(KGTV) - Coronado city leaders will begin cracking down on the dockless bicycle trend rolling around San Diego, imposing fines and impounding bikes left on the island.City leaders have moved to declare the transportation alternative a public nuisance and will start impounding bikes left in the city. Coronado has banned bike-sharing companies from setting up shop on the island, but riders are allowed to pick them up and ride them into the city.Therein lies Coronado's problem. Much like the trend around San Diego, Coronado residents have grown concerned with bikes being left on sidewalks and in the right-of-way.Ken Hewitt is one of several local bike shop owners who fought to keep the bikes off the island. "Every bike you see going by there is a potential rental," he said. "We're a small island here.  San Diego's got a lot more real estate and a lot more spaces."So, now the city plans to tag any bikes left in the public-right-of-way, remove them, and charge the companies - to pick them up. The bikes are GPS-enabled, so the city and residents say the companies should know exactly where to find them. 1174

COLLIER COUNTY, Florida — Troopers are sharing a video of a wrong way driver on Interstate 75 to highlight the dangers of impaired driving.Florida Highway Patrol's Lt. Greg Bueno shared the video on Twitter Thursday.The video, recorded early Tuesday morning along Alligator Alley, shows a car speed by driving the wrong direction.  The trooper immediately turned around and crossed the median to follow the driver.Shortly after, the trooper sees the wrong way driver making a U-turn, and the trooper crosses the median again to pull the driver over.Lt. Considered the coronavirus holy grail, antibodies are believed to give us some level of immunity from the virus. They form after a person fights off COVID-19 and can be detected through a serological test, better known as an antibody test. "There are some really great companies building antibody tests, and there are some not so great, bad actors, building antibody tests. So you have to be really careful," says Jon Carder, co-founder and CEO of Vessel, a San Diego company created four years ago to provide in-home wellness tests. Early in the pandemic, the U.S. Food and Drug Administration allowed these tests to be sold and distributed without federal review, as long as the company notified the FDA it was offering a test, performed self-validation studies, and included a disclaimer on the test results. The FDA is now cracking down on the bad actors, creating a list of tests that should no longer be distributed. Only a handful of manufacturers have been granted FDA Emergency Use Authorization, meeting a certain threshold for accuracy.Carder says states and even countries have been fooled by the bad actors, purchasing inadequate tests. "We were talking to a city government, a big city, and were blown away when we got a response that they were thinking about buying antibody tests from a certain manufacture who had claimed they were FDA approved. And the state had sort of taken their word for it, and they weren't," said Carder. Vessel had been preparing to release its in-home wellness tracker, which tests for health markers like vitamins, minerals, toxins, and cortisol. When the pandemic hit, the company adapted its technology to be used in the fight against COVID-19. "We take existing antibody tests, the good ones, the ones that are accurate and that the FDA has approved for emergency use, and we enable those to be done safely and accurately at home," said Carder. They've created a kit with step-by-step instructions to do the blood test at home. The test card is then scanned through the Vessel app and provides results from a medical professional within a half-hour. The FDA has already approved in-home tests to diagnose active infections – but Carder says the sample must be sent to a lab, and the user must have symptoms or another qualification to get one. And he says they can be costly. "Ours could be one of the first, or the first, antibody test done at home, no lab needed," said Carder. Just this week, the FDA issued three warning letters to companies making false claims on their in-home antibody tests.Vessel has completed its usability studies and is now in clinical trials with the FDA. "Our job is to prove it can be done safely at home and to show that via clinical trials. The FDA really makes the call if they're going to enable antibody testing at home," said Carder. He says the test would be cost-effective, anywhere from -, or around with medical consultation. If approved by the FDA, Carder estimates millions of people could be tested within the first few months. "There's something really great about the peace-of-mind that comes from doing a test, and that may be one of the biggest benefits," said Carder. But while the FDA is only approving the most accurate tests, none are 100 percent accurate and could still lead to false positives. 3314

CUSICK, Wa. — The Kalispel Tribe of Indians has a culture forged in the mountains of Washington. It's a culture that generations have spent passing down, and now, because of COVID-19, sharing the ancient Salish language and the way of this tribe is getting tougher.JR Bluff started a language program to not only teach adults Salish but to teach children the language in a unique, immersion school. The young students will spend a half-day at the public school across the street, then will come to the Salish school to take on all the usual subjects, which is taught in Salish.Bluff saw great success with the program and hoped, despite the pandemic, the school could continue teaching students in-person. He feared video classes would leave many students behind. So, the school began the year in person, hoping all the safety measures they were taking would protect their students and staff. For months, it worked."It didn’t really hit us hard until this winter," said teacher Jessie Isadore. But then, she said, all at once, the virus ripped through their small community. "Seven of our eight teachers have tested positive," said JR Bluff. "Pretty much, it woke people up, and it wasn’t just our school, it hit our community pretty strong."Bluff moved the school to remote instruction and said they will reassess in January if they are able to bring students and staff back safely."Of course, we have hope that the new year will bring in health, and we will be able to safely open the doors, and once we do, the students we lost who re-enrolled with Cusick will be back in the seat with us," said Isadore. Many of the students could not stay enrolled at the Salish school because their parents work and cannot help them with remote learning, so the immersion program is facing lower enrollment, too."Kind of in my life, I’ve always viewed hurdles, trees in the middle of the path, cricks to cross, mountains to go over, we’re kind of used to this," said Bluff. "Us saying, 'This is just a bump and we’re gonna get through this,' is what our students need.""We’re not able to come together and gather like we used to, and sharing is a big part of who we are, but like JR said, that’s not going to stop our efforts to preserve our language and culture for generations to come. We're doing what we can and were going to figure it out," said Isadore.Bluff said the online video classes are working for now, and he and his staff were pleasantly surprised to find that more families and parents are engaging with the Salish language while their kids are learning from home. Bluff said he hopes the silver lining of remote learning will be even more adults enrolling into the adult language program. In the end, Bluff wants to preserve the sacred language and the culture he was born to carry, and he knows, no matter what, this pandemic will not stop his mission. 2867
