SAN DIEGO (KGTV) - San Diego police are searching for the person who fired a gun into a group of people injuring two teens late Saturday night.Two groups of people began arguing just before midnight at the corner of 30th Street and J Street in the Grant Hill neighborhood, about a block away from Kimbrough Elementary School.The gunman pulled out a handgun and shot a 16-year-old boy in the left calf and a 18-year-old male in the right ankle, authorities said.A possible third shooting victim was located at an area hospital with undisclosed injuries, according to police. No further information was given at this time.The incident is being investigated as gang-related shooting, police said.The suspect, who was last seen wearing a white tank top and dark shorts, fled in an unknown direction, police said. 831

SAN DIEGO (KGTV) -- San Diego County officials are warning that the county could move into a lower, more restrictive COVID-19 tier, but explained if it does happens the shift wouldn't happen overnight. In just one week, San Diego County's COVID-19 case rate per 100,000 residents is up from 5.8 to 6.9. The positivity rate is also up from 3.4% to 4.2%.These two metrics determine whether or not the county moves up or down on the state's new colored tier system. The positivity rate is low enough to move the county from the red to a less restrictive, orange tier. The case per thousand rate is moving the county closer to going from red to purple, the tier with the most restrictions. County officials explain moving up or down from a tier would only happen if there were two consecutive weeks of data in one specific tier. The increased positive cases among students at San Diego State University could have an impact on the state's increasing numbers. As of Wednesday night, there are 440 confirmed cases of COVID-19 and four probable cases. Just last week, the campus only had 20 cases. On Wednesday the county also talked about a discrepancy with testing data, saying the state is not getting the county's correct testing numbers. Dr. Wilma Wooten couldn't say how many tests aren't being recorded properly but says the county is working with the state to resolve the issue in the next two weeks. Case counts will now be updated by the state every Tuesday and the county says they will provide those numbers the following day on Wednesdays each week. 1563
SAN DIEGO (KGTV) - Residents at the Pacific Heights Condominiums are making sure to lock their balcony doors after a bizarre theft.The theft happened Tuesday just after midnight, according to neighbors.A resident of the complex reported seeing two men climbing down his neighbors balcony with a bike in hand. Milad Hassibi says he yelled at the two men when he saw them coming down. “The second that happened the guy fell off the ladder and his friend took the bike from him, took off with the bike one direction, and the other guy ran off the opposite way.” Hassibi said.He described the men as looking ragged and possibly homeless. SAN DIEGO (KGTV) - San Diego Police arrested a man on suspicion of killing the owner of an East Village flooring business, but a female suspect remains at large, detectives said Thursday.Kevin Eugene Cartwright, 51, was arrested in El Cajon Tuesday. Ten years his junior, she said she always looked up to Radda as a "cool older brother," who taught her everything from pop culture to how to grow up. She said the tragedy was so numbing, she still cannot accept it as reality. "I wake up everyone morning thinking, is this still a dream? Am I ever going to wake up from this nightmare?" Venus asked.Officers believe Kevin Cartwright and an unidentified woman killed Radda at Bottom Price Flooring on G Steet, October 10. Radda suffered trauma to his upper body and died at the scene."I can't imagine him thinking, am I going to go now? Do I call my kids? Do I call my wife? At the end of the day, I just want him to tell us, why?" Venus said.For more than a week, investigators looked for two disguised suspects caught on Radda's newly-installed surveillance cameras. They captured a person in a Granny Mask and a woman with a purple wig.San Diego Police said Wednesday evening they arrested the man they believed was behind the Granny Mask-- Kevin Eugene Cartwright."Today did give us a little bit of peace, not that it will bring him back, but just to know that there is a little bit of closure, that one person has been caught," Venus said. 10News went to Cartwright's last known address in El Cajon. A man answered the door but provided no comment. We then looked into Cartwright's criminal background and found he had been arrested for at least nine felonies -- four in San Diego and five in Virginia -- in the last 33 years. Detectives told family members that Cartwright was once a customer of Radda's, and now he is behind bars, accused of killing him.
