SAN DIEGO (KGTV) -- San Diego Police have identified the man shot and killed in Encanto Wednesday night as 24-year-old Gai Wal.Police were called to the 6100 block of Imperial Avenue just before 6 p.m. on December 23 after receiving reports of shots fired.When they arrived, officers found Wal in the parking lot of a nearby business with an apparent gunshot wound to his upper torso.RELATED: San Diego police: Man shot in Encanto neighborhoodWal was taken to the hospital in critical condition. SAN DIEGO (KGTV) -- San Diego Gas and Electric is asking state regulators for permission to rebalance electricity rates next year in a way that would lower bills for customers during the summer but keep annual costs about the same.Currently, SDG&E customers pay a few cents more per kilowatt hour during the summer compared to winter rates. The seasonal pricing is designed to promote energy conservation in the summer when demand is highest, but it has also sparked complaints about high bills, particularly last year.In response to the complaints, the utility is proposing flat rates year-round, said SDG&E communications manager Wes Jones. "Simply put, we're trying to benefit our customers," Jones said. "We recognize they need a lot of power in the summertime to cool their homes."The new year-round structure would lower bills during the summer but result in higher winter bills than customers currently pay.Jones said reducing price volatility will help families budget for household energy expenses and mitigate summer sticker shock.The proposal would apply to all residential customers, including Time-of-Use, non-Time-of-Use and electric vehicle pricing plans. SAN DIEGO (KGTV) - Residents at the Pacific Heights Condominiums are making sure to lock their balcony doors after a bizarre theft.The theft happened Tuesday just after midnight, according to neighbors.A resident of the complex reported seeing two men climbing down his neighbors balcony with a bike in hand.  Milad Hassibi says he yelled at the two men when he saw them coming down. “The second that happened the guy fell off the ladder and his friend took the bike from him, took off with the bike one direction, and the other guy ran off the opposite way.” Hassibi said.He described the men as looking ragged and possibly homeless.  He put out a warning on social media. SAN DIEGO (KGTV) — Residents of several inland North County communities tell 10News they are fed up with the numerous delays which have led to a series of road improvement projects to take more than two years to complete.The most impactful is the widening of Rancho Bernardo Road between I-15 and Bernardo Center Drive.Work on that stretch began in February of 2017 and was projected to take six to seven months. It's almost a year past that point.
