SAN DIEGO (KGTV) - A Del Cerro woman had a rare - and timely - encounter outside a Halloween display on her morning walk Tuesday. Liz Harley and her friend Terry Finstad spotted an owl in the middle of the street, transfixed by a light show of bats on the side of a home. “It was just so cool,” Harley told 10News. Harley and Finstad have been walking together for 25 years, since their children were small. Now they’re both grandmothers and keep their tradition alive. During their walks, the two have seen all kinds of wildlife: coyotes, rabbits, skunks, raccoons. At first, Harley thought the owl was a cat, but then she noticed its head spinning. “We just watched it,” she said. “We wondered, what is it doing?” The owl spent several minutes absorbed by the flying bats, oblivious to Harley’s golden retriever. Harley and Finstad walked on, and when they passed through the area again, the owl was gone, leaving only feathers behind. “Kind of reminded me of Harry Potter,” Harley said. Harley, who usually goes to the gym on Tuesdays, is glad she chose to stay close to home. “I was rewarded for walking this morning.” 1130

SAN DIEGO (KGTV) -- A compromise in San Diego’s short-term rental debate may help the city get answers.In a news conference, San Diego City Councilmember Jennifer Campbell announced a compromise between “United Here,” which represents more than 6,000 local hotel, gaming, and hospitality workers, and Expedia Group, which is the parent company for short-term rental brands.Both sides have agreed on rules that Campbell said could help regulate the short-term rental industry -- by providing a balance between the hospitality industry and preserving the right of homeowners to use their property to help make ends meet.Under this agreement, it would cap the number of short-term rental permits that were granted and also establish a 2-night minimum stay.In turn, residents will be allowed to home share and those who rent out their homes part time -- usually during big events like Comic-Con, Pride, or December Nights -- wouldn’t have to pay the full permit costs.There will also be strict enforcement of the Good Neighbor Policy, which would include fines for those who violate it and possibly having permits revoked for repeat violations.This plan will be sent to the full council for further review. 1210

SAN DIEGO (CNS) - The San Diego Unified School District announced plans Thursday to offer voluntary in-person learning sessions for elementary school students identified as experiencing learning loss.While the district is preparing to open its 2020-21 school year Monday for remote, online learning for all students, some children who have faced learning challenges due to the COVID-19 pandemic may be offered appointments to take part in the in-person sessions, which could begin as soon as late September, according to the district.Sessions will be held in spaces "with adequate air exchange, including MERV-13 air filters and/or portable ventilation units," according to the district.Students will be identified by their teachers for participation based on several factors:-- Below standard, represented by an average academic mark of a 1 or 2 in Math or English Language Arts strands on their Spring 2020 report card-- Students who do not have a Spring 2020 report card (incoming TK, K or new students to the district) and do not make progress toward grade-level standards once schools open-- Special education students not meeting their IEP goals-- Special education students with intense support needs-- Students who have been recommended for an initial assessment for an IEP or require a triennial assessment, and require standardized assessment that cannot be completed online for eligibility"We remain committed to following the science in designing our response to the COVID-19 crisis, including all of the recommendations we received from our expert panel of UCSD science and health professionals that included a phased return to in-person instruction," said District Superintendent Cindy Marten."This is Phase One, which provides a measured approach to address the very real problem with learning loss, faced by our most disadvantaged students, while maintaining the strict standards put in place to protect the health and safety of all students, staff and community," Marten said."Online learning has created new challenges for every student. It is tremendously encouraging that the virus has receded enough to begin phase one of that effort. SAN DIEGO (KGTV) - A 6,000-gallon tanker carrying highly flammable ethanol overturned in Mission Valley Thursday afternoon, prompting a hazmat response. The tanker overturned near the intersection of San Diego Mission Road and Rancho Mission Road near SDCCU Stadium after 3:30 p.m. The entrance to the stadium was closed as crews cleared the scene. Authorities said 40-60 gallons of ethanol spilled and made their way to a nearby storm drain. Crews were able to prevent the ethanol from entering the San Diego River.According to the San Diego Fire-Rescue Department, crews drilled into the tank to remove additional fuel.The driver was injured as a result of the crash and was taken to the emergency room. His injuries are unknown at this time. SDFRD officials said the driver tried to make a 90-degree turn when the semi overturned. At around 2 a.m. Friday, crews were able to move the truck upright.Roads that were closed by the incident were expected to be reopened by 6 a.m. 986
