the meantime they’re hoping to get the funding to purchase the land within the next five years. Aside from economic and environmental impacts, supporters of the port of entry say it’ll also be beneficial for trade relations between California and Mexico. Another topic discussed at the binational meeting was the Tijuana River contamination issue. Mayor Dedina tells 10News the new president in Mexico is “looking at more public-private partnerships for public water reuse”. In fact, last year they passed a partnership with an Israeli company, Odis. It’s a filtration plant that will help lead a water reuse project south of the border. Dedina says, “the project could clean up 30 million gallons of sewage a day”. Compared to previous years, Dedina is more optimistic seeing steps being made to solve a major problem that continues to threaten our southern beaches. This was the 12th year since San Diego Association of Governments began convening this collaborative event. 2055
