SAN DIEGO (KGTV) — A state measure just signed into law prohibits landlords and HOAs from discriminating against tenants and members who display religious items on their doors. The new rule stems from a dispute in Little Italy between residents and their HOA. The law "protects the display of a religious item within 15x30 square inches, as long as it does not interfere with the opening or closing of the door," Matt Wagner, with the Anti-Defamation League. The display must not "interfere with building operations and must be posted do to a sincere religious belief," says Matt Wagner, with the Anti-Defamation League.  The new law will take effect on January 1, 2020. The bill was written after a Jewish family in Little Italy was told by their HOA to take down the mezuzah on their door. The HOA has not been named.The posting of the mezuzah is required of all observant Jews. If the display is not posted, it renders a Jewish family essentially unable to live in the home. The Anti-Defamation League stepped in asking the HOA to allow the posting of the religious symbol, but they refused. The new law applies to HOA's and all landlords throughout the state.  "Just because you are a renter… doesn't mean you lose your right to religious freedom or expression," says Assemblymember Todd Gloria. "You are entitled to the same rights and the same protections as a tenant. SAN DIEGO (KGTV) - A San Diego woman is on a mission to help minority mothers through their pregnancy.When Nikki Helms isn't hosting community dinner or volunteering her time to help Haitian immigrants navigate racism in America, she's walking families through the miracle of childbirth. Helms found her calling in 2014. "I had heard about these different women who had had these experiences where these women had asked for help and they weren't paid attention to," Helms said about how the hospital could be a dangerous place for minority moms.She was faced with a decision: "You could go to either nursing school or to midwifery school and I felt that midwifery school was a way that I could really make an appreciable difference right away."Helms said only four out of 75 San Diego County midwives are Black."I joke about it now that I am 25% of the black midwives in San Diego County," she said with a chuckle.The small segment is making a huge difference, providing culture-sensitive care during pregnancy.A friend told Helms to start a GoFundMe to raise money for a birth center. Helms said she started the page in January and at first it started out slow.Then friends contacted social media influencers and Helms said it was a huge snowball effect from there.She broke 0,000 this week and is elated by the support. "They hear my truth and they believe in my dream and they believe in me and that's just amazing," Helms said tearing up. "To have that now is just something special."She said she's filled with gratitude and hopes to make her dream a reality and build a better community."I want my LGBTQ brothers and sisters to know they have options. SAN DIEGO (KGTV) -- A team of middle school students from Oak Valley Middle School in 4S Ranch has won a national competition in cybersecurity.Coached by Paul Johnson, a senior systems engineer at Northrop Grumman, the students learn how to catch and protect against hackers. During competitions, hackers attempt to breach networks, while the students try to identify and eject them. Called "CyberPatriot", the national championship was held in Baltimore, Maryland.The goal of the program is to get kids interested in potential careers in cybersecurity.The Poway Unified School District has CyberPatriot teams at Design 39 School and Del Norte High School, in addition to Oak Valley Middle School. 715

SAN DIEGO (KGTV) – An atmospheric river is set to bring widespread showers -- which could lead to flooding -- to San Diego County the next week.Rain is expected to come down Monday afternoon and finally taper off Thursday, with the most widespread and heavy rainfall coming Tuesday.Initial forecasts show rain totaling 1 to 3 inches for most areas of San Diego, with up to 5 inches of snow in some mountain locations, according to 10News weather anchor Vanessa Paz.WEATHER: 10News' updated forecast for San Diego CountyAccording to the National Weather Service, localized flooding will be possible Tuesday and typically dry desert areas will see significant flow. Thunderstorms will also be possible in some areas.Heavy showers are expected to continue Wednesday morning, with more roadway and local flooding possible, NWS reported.Thursday, if showers continue, flooding could continue to be an issue. Though, currently showers are expected to ease. Showers are expected to move out of the county by Friday.The showers are expected to help San Diego's reservoirs for the rest of the year. Currently, much of California is either "abnormally dry" or in a "moderate drought."
